President of Turkmenistan Gurbanguly Berdimuhamedov chaired a regular meeting of the Cabinet of Ministers. The drafts of important documents and priority state policy issues were considered during the meeting.

Before opening the meeting, the Turkmen leader congratulated those present and citizens of Turkmenistan on the upcoming Neutrality Day which embodies the triumph of the principles of good neighbourliness, peacefulness, friendliness and humanism underlying the mentality of the Turkmen people.

Determining the basic foreign policy principles, the status of neutrality of the Turkmen state particularly means active involvement of our country in international affairs through dependable cooperation and peacemaking, development of effective models of political, economic and cultural collaboration in the third millennium, said President Gurbanguly Berdimuhamedov. This constructive strategy contributes to enhancing the prestige of the independent Turkmen state in the world arena.

Then the Turkmen leader gave the floor to the meeting participants.

Secretary of the State Security Council, Minister of National Security Ya. Berdiev, who was invited to participate in the meeting, reported on the progress in drafting the Decree “On the Pardon of the Convicted Persons to Mark the National Holiday of Turkmenistan – the Neutrality Day”.

Commenting on the report, the Turkmen leader said the actions to pardon persons sentenced to imprisonment who sincerely repented of their deeds were conducted on a regular basis in Turkmenistan committed to the great ancestors’ principles of mercy and humanism to strengthen unity and solidarity of our society and every family.

Following this highly humanistic tradition, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces Gurbanguly Berdimuhamedov signed the Decree on the pardon of 754 convicted persons to mark the national holiday of Turkmenistan, the Neutrality Day. The Turkmen leader’s decision was greeted by the meeting participants by loud applause.

The President instructed Secretary of the State Security Council, Minister of National Security Ya. Berdiev to relieve all pardoned persons from places of confinement and take all necessary measures so that they could return home. The Turkmen leader gave instructions to the khyakims of velayats, etraps and towns and other high-ranking official on employment of the pardoned persons.

Vice Premier A. Gochyev reported on the existing situation in the sectors under his supervision and the measures taken to optimize the activity of financial and banking institutions, taxation and statistical agencies of the country.

Commenting on the report, President Gurbanguly Berdimuhamedov focused on the need to take task-oriented and consistent measures to ensure rapid economic growth of the country. In this context the Turkmen leader demanded that rigorous control be kept over the financial situation at ministries and departments and fulfil the tasks set in the national social and economic development programme.

Ahal Velayat Khyakim D. Myratberdiev reported on the work carried out in the region and the measures taken to achieve the planned development targets. The Khyakim also informed that the new building of the Yyly Suv sanatorium designed for 200 visitors in Baharly Etrap, apartment houses and cultural centre for 500 visitors in Archamn settlement in Ahal Velayat would be put into operation in the near future. The Khyakim reported that the measures to develop the industrial sector in Ahal Velayat were taken on the Turkmen leader’s instructions.

Commenting on the report, President Gurbanguly Berdimuhamedov underscored the importance of the ongoing work in the region, particularly timely and properly agricultural activities. Focusing on the significance of the facilities to be put into operation in Baharly Etrap, the Turkmen leader demanded that the ceremonies of putting them into operation in a proper manner.

Touching upon the major aspects of development of the industrial sector in Ahal Velayat, the Turkmen leader said the most responsible approach should be taken to this issue. In this regard President Gurbanguly Berdimuhamedov instructed to carry out the work jointly with ministers and departments concerned and conduct the in-depth study and analysis of all aspects of this issue.

Vice Premier, Executive Secretary of the President’ Office reported on the existing situation in the sector under his supervision and the fulfilment of the Turkmen leader’s instructions and the progress in implementing construction projects.

Commenting on the report, the Turkmen leader said the construction work throughout the country must be carried out in compliance with quality standards and called upon to apply advanced technologies and methods to modernize the public administration sector in order to make it more flexible and effective.

