President of Turkmenistan Gurbanguly Berdimuhamedov chaired a meeting of the Cabinet of Ministers. The meeting agenda focused on the growth rates achieved in all sectors for eleven months of 2011 and other important state policy issues. The heads of the Mejlis and high-ranking officials of the military and law enforcement agencies attended the government meeting.

Before opening the meeting, the Turkmen leader congratulated those present and in their person all citizens of Turkmenistan on the upcoming holiday, the Good Neighbourhood Day. From ancient times the Turkmen people have been living in peace and cohesion with their neighbours, emphasized President Gurbanguly Berdimuhamedov noting that the respect for their neighbours and good neighbourliness were inherent in the nature of the Turkmen people. This age-old custom based on the ideals of friendship, brotherhood and mutual respect are developed in the light of updated principles and clearly and consistently embodied in the foreign policy strategy of Turkmenistan.

Presenting the meeting agenda, the President underlined the need to enhance the effectiveness of the activity of the Academy of Sciences of Turkmenistan and signed the Decree relieving Vice Premier G. Mezilov of the post of the Chairman of the Academy of Sciences. The President appointed Sapardurdy Toylyev Vice Premier in charge of science, advanced technologies and innovations and Chairman of Academy of Sciences of Turkmenistan and relieved him of the post of Chairman of the State Committee for Tourism and Sport. The President signed the Decree appointing Ferhat Telaevich Arjanov Chairman of the State Committee for Tourism and Sport of Turkmenistan and relieved his of the post of Vice Chairman of the Committee for Tourism and Sport of Turkmenistan

Then the floor was given to Vice Premier, Executive Secretary of the President’s Office H. Muhammedov. The Vice Premier reported on the existing situation in the sector under his supervision, the organizational work done for eleven months of 2011, including on the introduction of the electronic document management system in the government administration sector, the improvement of maintenance supply to government institutions and departments and the progress in implementing the construction projects.

Commenting on the report, President Gurbanguly Berdimuhamedov focused on the need to more actively apply advanced technologies in government administration. Emphasizing that the protection of health of our citizens was a state policy priority, the Turkmen leader signed the Order authorizing to transfer the Mersedes-Bens Sprinter 224 ambulances to the Ministry of Health and Medical Industry.

The President gave specific instructions to coordinate this work and keep rigorous control over the quality of construction.

Vice Premier A. Gochyev reported on the results of social and economic development of the country for eleven months of 2011, the implementation of the State budget and the receipt of currency earnings to the accounts of ministries and departments. The Vice Premier noted that the macroeconomic indicators were steadily rising in the country due to the progressive social and economic policy pursued by President Gurbanguly Berdimuhamedov.

The GDP growth rate for ten months of the current year had been ensured through the high rate of growth in the industrial sector – 124.6 percent, the construction sector – 112.5 percent, the transport and communications sectors – 107.9 percent, the trade sector – 108.8 percent, the agricultural sector – 100 percent, the services sector – 108.1 percent.

The foreign trade turnover plan was fulfilled. In January-October 2011 the volume of trade rose 1.5 times as compared to the same period of 2010.

The volume of investment used from all sources of financing increased by 23.1 percent as compared to the same period of 2010.

Reporting on the implementation of the State budget, the Vice Premier informed that in the reporting period the budget revenues had been implemented to 127.2 percent and the budget expenditures – to 91.5 percent. The local budget revenues had been implemented to 115.6 percent and the local budget revenues – to 96.2 percent. An average monthly salary rose by 13.5 percent as compared to the same period of 2010.

The Vice Premier reported on the measures taken to modernize the banking system in the country. It was noted that the unified exchange rate was maintained.

Commenting on the report, the Turkmen leader underlined the importance of taking the comprehensive measures to diversify and offer new incentives to the national economy as an essential factor for its stable growth enabling to implement ambitious social programmes in the country. In this context the Turkmen leader instructed to take appropriate steps to maintain the high growth rate in all sectors and work further towards optimization of the activity of financial and banking institutions in the country.

Vice Premier, Minister of Foreign Affairs R. Meredov reported on the work done by the MFA for eleven months of the current year. Turkmenistan takes consistent steps to promote constructive cooperation in the interests of global peace and prosperity in the intergovernmental format as well as within the authoritative international organisations and structures. In the reporting period the Turkmen government delegation led by the President had paid the state, official and working visits 8 states all over the world. In this period eight heads of foreign states and governments, the President of the European Commission and other high-ranking representatives of the international political circles had visited Turkmenistan.

