President of Turkmenistan Gurbanguly Berdimuhamedov chaired a meeting of the Cabinet of Ministers, the last one in the current year. The high-ranking officials of the military and law enforcement agencies and the khyakims of Ashgabat and velayats were invited to attend the government meeting. The issues put on the agenda included the drafts of important documents, the work done by key ministries and departments and the preparations for an enlarged government meeting which would be held on January 6 and focus on the results achieved in 2011 and the social and economic tasks to be fulfilled in 2012.

Before opening the meeting, the Turkmen leader cordially congratulated and expressed the wishes of good health, prosperity, family wellbeing and peaceful and happy life in the year 2012 to the participants and citizens of Turkmenistan. “Let the next year be a year of prosperity and fulfilment of all wishes, a year of outstanding accomplishments and labour victories for the Turkmen people,” said President Gurbanguly Berdimuhamedov.

The President issued the Decree authorizing to declare the day of 2 January a day off.

Then the Turkmen leader gave the floor to the meeting participants.

Vice Premier M. Yazmuhammedova reported on the preparations for the New Year celebrations which would take place round the main New Year’s Tree with the participation of the leader of the Turkmen state and other festivities organized throughout the country.

Underlining the important role of the New Year celebrations and other cultural actions, President Gurbanguly Berdimuhamedov demanded that they be organized and held in a proper manner and widely covered in the national newspapers and journals. The Turkmen leader said the New Year’s Day was one of the favourite holidays of our people, and therefore all necessary measures should be taken so that citizens of Turkmenistan could celebrated it in a cheerful and joyous atmosphere. We should celebrate the New Year’s Day as a big friendly family and get energy for new undertakings and outstanding accomplishments for the benefit of the Motherland, said the Turkmen leader.

Vice Premier S. Toylyev reported on the work done in the sectors under his supervision to prepare for the New Year celebrations. In particular, the Vice Premier informed that 4,000 children from different regions of the country would spend their winter vacation in the children’s recreation centres in Geokdere at the picturesque foothills of the Kopetdag Mountains. The versatile programme of cultural actions, including the participation in the festivities round the New Year’s tree and visits to the places of interest in Ashgabat, had been prepared for young citizens of the country.

Commenting on the report, the Turkmen leader said the concern for the younger generation was an immutable priority of the policy of our independent state. Noting that the winter vacation and the New Year celebrations should be filled with merriment, joy and inspiration, the President gave the instructions to organize the winter vacation in accordance with the programme.

Vice B. Hojamuhammedov reported on the existing situation in the oil and gas, chemical and fishing industries and the progress in implementing a number of ambitious investment projects in the sectors under his supervision. In particular, the Vice Premier reported on the work on the development of the Galkynys gas field and hydrocarbon deposits on the right bank of the Amu Darya River.

Then the President considered and endorsed the draft Resolution on the distribution of fuel to internal customers in Turkmenistan in 2012. President Gurbanguly Berdimuhamedov identified the primary tasks to fully implement the tremendous resource potential of the basic sector of Turkmen economy to achieve the goals set forth in the oil and gas industry development programme and fulfil its obligations to its foreign partners. In this context emphasis was placed on effective organizational management and monitoring of the action plan.

Vice Premier M. Nurmammedov reported on the progress of seasonal agricultural activities and the work carried out to sell cotton grown this year and cotton products.

Emphasizing that the cotton industry was a strategic sector of Turkmen economy for cotton was a major raw material for the textile industry as well as a staple export, the Turkmen leader gave instructions to expand further the geography of partnership in this sector.

The Government would take further consistent measures to modernize the agricultural sector that had the profound potential to achieve good performance, said President Gurbanguly Berdimuhamedov demanding that agricultural activities be carried out in timely manner and in strict compliance with agrotechnical requirements.

Ahal Velayat Khyakim D. Myratberdiev reported on the measures taken to improve the standards of living and the modernization of social, housing and industrial infrastructure in the region, particularly the progress in implementing construction projects and fulfil the Turkmen leader’s instructions and the New Year celebrations taking place in all towns and villages throughout the region.

Balkan Velayat Khyakim S. Satlykov reported on the measures taken to implement the programmes for social and industrial infrastructure development and the tremendous economic potential of the western region and fulfil the Turkmen leader’s instructions and the New Year celebrations taking place in all towns and villages throughout the region.

Dashoguz Velayat Khyakim E. Orazgeldiev reported on the existing situation in the northern region of the country and fulfil the Turkmen leader’s instructions. In particular, the Khyakim reported on the progress in implementing construction projects, the measures taken to improve the social and living conditions of citizens and ensure uninterrupted operation of the heating systems and the New Year celebrations taking place in all towns and villages throughout the region.

Lebap Velayat Khyakim Ya. Yaylov reported on the measures taken to improve the social and living conditions of citizens under the programmes of large-scale reforms, modernize social and housing infrastructure in the region, in particular the progress in implementing construction projects, and fulfil the Turkmen leader’s instructions and the New Year celebrations taking place in all towns and villages throughout the region.

Mary Velayat Khyakim K. Gurbanov reported on the existing situation in the region and the progress in implementing construction projects. In particular, the Khyakim informed of the measures taken to ensure uninterrupted operation of the heating, water and power systems and fulfil the Turkmen leader’s instructions and the New Year celebrations taking place in all towns and villages throughout the region.

