President of Turkmenistan Gurbanguly Berdimuhamedov chaired a meeting of the Cabinet of Ministers. The meeting was held to consider the priority state policy issues and the drafts of important documents.

The floor was given to Executive Secretary of the President’s Office, Vice Premier H. Muhammedov. The Vice Premier reported on the work carried out in the sectors under his supervision and the measures taken to modernize the public administration sector and fulfil the Turkmen leader’s instructions. The Vice Premier informed of the progress in implementing construction projects.

Focusing on the need for the effective and well-coordinated work in the public administration sector and wide adoption of advanced technologies meeting modern realities and the innovative development objectives in all its branches, the Turkmen leader demanded that all steps taken in this sector be properly coordinated. President Gurbanguly Berdimuhamedov instructed to keep rigorous control over the progress and quality of construction works carried out throughout the country and demanded that all important facilities under construction be put into operation according to schedule.

Vice Premier A. Gochyev, who is in charge of the economic sector, reported on existing situation at financial and banking institutions the and the measures taken to increase economic growth. The Vice Premier also reported that the departments and institutions concerned were carrying out the work in accordance with the Resolution of the President of Turkmenistan of June 17, 2010 “On the National Population and Housing Census in Turkmenistan in 2012” to organize and hold this important action in a timely and proper manner.

Commenting on the report, the Turkmen leader emphasized that the 2012 population census would be of considerable social and economic significance. The final census documents will widely reflect the drastic changes which have taken place in all spheres of life of the Turkmen state and society in recent years. Noting that the census data will contribute to successfully implementing the National Programme of the Social and Economic Development of Turkmenistan for 2011-2030, President Gurbanguly Berdimuhamedov instructed to take all necessary measures to hold this important action in proper manner.

Reporting on the work carried out by the Ministry of Foreign Affairs to promote the foreign policy strategy of independent neutral Turkmenistan, Vice Premier, Minister of Foreign Affairs R. Meredov informed of the measures to be taken to implement the Concept of the presidency of Turkmenistan over the Commonwealth of Independent States in 2012.

The Vice Premier, Minister of Foreign Affairs reported that the concept of the presidency of Turkmenistan over the Commonwealth of Independent States in 2012 provided for conducting thirty one events, of them 10 would be held in Ashgabat and assured that these events would be organized and held in a proper manner.

The information on the preparations for a working visit of the leader of Turkmenistan to Moscow, the capital of the Russian federation was presented.

Commenting on the report and touching upon the presidency of Turkmenistan over the Commonwealth of Independent States, President Gurbanguly Berdimuhamedov said our country as an associated member of the Commonwealth of Independent States took a consistent, constructive approach to cooperation within the CIS. This approach is fully consistent with the foreign policy strategy of neutral Turkmenistan which is aimed at enhancing mutually advantageous international cooperation for global peace, wellbeing and sustainable development.

Emphasizing that the presidency over the Commonwealth of Independent States was viewed by our country as an honorary duty and awesome responsibility, the Turkmen leader instructed to properly hold the events as provided in the Concept. In this context President Gurbanguly Berdimuhamedov said during this period Turkmenistan would contribute to intensifying fruitful contacts and using all existing opportunities to promote multifaceted effective collaboration in the interests of states and nations of the Commonwealth.

Touching upon a working visit to Moscow scheduled for the next week, the Turkmen leader said Turkmenistan and the Russian Federation were bound with the age-old ties of friendship and mutually advantageous cooperation that our country intended to strengthen and enhance.

Chairperson of the Mejlis A. Nurberdieva reported on the activities of the Parliament to draft new and update existing laws regulating the state policy in all spheres and aimed at laying a firm foundation for the ongoing social and economic reforms in the epoch of new Revival. The report spotlighted the issues related to promoting cooperation to strengthen inter-parliamentary contacts and study international practice and the activities carried out by Turkmen parliamentarians at local level, in the constituencies and mass media to prepare for the presidential election.

