President of Turkmenistan Gurbanguly Berdimuhamedov chaired a meeting of the Cabinet of Ministers. The draft documents and the state policy issues were considered during the meeting.

According to the State News Agency of Turkmenistan (TDH), the Vice Premiers reported on the current situation in the sectors under supervision. The information on the preparations for Turkmenistan exposition of domestic light and fashion industry goods, carpet articles and jewellery at the international exhibition Fashion and Textile, which would take place in Riga (Latvia) in April, was presented.

The detailed report on the fulfilment of the tasks set by the Turkmen leader at the Elders’ Council meeting in October 2012 concerning the construction of new urban settlements with modern apartment houses was presented. It was noted that the sites for new administrative units to be constructed, preliminary costs of buildings and facilities to be built and the volume of investment to be spent for this purpose had been identified.

The reports spotlighted the measures promoting MFA’s legal activities in line with the Concept of the Foreign Policy of Turkmenistan for 2013-2017 and the progress in acceding to international conventions, treaties and agreements – Turkmenistan has acceded to 130 international documents, and in drafting interstate bilateral documents, of which 20 documents have been signed this year.

The report on wide coverage of the development of Turkmen sport, sports infrastructure and enhancement of international cooperation in that sphere in the national and international mass media was presented; emphasis was put on the practicability of compiling a database, publishing thematic magazines, brochures, books, etc. and creating a website.

Internet resources aimed at the promotion worldwide of the rich cultural heritage and art of the Turkmen people would be created to cover the international art exhibition which would be held during the Week of Culture in the Avaza national tourism zone in June.

The reports on the preparations for the upcoming events, including the holiday “A Drop of Water – A Grain of Gold”, World Health Day and Turkmen Horse Day, the programmes of which include exhibitions, concerts, theatrical performances, art contests, science forums, sports events, etc., were presented. An international trade fair will be first organized in Turkmenistan to mark Turkmen Horse Day, along with other festivities that bring together connoisseurs and admirers of the Ahalteke breed in Turkmenistan. Foreign companies specializing in horse industry and equestrian sport are invited to participate in the international trade fair.

The report on agricultural activities covered the issues related to the cotton campaign that farmers in Dashoguz Velayat had got involved in this week, following other regions, and care for winter crops.

The information on the Week of Health and Happiness and the celebrations and sports events in honour of World Health Day which would be held on April 1-7 was presented.

The reports on the implementation of the Development Programme of Oil and Gas, Chemical and Fishing Industries of Turkmenistan for 2012-2016, the measures for improving effectiveness of oil and gas research, the current situation in the transport and communications sectors, the measures for the reconstruction of the Ashgabat recreation and amusement park and the construction of a parking garage were presented.

Commenting on the reports, President Gurbanguly Berdimuhamedov noted in particular that the implementation of the programmes for social and economic development and democratization of the society required reforming local government system and optimizing activities of local governments. In this regard, the adoption of complex measures for the development of the administrative and territorial units of Turkmenistan was mentioned as a first-priority task to be undertaken. So, the major aim is to improve effectiveness of activities of local governments, reduce administrative costs and ensure that gengesh would exercise their authorities in accordance the Constitution and laws of Turkmenistan. In this context, the President noted that the construction of new settlements located in favourable conditions and the distribution of the administrative centres closer to rural population would make access to necessary services for rural people.

The President signed a number of documents, including the Resolution on the participation in the international exhibition Fashion and Textiles, which would take place in the Republic of Latvia and the Resolution on the purchase of water equipment authorising to purchase water equipment designed to irrigate a 25,000-hectare area of lands under development in Altyn Asyr Etrap in Ahal Velayat and new water storage reservoirs under construction in Kunya Urgench Etrap in Dashoguz Velayat and on the Gozganchai river in Kaahkha Etrap in Ahal Velayat.

The Turkmen leader approved in whole and signed the Resolution on the Ashgabat recreation and amusement park and the construction of a parking garage. The President demanded that an integrated approach should be taken to landscaping and beautification of the Turkmen capital and gave specific instructions to the high-ranking officials officials.

Other state policy issues were considered and the decisions were adopted during the government meeting.