Vice Premier, Minister of Foreign Affairs R. Meredov reported on the measures taken to promote the foreign policy strategy of the Turkmen state based on the principles of positive neutrality and fruitful cooperation. In this context the Vice Premier Minister of Foreign Affairs reported on the outcome of the working trip taken on the Turkmen leader’s instructions to Bonn (FRG) where the Turkmen delegation had participated in the International Conference on Afghanistan.

The Vice Premier, Minister of Foreign Affairs also reported on the preparations for the Neutrality Day celebrations and the International Conference on Permanent Neutrality of Turkmenistan: Cooperation for Peace, Security and Development which would be held in Ashgabat to mark this national holiday.

Emphasizing that Turkmenistan was committed to the policy of peace, good neighbourliness and wide international cooperation, President Gurbanguly Berdimuhamedov said the direct result of this strategy was dynamically developed friendly relations and fruitful collaboration with different countries of the world and particularly close neighbours. Turkmenistan would contribute further to global efforts to address Afghanistan related problems and provide assistance to the neighbouring state in restoring social and economic infrastructure, said the Turkmen leader focusing on the need to promote Turkmenistan’s international initiatives.

Instructing to hold the international conference on neutrality of Turkmenistan in a proper manner, the Turkmen leader noted that independent neutral Turkmenistan as one of the universally recognized peacemaking centres of the planet intended to contribute further to promoting positive cooperation on regional and global scale, in the interests of common wellbeing and progress.

Chairperson of the Mejlis A. Nurberdyeva reported on the lawmaking and public activities deputies of the national Parliament carried out to fulfil the tasks set by the Turkmen leader to lay the legal ground for the social and economic reforms and market transformations and incite business and social activity in the country. The working committees of the Mejlis continue the work on the modernisation of national laws, draft the Housing Code and the family Code, other new laws, introduce additions and amendments to existing laws. The major aspects of this work include the preparations for the presidential election scheduled for February 12, 2012. The Chairperson of the Mejlis also informed on the preparations of various events and conferences to be conducted to mark the 16th anniversary of neutrality of Turkmenistan.

Commenting on the report, the Turkmen leader said the lawmaking activity was the key instrument to implement the state policy and national reforms and placed emphasis on the topical aspects of the parliamentary work aimed at improving the standards of living of citizens, strengthening civil institutions and establishing the democratic values in the society.

Urging deputies of the Mejlis to intensify the work in their constituencies and closely collaborate with local governments and public of organisations, President Gurbanguly Berdimuhamedov said the major aspects of the deputies’ work should be identified though regular meeting with citizens and discussions of issues of particular concern to local people. The Turkmen leader recommended that deputies of the Mejlis work more actively to elucidate major provisions of new laws and legal acts and raise awareness of their essence and significance using mass media, accessible materials and case studies.

Vice Premier M. Yazmuhammedova reported on the programme of the Neutrality Day celebrations prepared by cultural institutions in collaboration with ministries and departments and public organisations. These include the ceremonies of opening new facilities and the Neutrality Monument, a concert of Turkmen artists and cultural workers which would be held at the palace of Congress in Ashgabat, a concert at the Neutrality Monument, performances at the Ashgabat Sports Complex, the State Circus, theatres throughout the country.

The Vice Premier presented the draft Resolutions “On the Establishment of the Sport TV Channel of the State Committee for Television, Radio and Cinematography” and the On the Optimization of the Activity of the Turkmen State Publishing Service” to the President for consideration.

Noting that the 16th anniversary of Turkmen neutrality should be marked with bright, memorable and interesting events in the capital and all regions of the country, President Gurbanguly Berdimuhamedov instructed to hold the festivities, including the show at the Ashgabat Stadium, in a proper manner.

Approving and signing the Resolutions, the Turkmen leader focused on the importance of preparing the programmes for the new sport TV channel which would promote a healthy lifestyle, involve citizens in the sports and physical culture movement and popularize the national sports. Noting that all necessary conditions are created in our country for promoting sports, the Turkmen leader said the aim of the new TV channel was to reveal vast opportunities of this sphere and implement its profound potential through the direct influence on the TV audience, particularly youth and the younger generation.