Commenting on the khyakims’ reports, the President underlined the importance of consistently implementing the programme for developing social and industrial infrastructure in all regions noting that the main requirements included the high quality and schedule of construction of buildings and facilities which were to improve the people’s welfare and enhance the industrial potential of the country. Also, the Turkmen leader instructed the khyakims to enhance the effectiveness of the measures taken to improve the social and living conditions and create the conditions conducive to a dignified life, constructive labour and comfortable recreation of citizens.

Emphasizing that the state policy priorities included a happy and prosperous life of citizens of Turkmenistan, President Gurbanguly Berdimuhamedov said the systematic work should be carried out in this sphere and kept under rigorous control.

Ashgabat Khyakim Sh. Durdylyev reported on the progress of construction of social and economic facilities in the city and the measures taken to improve the social and living conditions of citizens and organize the New Year celebrations.

Commenting on the report, the President focused on the measures to be taken to accelerate the pace of implementing the urban development programme and create a comfortable environment in Ashgabat in compliance with modern standards. The Turkmen leader instructed to keep rigorous control of the preparations for the New Year celebrations, decorate streets, parks, squares and facades of buildings with colourful ornaments and illumination which would create a holiday spirit in the city.

Then the floor was given to Minister of Defence B. Gundogdyev who reported on the preparations for the fireworks on the New Year’s Day in Ashgabat.

Noting that the New Year’s Day was one of the favourite holidays of Turkmen citizens, the Turkmen leader noted that the fireworks should be an adornment of the New Year celebrations in the Turkmen capital and create a holiday spirit for citizens and guests of Ashgabat.

Minister of Internal Affairs I. Mulikov reported on the fulfilment of the Turkmen leader’s instructions and the progress of construction of apartment houses for law enforcement officers in Ashgabat.

Emphasizing that the Government would take further measures to improve the social and living conditions of law enforcement officers, who significantly contributed to strengthening unity and cohesion in the Turkmen society and ensuring a prosperous and happy life of Turkmen citizens and the prosperity of the beloved Motherland, the President signed the Resolution On the Construction of Apartment Houses in Ashgabat for the Ministry of Internal Affairs.”

Touching upon the New Year celebrations taking place in the Turkmen capital and throughout the country these days, the Turkmen leader instructed to maintain public order and ensure traffic safety so that nothing could overshadow the joy and festive mood of citizens of the country.

At the conclusion of the meeting the President said that 53 government meetings, 24 videoconferences and 15 special meetings had been conducted this year.

The year 2011 is the year of the 20th anniversary of independence of our Motherland that had required from us that we worked hard and productively and take consistent efforts to fulfil many political and socioeconomic tasks from us as well as the year that was rich in remarkable events, continued the Turkmen leader. The progress became possible to a larger extent due to effective organizational management, the right government decisions and inspired and purposeful joint work.

What was more important is that the citizens’ support for the ongoing reforms has made it possible to perform large-scale work and fulfil important tasks, emphasized President Gurbanguly Berdimuhamedov.

Various buildings and facilities have been constructed and put into operation in the anniversary year according to plans.

The celebrations in honour of the 20th anniversary of independence of Turkmenistan were broadcast in many countries of the world and widely covered in mass media worldwide. Thus, the world had an opportunity to see our revived Motherland and its present-day achievements.

In general, focusing on the results achieved in the year 2011, the Turkmen leader characterized it as very successful and abundant in the accomplished plans and programmes that enabled to begin the year 2012 with the good groundwork, enhanced potential and bright prospects.

At the conclusion President Gurbanguly Berdimuhamedov emphasized that we should consolidate the achievements gained in 2011, facilitate further diversification and intensive development of the national economy on an innovative platform and fulfil the concrete projects contributing to the welfare of the people and the prosperity and progress of the Motherland.

The meeting participants congratulated President Gurbanguly Berdimuhamedov and expressed the best wishes for a new year. It was noted that the anniversary year in life of the country had been marked with the epoch-making and significant events, considerable progress and outstanding achievements in all spheres and sectors of the national economy. A number of ambitious programmes and projects had been launched for the benefit of the state and people this year. Each of these outstanding accomplishments is vivid evidence for the success of the policy of domestic reforms and the Turkmen leader’s foreign policy strategy for promoting fruitful international cooperation in the name of global peace, prosperity and progress.

It was noted that the conferment of the title of Hero of Turkmenistan to the Turkmen leader Gurbanguly Berdimuhamedov illustrated the citizens’ support for the Turkmen leader’s undertakings, the recognition of his invaluable contribution to the prosperity of the Motherland and enhancing its strength and international prestige and an appreciation of his versatile activity for the benefit of the people.

The progressive reforms implemented since President Gurbanguly Berdimuhamedov assumed office have transformed the capital city and opened up ample opportunities. The unanimous nomination of Gurbanguly Berdimuhamedov by the national public organisations for the President of Turkmenistan became another irrefutable evidence for the boundless trust of our people in their national leader, noted the meeting participants expressing profound sincere gratitude on behalf of all citizens to the leader of the Turkmen state.