In the reporting period 550 delegations of our country visited foreign countries, and 546 foreign delegations had visited Turkmenistan. 127 international events had taken place at different levels and in different formats, 12 meetings of the intergovernmental commissions, a series of political consultations and other meetings had been held in the country since the beginning of the current year. These included the international high-level meeting of Central Asian and other countries to implement the United Nations Global Counter-Terrorism Strategy in Central Asia which resulted in adopting the Joint Action Plan and the Ashgabat Final Declaration that secured the intention of the sides to implement the commitments undertaken and their determination to promote close well-coordinated cooperation to combat terrorism.

The Vice Premier, Minister of Foreign Affairs also reported that 107 bilateral intergovernmental documents, which had extended the regulatory framework of international cooperation of Turkmenistan, had been signed since the beginning of the current year. This is vividly illustrated by the package of documents which were signed upon concluding the Turkmen-Chinese top level talks and identified approaches to implementing the potential of strategic partnership.

Turkmenistan enhances and strengthens diplomatic contacts: for eleven months of the current year the plenipotentiary representatives of our country were appointed in six countries worldwide, and fifteen ambassadors of foreign states were accredited to our country.

The Vice Premier, Minister of Foreign Affairs reported on the programme of the upcoming state visit of the government delegation led by President Gurbanguly Berdimuhamedov to Malaysia and the preparations for the national holiday, the Good Neighbourliness Day, particularly for the international conference of Permanent Neutrality of Turkmenistan: Cooperation for Peace, Security and Development which would be held in Ashgabat to mark the remarkable date.

Commenting on the report, President Gurbanguly Berdimuhamedov said Turkmenistan as a full member of the international community was committed to pursuing the strategy for wide international cooperation and intended to actively contribute further to the positive regional and global processes in the name of global peace, security and sustainable development.

Dwelling upon the upcoming state visit to Malaysia, the Turkmen leader emphasized that the talks to be held during the visit were to specify priority fields of mutually advantageous cooperation and identify its prospects given the long-term plans for the future. The Turkmen leader said vats opportunities were opened up today to intensify mutually advantageous bilateral contacts and exchange experiences in various areas, including the trade and economic, fuel and energy, education and personnel training sectors.

President Gurbanguly Berdimuhamedov also instructed to take consistent steps to implement the agreements reached during bilateral meetings in order to employ more effectively and fully Turkmenistan’s potential of collaboration with different countries of the world. Focusing on the need to effectively coordinate the work of all ministries and departments concerned the Turkmen leader gave specific instructions.

Chairman of the Mejlis A. Nurberdieva reported on the work done by the Parliament to update further the national legislation and cooperate with the international organisations and on the activities carried our by deputies of the Mejlis to hold the presidential elections on February 12, 2012 in a timely and proper manner.

Touching upon the parliamentarians’ activities at local level, the Turkmen leader said deputies of the Mejlis should work more actively towards optimizing the activity of local governments and democratizing further public institutions thus facilitating the advance of the country along the path of democratic reforms and fundamental social and economic transformations.

Vice Premier D. Orazov reported on the work done in the construction and building material industries and the power sector and the performance indicators achieved in the sectors under his supervision for eleven months of the current year.

In particular, the growth rate at the enterprises affiliated with the Ministry of Construction for eleventh months of the current year made up 121.3 percent as compared to the same period of 2010. The production growth rate at the construction enterprises throughout the country made up 121.6 percent.

In January-November 2011 the growth rate at the enterprises affiliated with the Ministry of Building Materials Industry made up 109.4 percent as compared to the same period of 2010. In particular cement production increased to 103.9 percent. In the reporting period the profit growth rate made up 112.1 percent as compared to the same period of 2010.

In January-October 2011 the production growth rate in the public sector in Ashgabat made up 119.2 percent.

Noting that the positive production growth rate was observed in the construction sector, President Gurbanguly Berdimuhamedov emphasized that the high pace of the ongoing ambitious economic development programme in Turkmenistan required boosting the pace of construction, increasing building materials production and improving the quality of construction work that must meet modern requirements and standards. The Turkmen leader set the task more actively adopt advanced technologies and state-of-the-art equipment and modernize further the sector.

Vice Premier B. Hojamuhammedov reported on the work down in the fuel and energy, chemical and fishing industries for eleven months of the current year.

It was particularly reported that the growth rate of oil and gas condensate production had made up 107.9 percent, natural gas production had increased by 42.5 percent and ‘blue fuel’ exports had risen by 75.2 percent.

In the oil-refining industry the rate of petroleum refining increased by 2.5 percent, the rate of production of motor gasoline and diesel fuel – by 2.9 percent and the rate of production of lubricating oil and other petrochemicals, which are in high demand in the domestic and foreign markets, rose.

In general, the measures taken in the reporting period enabled the oil and gas sector to significantly boost currency earnings as compared to the same period of 2010. The growth rate made up 195.2 percent. The total volume of used investment was increased by 75.7 percent.

