President of Turkmenistan Gurbanguly Berdimuhamedov chaired a meeting of the Cabinet of Ministers. The meeting focused on the progress in implementing national programmes, the drafts of important documents and state and foreign policy issues.

The Turkmen leader presented the meeting agenda and gave the floor to the meeting participants.

Vice Premier, Executive Secretary of the President’s Office H. Muhammedov reported on the work carried out in the public administration sector and the fulfillment of the Turkmen leader’s instructions.

Commenting on the report, President Gurbanguly Berdimuhamedov instructed to ensure that this work would be properly coordinated and the projects would meet quality standards and construction schedule

Vice Premier A. Gochyev reported on the existing situation in the financial sector and the measures taken to promote international cooperation in the implementation of the economic policy. The Vice Premier informed the President of the progress in implementing the EC technical assistance projects in the framework of Turkmenistan-European Union cooperation.

It was noted that these projects that would involve ministries and departments, research institutions and private enterprises were aimed at facilitating the integration of Turkmen economy in the global economic system, developing the effective mechanisms for attracting investment and training highly qualified specialists.

Commenting on the report, President Gurbanguly Berdimuhamedov noted that Turkmenistan and EU member states took consistent steps to bring long-term partnerships to a qualitatively new level and sought to reach new heights of progress using their tremendous economic potential and achievements. In this context the Turkmen leader demanded that these projects be implemented in a proper manner.

Vice Premier, Minister of Foreign Affairs R. Meredov reported on the measures taken to fulfill the primary tasks that the Turkmen leader had set to the Ministry of Foreign Affairs and Turkmen diplomats.

Reporting on the measures taken to implement the international initiatives President Gurbanguly Berdimuhamedov had put forward at the sixty-sixth session of the United Nations General Assembly, the Vice Premier, Minister of Foreign Affairs informed of the preparations for a number of major events which would take place in Ashgabat. These include the Forum on Security in Central Asia and the Caspian Sea Basin, the international high-level conference on financial globalization and sustainable development, the international meeting on refuges and stateless persons and other important events.

The work on the promotion of Turkmenistan’s initiatives to establish the interregional energy dialogue under the aegis of the United Nations and enhance mutually advantageous cooperation in the transport sector and partnership for environmental protection, in particular the opening of the interregional centre for climate change is carried out.

The report on the preparations for a vivid of President of the Islamic Republic of Afghanistan Hamid Karzai was presented.

Commenting on the report, President Gurbanguly Berdimuhamedov emphasized that the Turkmen state would promote fruitful cooperation and build it on the basis of positive neutrality, good neighbourliness, equality, mutual benefit and respect for national interests. Touching upon the visit of the President of Afghanistan to Turkmenistan, President Gurbanguly Berdimuhamedov emphasized that Turkmenistan would continue providing effective assistance to the brotherly Afghan people in building a peaceful and prosperous life and reviving social and economic infrastructure in this country. In this regard the Turkmen leader underlined the importance of implementing the constructive international initiatives our country had put forward globally and gave specific instructions to the high-ranking officials.

Chairperson of the Mejlis, A. Nurberdyeva informed of the work on the modernization of the national legislation in compliance with the development strategy of the Turkmen state and the specific tasks set to Turkmen parliamentarians during the recent meeting of the President of Turkmenistan and deputies of the Mejlis. It was noted that parliamentarian took an active part in the preparations for the presidential election and carries out the activities to elucidate the essence and significance of the legislative acts adopted at the thirteenth session of the Mejlis to facilitate the advance of the country along the path of democratic reforms and progressive changes at local level.

Commenting on the report, the Turkmen leader said it was very important to perform activities on a regular basis to update the national legislation aimed at fulfilling the tasks to develop the state and society at the new historical stage of progressive reforms and changes. Focusing on the critical role of the deputies’ activities in holding the presidential election campaign, President Gurbanguly Berdimuhamedov emphasized that this important political action must be held in an atmosphere of transparency and publicity and became a critical step towards democratization of the Turkmen state and society.

Vice Premier D. Orazov reported on the work carried out in the sector sunder his supervision and the prospects for developing them. The Vice Premier reported on the trip of the Turkmen delegation to London last week where the Turkmen officials had participated in the second meeting of the Turkmenistan-UK Trade and Industrial Council.

The meetings and talks in London illustrated the high level of mutual understanding and multifaceted cooperation between the two friendly countries and peoples and evidenced the growing interest of the international business community in Turkmenistan.

Commenting on the report, President Gurbanguly Berdimuhamedov positively evaluated the outcomes of the trip and emphasized that Turkmenistan intended to promote full cooperation with the United Kingdom that ranked among Turkmenistan’s major long-term partners of our country on a constructive and mutually beneficial basis.