Touching upon the optimization of the activity of the Turkmen State Publishing Service, President Gurbanguly Berdimuhamedov emphasized that the publishing activities in the country should meet the objectives of the reforms of the education sector, professional training and development of spiritual culture of the society. Noting that the major task in this context was to improve the quality and increase the volume of production of textbooks, fiction and scientific, reference books, newspapers and magazines, the Turkmen leader focused on the need to thoroughly analyze their content and instructed to keep rigorous control of the execution of the Resolution.

Vice Premier B. Hojamuhammedov reported on the existing situation in the oil and gas, chemical and fishing industries and the progress in implementing investment projects in these sectors.

Congratulating oil and gas industry workers on the upcoming professional holiday, President Gurbanguly Berdimuhamedov underlined the need to increase further performance indicators in the basic sector of the national economy. In this regard the Turkmen leader underscored the need to accelerate construction of industrial facilities on deposits on the right bank of the Amu Darya River which are developed in collaboration with Chinese partners under the production sharing agreement and supply natural gas to the Turkmenistan-China pipeline.

The construction of this largest gas main line is the result of Turkmenistan’s energy strategy with such a major aspect as building new architecture of global energy security, including through diversification of transit of Turkmen energy. The volume of Turkmen gas exports to China, one of the largest world markets, will be significantly increased under the new agreements signed during the recent state visit to the PRC.

President Gurbanguly Berdimuhamedov said it was direct evidence of the advantages of the policy of permanent neutrality, friendliness and good neighbourliness of Turkmenistan, which is widely supported by the international community, enables to implement ambitious projects of international significance through mutually advantageous cooperation with other countries and contributes to concerting efforts to address challenges and urgent problems of modern times.

Vice Premier D. Orazov reported on the work carried out in the sectors under his supervision and the measures taken to modernize them. The Vice Premier reported on the work on the reconstruction of parks and public gardens and the preparations for the opening of the Neutrality Monument in the Turkmen capital.

Commenting on the report, President Gurbanguly Berdimuhamedov said the architectural ensemble of modern Ashgabat should conform to its high status of the main city of the country, the spirit of the epoch of new Revival and noted that substantial funds allocated for this purpose should be efficiently and effectively used. In this context the Turkmen leader said Ashgabat was deservedly called today ‘an architectural pearl’ for wonderful office buildings, palaces, comfortable housing estates which adorned it. Landscape design innovations are to confirm this status, and therefore design of green zones and streets in the city became particularly important.

Our ultimate goal is to create a comfortable environment for life and work of citizens, emphasized President Gurbanguly Berdimuhamedov. Today Turkmenistan dynamically integrates into the system of international relations through actively promoting trade and economic cooperation with different countries of the world, said the Turkmen leader. Highway network in our country And particularly the capital should meet quality, safety, reliability and comfort standards used in developed countries of the world, emphasized the President. In this context the Turkmen leader demanded that an integrated approaches be taken to the work on beautification and planting of greenery in the Turkmen capital and gave specific instructions to the high-ranking officials.

Touching upon the ceremony of opening the magnificent Neutrality Monument built on the southern section of Bitarap Turkmenistan Avenue at the foothills of the Kopetdag Mountains, President Gurbanguly Berdimuhamedov said the new monument as some kind of symbol of the policy of peace and constructive endeavours should embody the mentality of the Turkmen people who had been following the principles of peacefulness, friendliness and humanism from ancient times.

Vice Premier N. Shagulyev reported on the existing situation in the transport and communications sectors and the work done to fulfil the Turkmen leader’s instructions to ensure that the heating systems would effectively operate in the 2011-2012 winter season. The Vice Premier also reported on the progress of construction of the Bereket-Etrek section of the Gyzylgaya-Bereket-Etrek railway and a locomotive depot on the Bereket station.

Commenting on the report, the Turkmen leader emphasized that significant measures were taken throughout the country, in all towns and villages to improve the social and living conditions of citizens. The ongoing ambitious projects for development and modernisation of communal infrastructure are implemented applying innovative and high tech solutions, latest technologies, scientific and technological advances.