Commenting on the report, the Turkmen leader said the efficiency of the deputies’ work directly contributed to intensifying further the democratic and integrations processes, strengthening the position of Turkmenistan and promoting its initiatives in the international arena and enhancing international relations and mutually advantageous cooperation. In this context President Gurbanguly Berdimuhamedov said the work carried out by the Parliament in the field of international relations must embody national priorities and interests and promote their implementation. The Turkmen leader emphasized that the Mejlis and its structures should maintaining contacts with constituencies, pubic organisations and departments concerned to fulfil the primary tasks to improve the people’s welfare and promote the advancement of the country.

Vice Premier D. Orazov reported on the work carried out in the sectors under his supervision and the prospects for modernising these sectors. The Vice Premier particularly reported on the progress of reconstruction of 10 Yyl Abadancylyk Street and the amusement park located in the north of Ashgabat.

In this context the President underscored the need to elaborate new advanced approaches to promote the urban development policy and particularly to developing the capital as some kind of model of the art of building of the epoch of new Revival. In this context the Turkmen leader said these approaches should be used to implement concrete construction projects throughout the country.

The Turkmen leader paid particular attention to the work on the improvement of the aesthetic appearance of the city, particularly the project for reconstruction of parks and public gardens. The Turkmen leader said Ashgabat was rightfully called an ‘architectural pearl’ of the region for wonderful palaces, office buildings, comfortable apartment houses which adorned it. This status can be confirmed through applying landscape technologies, therefore the aesthetic appearance of parks and streets in the city was particularly important.

Emphasizing once again that the main requirements were the adherence to schedule and quality of construction work in the capital city, President Gurbanguly Berdimuhamedov demanded that these issues be kept over rigorous control.

Vice Premier B. Hojamuhammedov reported on the existing situation in the oil and gas, chemical and fishing industries and the measures taken to supply gas to settlements throughout the country as consistent with the National Programme for the improvement of the social and living conditions in villages, settlements, towns in etraps and etrap centres for the period till 2020. The Vice Premier assured the President that the scheduled work would be completed.

President Gurbanguly Berdimuhamedov said the development of modern social and economic infrastructure in each region of the country was a key state policy priority. All construction projects throughout the country must be completed in a timely manner and meet quality standards, said the Turkmen leader noting that these requirements were particularly aimed at improving the quality of life of Turkmen citizens.

An integral aspect of the work carried out in this sphere is the completion of construction of the East-West gas pipeline, which will form the ‘blue ring’ of largest gas fields of the country.

During the meeting the Turkmen leader signed the Resolution authorizing to purchase equipment and materials in the Russian Federation which are required to build the East-West gas pipeline.

The putting into operation of the East-West gas pipeline will increase economic growth and open up new opportunities to enhance gas exports to world energy markets, emphasized the President.

Vice Premier M. Yazmuhammedova reported on the work carried out in the sectors under her supervision and the measures taken to launch the new Asgabat and Sport TV channels on January 1, 2012.

Noting that culture and mass media played the growing role of in the reforms of the epoch of new Revival and spiritual development of society, the President underlined the importance of launching the new TV channels. The major aims of the new channels were to promptly report the current information, promote achievements of our country and patriotic education, encourage creativity and artistic abilities of Turkmen youth and establish a healthy lifestyle in the society.

For this purpose it was necessary to intensify the search for new forms of cultural work and study best international practices in this sphere, said the Turkmen leader

Gurbanguly Berdimuhamedov underlining the importance of maintaining and improving professional competence of specialists of television and other mass media that should keep pace with time. In this regard the Turkmen leader recommended more widely using advanced information technologies, latest techniques and methods of preparing interesting and cognitive programmes and live broadcasts of significant events on the Ashgabat and Sport new channels. Instructing to make the airtime rich in content, the President demanded that rigorous control be kept over the operation of the new TV channels.

Touching upon the increasing role of Turkmen mass media in life of the country and enhancing its international prestige particularly through distributing the knowledge about Turkmenistan and the substantive information about achievements and ongoing reforms, the news in the social, political, scientific, cultural and other spheres, President Gurbanguly Berdimuhamedov said the Neutral Turkmenistan Newspaper would have the English-language supplement. The Turkmen leader gave instructions to carry out this important work that would be a new step to expand the information field of the country and facilitate its integration unto the global information space.

