President of Turkmenistan Gurbanguly Berdimuhamedov congratulated citizens of Turkmenistan on the national holiday, the Neutrality Day.
In his congratulatory address, the Turkmen leader said,
“Let this wonderful holiday symbolizing the triumph of the indigenous principles of our nation such as kindness, peacefulness, friendship, humanity will bring happiness and pride for our great country each family! Let the international prestige of the sovereign neutral Turkmen state be enhanced further, its fame in the world arena spread further!
“Crucial events which have a profound influence on its prestige in the international community occur in the history of every state, every nation. One of these epoch-making dates for the Turkmen people who advocate an independent lifestyle is the day of recognition of the status of neutrality of Turkmenistan when the principle of neutrality in the foreign policy strategy of our state was legalized. The Resolution recognizing and supporting the status of permanent neutrality of Turkmenistan unanimously approved by 185 nations at the fiftieth session of the United Nations General Assembly was adopted16 years ago, on December 12, 1995. On this day the glorious pages which became the starting point for a new period in their history were added to the chronicle of our sovereign country and people.
“Neutrality is the doctrine that presents our fundamental principles calling for peace on the earth, a happy life of nations and humanity to the world. The doctrine of neutrality gives spiritual strength to our brave, happy people who are building and creating for the sake of the great future of the Motherland, contributes to establishing peace, mutual understanding and confidence among nations.
“Turkmen neutrality afforded the honour of being the first in the world to be recognized by the United Nations is a phenomenon that promotes brotherly relations between states and nations! Therefore, each of us must contribute to promoting our millennia-old indigenous humanistic principles and the doctrine of neutrality all over the world.
“Turkmenistan is invariably committed to the status of permanent neutrality demonstrating in practice that the core of its foreign policy strategy is peacefulness and good neighbourliness. Over 16 years of Turkmen neutrality, our country has changed beyond recognition and significantly contributed to the progressive development of mankind. Our white-marble capital Ashgabat that became the peacemaking centre of the Central Asian region gas hosted several rounds of inter-Tajik and inter-Afghan talks. Turkmenistan that has the favourable geopolitical and geoeconomic location has initiated a number of ambitious projects aimed at promoting the interest of the whole mankind. These include the Tejan-Sarakhs-Mashad railroad, two gas pipelines towards Iran, the Turkmenistan-China gas main line. The construction of an important section of the North-South transport corridor is under way. Reaching the agreement to implement the Turkmenistan-Afghanistan-Pakistan-India gas pipeline project is another clear evidence of the effect of our policy of positive neutrality. All these projects are of critical importance to ensuring peace and security, economic progress in South Asia and Central Asia.
“We guided by the legal status of permanent neutrality of our country build up cooperation with the United Nations, the major international organization standing as the main guarantor of global peace, security and progress. Turkmenistan puts forward specific proposals for peace, security and sustainable development in the region and on the planet on a regular basis from the rostrum of this authoritative international organisation.
“The legal status of neutrality determining the basic foreign policy aspects of our state particularly means our active involvement in international relations through cooperation and reconciliation, development of effective models of political, economic and cultural cooperation in the third millennium. Our neutrality also consists in elaborating the political agenda to tackle issues in the Central Asian region and beyond with the view of facilitating sustained development and progress. Turkmenistan positions itself in the international system as a country committed to the fundamental principles of peace, equality, respect for the right of peoples to self-determination and the choice of the way of development. This is another factor contributing to the steady enhancement of the international prestige of sovereign Turkmenistan. For the foreign policy initiatives we put forward are oriented towards peace and sustainable development in the world.
“Our government is making its worthy contribution to creating new – transparent, more equitable and humane rules for the modern world. Pursuing the foreign policy it attaches great importance to relations with neighbouring countries which our country is historically bound with in the spheres of politics, economics and culture. We will promote further mutually beneficial cooperation with countries of the region and the world.”