In this context President Gurbanguly Berdimuhamedov said the State Commission played the significant role in creating a comfortable living environment for people and coordinating the work. In this regard the Turkmen leader demanded that the high-ranking officials concerned ensure that heating facilities would operate uninterruptedly during the winter season.

Touching upon the construction of the Gyzylgaya-Bereket-Etrek railway, which is an important section of the Notrth-South transnational railway, the Turkmen leader gave specific instructions to the high-raking officials concerned particularly to accelerate the pace of construction work and ensure that the railway being built by Turkmen specialists in collaboration with foreign partners would meet quality standards.

Vice Premier M. Nurmammedov reported on the existing situation in the agricultural sector. Reporting on the progress of seasonal agricultural activities, the Vice Premier said farmers associations throughout the country were completing the cotton campaign, conducting agro-technical activities on winter wheat fields and preparing livestock for the winter season.

The Vice Premier reported on the outcomes of the I International Cotton Fair and the International Conference “Cotton Production in Turkmenistan and World Market” which took place in Ashgabat on December 6-8.

Noting that cotton growing was a strategic industry of the Turkmen agro-industrial sector, and cotton was not only the main raw material for the national textile industry but also valuable export product, the Turkmen leader focused on the need to expand further the geography of partnership and enhance the country’s export potential.

The tasks set in this sphere could be effectively fulfilled through developing industrial infrastructure of the agro-industrial sector, taking a well thought-out, competent approach to promoting the agricultural reform in Turkmenistan, said the Turkmen leader. In this context the President focused on the importance of widely applying advanced management methods, advanced technologies and scientific advances in industry as an essential factor for enhancing the efficiency of the agro-industrial sector and boosting the growth of all its branches.

Vice Premier O. Gurbannazarov reported on the existing situation in the textile industry and the trade and services sectors. Reporting on the measures taken to strengthening trade and economic relations with foreign partners, the Vice Premier informed of the preparations for preparations for the exhibition of export products of the Republic of Turkey which would take place in Ashgabat on December 14-16, 2011. This exhibition will be an opportunity for businessmen of the friendly country to present the proposals for further effective cooperation in various sectors.

Emphasizing that enhancing the potential of the textile industry was a priority line of economic development of Turkmenistan, President Gurbanguly Berdimuhamedov said it was important to work towards modernisation of the textile industry.

Touching upon the preparations for the economic forum of Turkish export producers, the Turkmen leader said it would play the significant role in broadening further the spectrum of bilateral business contacts. Emphasizing that this exhibition would contribute to enhancing dynamically developing multifaceted fruitful Turkmen-Turkish partnerships, President Gurbanguly Berdimuhamedov instructed the Vice Premier and the high-ranking officials concerned to take all necessary measures to conduct the forum in a proper manner.

Vice Premier S. Toylyev reported on the work carried out in the sectors under his supervision, particularly the progress in implementing the state strategy for promoting the national science, and the fulfilment of the Turkmen leader’s instructions.

Instructing the Vice Premier to keep rigorous control over the promotion of the scientific and technological policy, the President emphasized that the Government would take further effective steps to promote science and create the favourable conditions so that Turkmen scientists and researchers could fitful the assigned tasks.

The Turkmen leader emphasized that paramount attention was paid to promotion of sports and physical culture in the country, and modern sports facilities were built and put into operation throughout the country for this purpose. In this context the President instructed the Vice Premier to take effective steps to promote a healthy lifestyle in the Turkmen society and involve youth in practicing sports.

Noting that the meetings with Turkmen young people who study abroad are regularly conducted during the Turkmen leader’s visits to foreign countries, the Turkmen leader said today Turkmen boys and girls had an opportunity to receive education at leading training and educational centres all over the world. The President said the Government would pay further unremitting attention to promotion and modernization of the education sector and take all necessary measures so that Turkmen young people would receive education meeting international standards.

The other important state policy issues were considered, and the decisions were adopted during the government meeting.
