The Mejlis of Turkmenistan of the fourth convocation held its thirteenth session. The agenda focused on a number of new laws and statutory and legal acts drafted in line with the priorities of the state policy pursued by President Gurbanguly Berdimuhamedov and a number of organizational issues. As the documents to be considered were very important, the heads of ministries and departments concerned and journalists were invited to attend the session.
It was noted that the key tasks Turkmen parliamentarians were to fulfil were to strengthen the legal foundation of a democratic, jural and secular state, develop the national economy, science and culture, improve the social and living conditions of citizens and promote the rights and freedoms of individuals and citizens.
In this session the parliamentarians considered draft law on the approval and enactment of the Aviation Code of Turkmenistan that provides the legal, economic and organizational foundations for the use of our country’s air space and the principles of aviation activity. This law is drafted in line with the key provisions of the international conventions in this sphere that Turkmenistan acceded to. Putting this law into effect will facilitate the optimization of the aviation activity in our country and enable to raise the effectiveness of the measures to fulfil the tasks set to the Turkmenhowayollary State National Service.
The important documents under discussion included the draft law on political parties that complies with Article 30 of the Constitution of Turkmenistan guaranteeing the right to form political parties to citizens and the International Covenant on Civil and Political Rights that our country acceded to in 1996.
President Gurbanguly Berdimuhamedov emphasizes that the time has come when the multi-party system should be created not artificially but gradually speeding up the large-scale social and economic reforms taking place in our sovereign state. In his speeches the President states that this work should be intensified given the task to develop further civil society and democratize the political system and in accordance with international requirements and standards.
The new law regulates social relations that come into being when citizens of Turkmenistan are exercising their rights to form political parties and the procedures for the creation, activity, reorganisation and liquidation of political parties in our country.
Deputies of the Mejlis jointly with specialists of the departments concerned had developed the new version of Part 4 of the Civil Code of Turkmenistan that regulates the intellectual property rights and sets forth the requirements regarding all kinds of intellectual property.
The amendments to the Civil Code were necessitated by the need to promote further and effectively use the intellectual potential of the nation for strengthening the state and enhancing its economic strength, applying scientific and technological advances and cultural achievements in the social and political systems, implementing standards of international law in this sphere and guaranteeing protection to the objects of the right of ownership of this kind on national and international level.
To this effect deputies of the Mejlis deputies had drafted the law on the copyright and related rights. This legal act was drafted in order to update the national laws regulating the intellectual property issues to meet economic and social priorities at the present stage of development of the state and society. It was emphasized that this law would serve as an effective mechanism for protecting the rights and legitimate interests of authors and developers of the subjects of related rights.
The draft law on the approval and enactment of the Family Code of Turkmenistan was considered in this session. Underlining the importance of this document, deputies of the Mejlis noted that the adoption of this legislative act would facilitate addressing critical issues related to promotion of the interests of families on the national level.
A number of other draft legislations were considered in this session, including the draft laws on the amendments to the Code of Arbitration Procedure of Turkmenistan, the Law of Turkmenistan on Licensing of the Particular Activities, the Labour Code of Turkmenistan, the Law of Turkmenistan on Statutory and Legal Acts and the Law of Turkmenistan on Local Government.
It was noted that enhancing cooperation with different countries of the world and the authoritative international organisations, including the financial structures, was a key aspect of the foreign policy strategy pursued under the leadership of President Gurbanguly Berdimuhamedov. In this regard the adoption of the Resolutions of the Mejlis on the Ratification of the Agreement on Long-Term Trade and Economic Cooperation between Turkmenistan and Ukraine, on the Ratification of the Agreement on the Eurasian Group on Combating Money Laundering and Terrorist Financing was of particular importance. Deputies of the Mejlis approved the draft Resolution on the Certificate of the Member of Velayat, Etrap, Town Halk Maslakhaty, Gengesh.
