President of the Islamic Republic of Afghanistan Hamid Karzai arrived in Turkmenistan for a working visit yesterday.

The officials extended the hearty welcome to the distinguished guest at the international airport in Turkmenbashi town. Bouquets of flowers were presented to the leader of the friendly state.

This visit and the Turkmen-Afghan top level talks will be certainly a new step to strengthen and promote traditionally friendly, good neighbourly interstate relations that have been filled with a new content today.

Building the foreign policy strategy on the principles of positive neutrality and peacefulness, Turkmenistan advocates for enhancing wide international cooperation and constructive collaboration with all countries of the planet. In this context particular attention is given to strengthening fruitful contacts with neighbouring states, including brotherly Afghanistan that the Turkmen people are bound with the centuries-old traditions of friendship and historical and cultural affinities.

These traditions being maintained in a worthy manner in modern times have laid firm foundations for the Turkmen-Afghan dialogue. After gaining independence, Turkmenistan lend a helping hand to the southern neighbour, and for all these years the Turkmen state has been providing all possible assistance to Ashgabat in its social, economic and cultural revival and showing solidarity with the Afghan people in their aspirations for a peaceful and prosperous life. Actively contributing to international efforts to address Afghanistan related problems, our country stands for settling the situation in the neighbouring solely by diplomatic means.

Demonstrating the advantages of these methods in practice, Turkmenistan put forward a number of constructive initiatives that President Gurbanguly Berdimuhamedov voiced from the rostrum of the United Nations and were welcomed by the international community. Providing effective assistance in restoring social and economic infrastructure in Afghanistan, Turkmenistan initiates the involvement of the neighbouring state in the processes of international and regional cooperation through implementing ambitious joint projects in various fields. An illustrative example is the Turkmen leader’s initiative to build the Turkmenistan-Afghanistan-Pakistan-India (TAPI) gas pipeline. The implementation of this ambitious energy project will directly contribute to boosting economic growth, attracting investments, addressing social issues, including employment, and have a positive impact on stabilizing situation in Afghanistan.

Also, Turkmenistan takes specific steps to increase electricity exports to Afghanistan. In February last year President of Turkmenistan Gurbanguly Berdimuhamedov issued the Resolution authorizing to develop necessary infrastructure which will enable to increase five times Turkmen electricity export to Afghanistan. The geographical location of the two countries opens up the vast opportunities for effective partnership the transport sector. Thus, Turkmenistan initiated the project of the Atamyrat-Ymamnazar-Akina-Andhoi railway that will enable to intensify communication between the two states and become an transit transport route of regional and international significance.

There exist the vast opportunities to foster trade and economic contacts. Turkmenistan and Afghanistan make significant efforts to strengthen traditional humanitarian contacts, including in the education and cultural spheres.

The agenda of the Turkmen-Afghan top level talks are expected to focus on priority aspects of interstate relations and critical issues of regional and international politics of mutual interest.

The top level talks will promote good neighbourly cooperation between the two friendly states and nations.