Vice Premier N. Shagulyev reported on the work carried out in the transport and communications sector. In particular, the Vice Premier reported on the measures taken to close the trolleybus carbarn of the Ministry of Motor Transport and give the Turkmentelekom State Telecommunications Company of the Ministry of Communications permission to hold negotiations with telecoms operators from neighbouring countries on the construction of the transnational fiber-optic communication systems.

Noting that the existence of modern transport infrastructure and high-tech telecommunications systems is an essential factor for social and economic development and effective international cooperation, President Gurbanguly Berdimuhamedov focused on the need to modernize further and widely apply state-of-the-art equipment and innovative technologies in these sectors.

Emphasizing that much attention was paid in Turkmenistan to that integrated development and modernization of the telecommunications sector, the President focused on the need to optimize further the activities in this sector to meet quality standards. In particular, the Turkmen leader said the large-scale work was carried out in the country in order to provide internet access to all citizens and boost the growth in the telecommunications sector. In this regard Gurbanguly Berdimuhamedov instructed the high-ranking officials to take all necessary measures to build the fiber-optic communication systems.

The President said the study of scientific and engineering achievements of other states in developing various industries of the national economy, the education, health and other sectors would facilitate introducing international practices in Turkmen economy.

President Gurbanguly Berdimuhamedov signed the Resolution on the subscription for foreign periodical publications for the first half-year of 2012.

Vice Premier M. Nurmammedov reported on the progress of seasonal agricultural activities.

Touching upon a number of priority aspects of the ongoing agricultural reform, President Gurbanguly Berdimuhamedov underscored the importance of efficient use of land and water resources, application of advanced agricultural technologies and equipment and further modernisation of production infrastructure in the food industry.

The Turkmen leader said the large-scale reforms aimed at accelerating the development of the basic sector of the national economy to meet its potential and state policy priorities would be continued in 2012. The targeted support given to state-owned and private agricultural and food processing enterprises companies will enable to achieve food security and flood the domestic consumer market with high quality and affordable domestically produced food, emphasized the Turkmen leader.

Vice Premier O. Gurbannazarov reported on the work carried out in the sectors under his supervision and the preparations for the international conferences and exhibitions which would be held in collaboration with foreign partners in the first quarter of 2012.

Commenting on the report, the Turkmen leader said international forums of this kind played a crucial role in expanding further trade and economic relations with foreign states, enhancing the export potential of our country, enhancing business contacts with foreign partners and implementing new joint projects. In this regard President Gurbanguly Berdimuhamedov underlined the need to take a responsible approach to organising and holding the abovementioned forums in a proper manner.

Vice Premier S. Toylyev reported on the existing situation in the sectors under his supervision, the preparations for the ceremonies to commemorate the first President of Turkmenistan S. Niyazov, which would take place in Gypjak settlement, and the draft resolution on the purchase of state-of-the-art equipment and laboratory materials for organizations and institutions of the Academy of Sciences of Turkmenistan.

Commenting on the report, President Gurbanguly Berdimuhamedov underlined the importance of holding the ceremonies in commemoration of the first President of Turkmenistan S. Niyazov according to national traditions demanded that the ceremonies be held in a proper manner.

Signing the resolution on the purchase of state-of-the-art equipment and laboratory materials for organizations and institutions of the Academy of Sciences of Turkmenistan, President Gurbanguly Berdimuhamedov focused on the relevance and timeliness of this document given the large-scale tasks the national science was to fulfil while applying scientific advances in life of the Turkmen state and society, in all sectors of the national economy. The Turkmen leader said the Government would take further steps to strengthen the material and technical basis of the Academy of Sciences and provide comprehensive support for research activities that contributed to enhancing the research potential of the Motherland and applying scientific advances and innovations in industry.

The Turkmen leader considered the other important issues and adopted the decisions during the meeting. Upon concluding the government meeting, the President wished the participants good health and every success in their activity for the benefit and prosperity of the Motherland.
