President of Turkmenistan Gurbanguly Berdimuhamedov chaired a meeting of the Cabinet of Ministers, during which a number of priority policy issues and draft documents were considered.

The Vice Premiers and the heads of a number of ministries and departments reported on the work done. In particular, the reports covered the results of the Textile Fair of Turkmenistan, which had taken place in the capital of the Republic of Tajikistan, Dushanbe on April 10-15. The reports spotlighted the measures taken to improve the national statistical system; the Regulations on the State Committee for Statistics of Turkmenistan had been developed in accordance with the Law of Turkmenistan on Statistics.

The report on the foreign policy covered the results of the meeting of representatives of the authorized agencies of the Caspian states to discuss the draft Agreement on the conservation and efficient management of biological resources of the Caspian Sea and the first meeting of representatives of the authorized agencies of the Caspian states to discuss the draft Agreement on the prevention of and response to emergency situations in the Caspian Sea. The draft Agreements were prepared by the Turkmen side and presented to the Caspian states for consideration in 2011.

It was also noted that the joint working group held the first meeting at the Ministry of Foreign Affairs of Turkmenistan on April 18 to implement the Memorandum of Understanding between Turkmenistan, the Islamic Republic of Afghanistan and the Republic of Tajikistan on the Turkmenistan-Afghanistan-Tajikistan railway project. The government delegations of the three states participated in the meeting.

The reports focused on the progress in seasonal agricultural activities. The pace of the cotton campaign was accelerated. Agricultural workers were engaged in taking care of winter crops, watering fields, applying fertilizers, controlling weeds and pests. Preparations for the grain harvest campaign and Turkmen Horse Day celebrations had started.

The reports covered the measures taken to lay an optical fibber line between Turkmenistan and the Republic of Kazakhstan. To date, 238 kilometres of main cable from Turkmenbashi to the Garabogaz checkpoint had been laid, STM-16 communication system had been mounted and controlling and measuring work had been completed.

The information on the progress in implementing the social policy and the programmes for the development of science, education, health care, sports and tourism was presented.

The reports spotlighted the progress in development of the Avaza national tourism zone. The hotels and the recreation, cultural and entertainment centres of the Caspian seashore had been certified on the instructions of the President. A series of training seminars with the participation of foreign experts were delivered to the hotel staffs in Avaza. The Regulations on management of tourism facilities in the Avaza national tourism zone were drafted to adopt advanced technologies in tourism business management and improve the quality of tourist services.

The reports highlighted international cooperation in the fuel and energy sector and preparations for a regular meeting of the Intergovernmental Turkmenistan-Kazakhstan Commission for economic, scientific, technical and cultural cooperation

The layouts and plans for the modernization of a 25.5-km section of the road from Gindivar to Ashgabat-Mary highway, improvement of adjacent territory and construction of mud facilities along Archabil Avenue were presented to the President for consideration.

After thoroughly considering the plans, the Turkmen leader focused on the need to efficiently combine the functionality and convenience of highways with the aesthetic component of urban landscape.

The President signed the Resolution on the construction of an amusement park in the Avaza national tourism zone. The facility is to be built at the request of the Ministry of Nature Protection.

The President signed the Resolution on the Approval of the Regulations on the training of Turkmen citizens at higher and secondary vocational educational institutions in foreign states and the Resolution on the Approval of the Regulations on the training of foreign citizens at higher and secondary vocational educational institutions in Turkmenistan. Emphasizing their important role in modernizing the education sector, the President said that the provisions of the Resolutions should be urgently incorporated in the education system, focusing on the need to study and adopt the best international practices in professional training.

Other issues were considered and the decisions were adopted during the government meeting.