In the chemical industry the growth rate of production of mineral fertilizers made up 10-2.4 percent, technical iodine – by 105.2 percent as compared to the same of period of 2010. The high performance rate was observed at the enterprises affiliated with the State Committee for Fishing Industry. This year the amount of fish catch had increased by 3.1 percent s compared to the period of 2010.

Commenting on the report, President Gurbanguly Berdimuhamedov underlined the importance of raising further the rate of hydrocarbon production, particularly given the increasing natural gas demand in world markets.

The President emphasized that all existing opportunities should be used to accelerate commercial development of new hydrocarbon deposits, modernization and re-equipment of fuel and energy enterprises, diversify gas transportation infrastructure which stood as a powerful factor for ensuring energy security on regional and global scale.

Vice Premier M. Yazmuhammedova reported on the work done in the sectors under her supervision for eleven months of the current year and the measures taken to organize and hold the festivities to mark the 16th anniversary of neutrality of Turkmenistan prepared by the cultural ministries and departments and in collaboration with other ministries and departments and public organisations.

Underlining the significance of the glorious historical date celebrated each year throughout the country as the national holiday, as a landmark event in the history of independent Turkmenistan, President Gurbanguly Berdimuhamedov focused on the role of Turkmen neutrality in addressing challenges and problems on regional and global scale, its influence on global integration processes.

Neutral peace-loving Turkmenistan will take further steps to strengthen peace and security on the planet and contribute to the development and progress of human civilization, said the Turkmen leader. Our country is going to celebrate the Neutrality Day in an atmosphere of peace and cohesion, good neighbourliness, respect and mutual understanding with all friends and partners in the international community, said the Turkmen leader emphasizing that this atmosphere should permeate the festivities and celebrations.

Then President Gurbanguly Berdimuhamedov touched upon the Star of the Year contest of young talented singers. We carry out the significant work on broadening of youth’s outlook, and the Star of the year contest should make a worthy contribution to this work, said the Turkmen leader noting that the context should be organized by Magtymguly Youth Organization.

Then the floor was given to Vice Premier N. Shagulyev who reported on the work done in the sectors under his supervision for eleven months of the current year. It was noted that the positive rate of growth in freight transportation activity as compared to the same period of 2010 were observed in the reporting period, including at the enterprises affiliated with the Ministry of Railway Transport – 103.8 percent, the enterprises affiliated with the Ministry of Motor Transport – 101.6 percent, the State Sea and River Transport Agency – 138.2 percent, the Turkmenhowayollary State National Agency – 102.1 percent. The volume of passenger transportation and other services rendered by all modes of transport rose in the reporting period.

The volume of services rendered by the enterprises affiliated with the Ministry of Communications rose near 2.3 times as compared to the same period of 2010.

Commenting on the report, the Turkmen leader Gurbanguly Berdimuhamedov emphasized that the determining factors ensuring the high social and economic indicators included the effective functioning of the transport sector that rigorous requirements were set to in the present epoch including the quality and reliability of freight and passenger transportation.

In this regard the Turkmen leader focused on the importance of further modernization of transport infrastructure, replenishment of the fleet of the motor, railway and other transport sectors, including through purchasing state-of-the-art equipment and vehicles from leading manufacturers and adopting advanced technologies.

Vice Premier O. Gurbannazarov reported on the work done in the textile and carpet industries, the trade sector and the measures taken to step up foreign economic contacts for eleven moths of 2011.

The Vice Premier reported that the industrial production growth rate at the textile enterprises made up 24.2 percent as compared to the same period of 2010, the highest production growth rates were observed in production of cotton and silk fabrics. The gain in sales of textile goods increased by 13.8 percent as compared to the same period of 2010, noted the Vice Premier. He reported that the measures were taken to enhance the industrial potential and strengthen the material and technical basis, modernize the manufacturing process and broaden a range of goods manufactured at textile enterprises

The growth rates observed at the enterprises affiliated with the Ministry of Trade and Foreign Economic Relations were reflected in the report. The volume of trade increased to 112.2 percent, the production growth rate at the affiliated enterprises made up 124.7 percent as compared to the same period of 2010.

Commenting on the report, the Turkmen leader Gurbanguly Berdimuhamedov the objectives to develop the textile and trade sectors and steady increasing demand on the domestic and foreign consumer markets set the tasks to improve the quality, broaden a range of goods and expand the supply to the enterprises of these sectors. Underlining the need to enhance the export potential of domestic manufacturers, the Turkmen leader said it was important to conduct fairs and economic forum aimed at showcasing the achievements and resources of the national economy, promote foreign trade and attract advanced technologies and investment in the country and abroad. Touching upon the machismo for regulating the domestic consumer market, President Gurbanguly Berdimuhamedov instructed to keep rigorous control over the quality of food products and goods, effectively regulate the pricing policy and enhance the effectiveness of the work of trade and services enterprises and organisations.

