President of Turkmenistan Gurbanguly Berdimuhamedov chaired a meeting of the Cabinet of Ministers. Turkmenistan's economic achievements for the five months of the current years, priority issues of the state policy and draft documents were considered during the government meeting.
Opening the meeting, the Turkmen leader cordially congratulated those present and the Turkmen people and scientists on Science Day which is celebrated each year in Turkmenistan on June 12 and wished them good health, a peaceful and happy life and scientists every success in research activity and new scientific discoveries. While discussing the agenda issues, it was noted the reporting period was characterized by high microeconomic indicators and stable GDP growth rate.
Production growth rate in the five months of the current year made up 112.2 percent as compared to the same period of 2012. High performance indicators were achieved in nearly all the sectors of the national economy. In January-May, the volume of retail trade made up 119.5 percent. In the reporting period the volume of used investment from all the sources of financing amounted to 13.6 billion manats.
The reports focused on the progress in implementing the National Programme of the President of Turkmenistan for the improvement of social and living conditions in villages, settlements, towns in etraps and etrap centres for the period till 2020. According to the preliminary data, the investment amounting to 2.1 billion manats were used in the first five months of this year. The annual plan was fulfilled to 52.6 percent. The growth rate made up 49.6 percent as compared to the same period of 2012.
The reporting period was also characterized by the implementation of the State budget. The revenues made up 116.4 percent and the expenditures - 95.7 percent. Salaries, pensions, state allowances and scholarships to all organisations were paid off in a proper manner. In January-May, the average monthly salary increased by 10.6 percent as compared to the same period of the previous year. The prices for consumer goods and for services rendered to the population were maintained at a fixed rate.
The plan for currency earnings from the export of goods and services was fulfilled to 130.4 percent in the reporting period.
The President issued the Resolution on the results of the national contest of research projects of young scientists and students and the Resolution on the issues of the development of cycle racing in Turkmenistan. The Turkmen leader suggested that the event of international significance - the Traffic Safety Month to be held in the country on September 1 this year should be timed to Day of Knowledge and Students and that all citizens of Turkmenistan, including children, schoolchildren, students and workers in various sectors move by bicycle - the most environmentally friendly transport.
The President informed that the decision to open the department for international gas and oil projects under the State Agency for Hydrocarbon Resources Management and Use under the President of Turkmenistan had been adopted with the view of implementing the strategy for diversification of natural gas exports to world markets. The department will ensure the implementation of international oil and gas pipeline projects and manage the construction of gas pipelines and monitor financial and project activities.
Summing up the social and economic achievements for the five months of the current year, the President emphasized that high growth rtes had been maintained in all the sectors of the national economy. The GDP growth made up 109.2 percent in the reporting period. Salaries rose steadily. The share of the industrial sector in GDP constituted 57 percent as a result of economic diversification, the creation of new industries, the construction of multi-industrial complexes in the regions and the modernization of existing enterprises. The share of the construction sector increased to 12.8 percent. The volume of investment used in various sectors of the economy increased by 7.3 percent.
The Turkmen leader said consistent measures were taken in the five months of the current year to implement the development programme, including the National Programme of the President of Turkmenistan on the improvement of social and living conditions in villages, settlements, towns in etraps and etrap centers for the period till 2020. Considerable achievements were gained in the construction of new facilities and buildings in the Avaza national tourism zone and in the improvement of the health and education systems.
President Gurbanguly Berdimuhamedov gave specific instructions to set up more construction companies in the country, in particular in the regions, which should be provided with specialists and technologies. They should also be provided with the lands for construction of office buildings, storage facilities and premises for machines and equipments. The Turkmen leader instructed to give them loans to ensure effective activities of new construction companies.
Touching upon the preparations for the V Asian Indoor and Martial Arts Games, which would be held in Ashgabat in 2017, the President noted that the programme should be developed to receive and accommodate the guests, will would be arriving in the Turkmen capital during the Asian Games and the Olympic medals, cups and other souvenirs to be awarded to the winners of sporting events should be designed.