Noting that there existed the favourable prospects for enhancing cooperation in the trade, economic and investment sectors and the other leading industries, the Turkmen leader Gurbanguly Berdimuhamedov underlined the importance of establishing close contacts in the high tech sector.

Noting that the large-scale construction of industrial, social and housing facilities had been launched throughout the country in the framework of the social and economic development programme, the Turkmen leader instructed to ensure the effective coordination and management of all segments of the construction sector. These projects must meet the quality standards and construction schedule, emphasized the Turkmen leader.

Vice Premier B. Hojamuhammedov reported on the progress in implementing the large-scale investment projects in the fuel and energy and chemical sectors and the fishing industry development programme.

Underlining the important role of these sectors in boosting economic growth, President Gurbanguly Berdimuhamedov emphasized hydrocarbon-rich Turkmenistan implemented the most responsible approach to promoting the international energy dialogue and took concrete steps to develop the reliable mechanisms for energy transit to world markets.

The Turkmen leader said increasing mineral fertilizer production was a priority aspect of the chemical industry development programme. The work on the construction of new facilities producing mineral fertilizers and the modernization of the chemical industry is aimed at increasing competitive ability of Turkmen economy and strengthening the position of our country in the world market.

Vice Premier M. Yazmuhammedova reported on the programme of the National Flag Day celebrations, the cultural actions scheduled for February and the ceremonies of opening social and cultural facilities timed to the national holiday. Particular attention was paid to the festivities timed to the presidential election.

Underlining critical significance of the continuity of the national spiritual values in the modern society and the respect of the younger generation for the national symbols, President Gurbanguly Berdimuhamedov demanded that the National Flag Day celebrations be held in a proper manner and reflect the lofty aims of the important political action.

Vice premier N. Shagulyev reported on the work done in the transport and communications sectors. The Vice Premier reported on the fulfilment of the Turkmen leader’s instructions to improve the work of railway, motor, sea and river transport in the country so as to meet modern requirements and modernize and strengthen the material and technical basis of these sectors.

Commenting on the report, President Gurbanguly Berdimuhamedov said Turkmenistan actively contributed to diversifying regional transport infrastructure that was to facilitate implementing the tremendous economic potential of partner countries and strengthen stability, security and sustainable social and economic development of the region. In this context the Turkmen leader underlined the need to dynamically modernize the transport and communications sectors and bring their work in line with international standards.

The President demanded that the measures be taken to improve efficiency of these sectors including through boosting railway, motor, air, sea and river freight traffic and improving the quality of communications services in the country.

Vice Premier M. Nurmammedov reported on the progress of seasonal agricultural activities.

The Vice Premier reported on the measures taken to reap rich harvest this year, create economic incentives for cotton growers and establish the Water Inspection Agency under the Ministry of Water Industry.

President Gurbanguly Berdimuhamedov underlined the need to widely apply water saving technologies in the agro-industrial sector. This will enable to significantly increase yield per hectare, facilitate implementing the tremendous potential of the agro-industrial sector, said the President.

The Turkmen leader demanded that bakery products made from Turkmen flour be uninterruptedly provided to citizens and instructed the relevant high-ranking officials to ensure the highest quality of bakery foods made in the country. Touching upon the opening of a specialised bakery in Ruhabat Etrap where bakery foods would be made, the Turkmen leader instructed to create the favourable conditions for local personnel and clients.

Vice Premier O. Gurbannazarov reported on the existing situation in the sectors under his supervision and the measures taken to promote foreign economic activities, trade and the textile industry.

Reporting on the fulfilment of the Turkmen leader’s instructions, the Vice Premier informed of the measures taken to improve the work of trade and service enterprises and organisations, ensure an abundance of food products in the domestic market and implement the pricing policy.

Commenting on the report, President Gurbanguly Berdimuhamedov focused on the importance of increasing the industrial potential of the textile industry and enhancing textile exports.

The Turkmen leader demanded that all necessary measures be taken to ensure the effective functioning of the consumer market, rigorously control of the quality and prices for goods and products and increase the working efficiency of trade and service enterprises and organisations.

Vice Premier S. Toylyev reported on the work carried out in the sectors under his supervision. The Vice Premier informed the President of the organisational measures taken to define the quotas of admission to the institutions of postgraduate studies and doctoral candidacy and register applicants for the academic degrees in the priority segments of science in 2012.

Approving the quotas and signing the relevant documents, the President emphasised that the Government would take further significant measures to promote the national science, increase the efficiency of scientific work and fundamental and applied research and apply innovative developments in the important segments of the national economy. Underlining the importance of training highly qualified specialists who would promote the national science, the Turkmen leader noted that the research activities should pursue real goals and practical results able to offer a powerful impetus to qualitative development of the national economy.

The other state policy issues were considered, and the decisions were adopted during the meeting.
