President of Turkmenistan Gurbanguly Berdimuhamedov issued the Decree “On the Pardon of the Convicted Persons to Mark the National Holiday of Turkmenistan – the Neutrality Day”.

This decision was adopted to mark the Neutrality Day as consistent with the principles of mercy, humanness, justice and humanism, to strengthen further unity and solidarity of the Turkmen society and every family. In accordance with Decree pardoned persons are to be relieved from the main as well as additional punishment such as the liability to reside in a certain locality.