Reporting on the work done for eleven months of the current year, Vice Premier M. Nurmammedov reported on the existing situation in the agricultural sector and the progress of seasonal agricultural activities. It was noted particularly that the total agricultural output increased by 10.3 percent as compared to the same period of 2010.

The Vice Premier reported on the preparations for the international cotton fair which would be held in Ashgabat on 6-8 December.

Dwelling upon the issues related to further promotion of the agro-industrial sector, the Turkmen leader instructed to take all necessary measures to adopt advanced management methods, latest technologies and scientific advances in the agro-industrial sector and accelerate the development of all sectoral departments that stood as the essential factor for increasing profitability of the agro-industrial sector. The President focused on the significance of the international cotton fair aimed at showcasing the achievements and potential of the cotton sector which would be held in Turkmenistan for he first time.

Commenting on the report, the Turkmen leader focused on some important domestic and foreign policy issues.

President Gurbanguly Berdimuhamedov said in a few days the remarkable date in the history of our country and people – the Neutrality Day would be celebrated. The Turkmen state invariably committed to its status of permanent neutrality pursued the foreign policy strategy based on non-alliance with any military or nonmilitary blocks, openness to mutually advantageous economic cooperation and promotion of comprehensive and equal relations with all partner countries. During all these years the major vector of this strategy has been oriented towards achievement of global security by peaceful, political and diplomatic means.

Touching upon the major December events, President Gurbanguly Berdimuhamedov said the visits of the Turkmen government delegations to Malaysia and the Russian Federation were scheduled for this month. In this context the Turkmen leader demanded that the meeting participants and other high-ranking officials to prepare for and hold these important events in a proper manner.

Touching upon the aspects of the domestic policy of the Turkmen state, the Turkmen leader said the systematic work was carried out to promote the democratic reforms as consistent with the Constitution, provide significant social support to citizens, encourage business initiatives and build an economically developed state protected from the global economic crisis.

Noting that the important political event – the congress of the Galkynys National Movement would take place on December 15, the Turkmen leader said public organisations must fall into step with modern times, be on the front line of the reforms and transformations of the epoch of new Revival and elucidate their essence and significance.

Touching upon the upcoming important political event – the presidential elections scheduled for February 2012, the Turkmen leader said these elections like those in the previous years would be held on democratic, alternative basis, in an atmosphere of openness and transparency. In this context the Turkmen leader said the new building supplied with state-of-the-art computer and communications equipment which would allow connecting with election commission throughout the country had been given to the Central Commission for Elections and Referenda.

In this regard the Turkmen leader expressed belief that the upcoming elections, which would be monitored by national and foreign observers, would be a new critical step to incorporate the principles of sovereignty of the people in life of the Turkmen state as a new stage of the ongoing democratic transformations in the country.

Describing key domestic policy priorities of Turkmenistan, President Gurbanguly Berdimuhamedov emphasized that it was invariably aimed at guaranteeing the high life quality to citizens of the country. Stating with satisfaction that the national economy was steadily developed and the programmes aimed at improving the social and living conditions of the Turkmen people were successfully implemented, the Turkmen leader said the reporting period had seen the steady GDP growth rate and this indicator was expected to grow further. The high pace of development as compared to the same period of 2010 was maintained in all sectors of the national economy.

As in the previous years the State budget revenues significantly exceeded the expenditures. The volume of investment in the national economy increased to 123.1 percent as compared to the same period of 2010. The salary growth rate made up 113.5 percent. In the reporting period industrial plants, apartment houses, schools, kindergartens and many other facilities were built and put into operation.

Touching upon the energy policy of the Turkmen state, the Turkmen leader said its key factors included diversification of energy transit to world markets, the Turkmen leader said this policy was steadily pursued. The ceremony of laying the foundation stone of a gas treatment plant, which would allow increasing natural gas exports to China, would take place in Lebap Velayat on December 13.

The preliminary work on the construction of the Turkmenistan-Afghanistan-Pakistan-India gas pipeline had entered the closing stage. Currently, the steps to establish the Consortium to promote this project were being taken. The Consortium will be a new step to implement the energy strategy of the Turkmen state.

President Gurbanguly Berdimuhamedov said the considerable State budget for the next year had been adopted. The Turkmen leader noted that in 2012 the significant finds would be allocated to raise pensions, salaries, state benefits and scholarships. Also, the additional funds would be allocated from the reserve fund of the Government for this purpose. The results achieved would accelerate the implementation of the National Programme of Social and Economic Development of Turkmenistan for 2011-2030 and other programmes aimed at improving the social and living conditions of citizens and developing social and cultural infrastructure in the country. Also, these achievements would enable to boost the national economy.

The other important issues were considered, and the decision were adopted during the meetings.
