New building complex opened on the Defenders of the Fatherland Day

President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of Turkmenistan General of the Army Gurbanguly Berdimuhamedov attended the ceremony of opening the new buildings of the Military Institute, the specialized military school and the Officers’ Centre of the Ministry of Defence and chaired an enlarged meeting of the State Security Council on the Defenders of the Fatherland Day

The new white-marble building complex that sprang up in the centre of the capital city blended well with the magnificent, dynamically developing renewing architectural ensemble of Ashgabat. It formed a single ensemble with the buildings of the Military Institute, the Main Department for Civil Defence and Rescue Operations of the Ministry of Defence and the Ministry of Defence. It is symbolical that the building premieres were timed to the holiday in the national calendar established in honour of those who vigilantly stand guard over peace and cohesion in the homeland, sacred independence of the Motherland.

In the morning President of Turkmenistan Gurbanguly Berdimuhamedov walked from the Oguzkhan palace complex to the new administrative building of the Military Institute. The Chairperson of the Mejlis, Vice Premiers and heads of military and law enforcement agencies had gathered there to participate in the ceremony.

President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of Turkmenistan General of the Army Gurbanguly Berdimuhamedov received the report of Minister of Defence B. Gundogdyev. Then the Turkmen leader headed to the new administrative building of the Military Institute. The President cut the ribbon to the applause of those present and entered the building.

Addressing those present, President Gurbanguly Berdimuhamedov emphasized that every state that respects itself must protect itself. It is the ultimate objective set to the Armed Forces of neutral Turkmenistan. The fighting strength of the Armed Forces of Turkmenistan is oriented towards protection of peace, said the Turkmen leader emphasizing once again the truly defensive nature of the Military Doctrine of Turkmenistan. This higher educational institution should train highly qualified army specialists devoted to their profession and valorous defenders of the Motherland.

The President visited the classrooms and lecture rooms on the first floor of the building to see the conditions created for training qualified specialists. The Turkmen leader visited the classroom where the third-year students were studying a new theme. The President talked to them about advanced technologies they were studying and wished them every success.

Then the Turkmen leader visited the classroom where the students were learning how to use an anti-aircraft missile unit. The students answered the President’s questions about its main characteristics.

Then President Gurbanguly Berdimuhamedov visited the classroom for where future officers were studying tactics.

In the administrative building of the Turkmen leader paid much attention to equipment and devices installed in the classrooms and lecture rooms that helped the students of the Military Institute to acquire modern knowledge and skills.

The Turkmen leader visited the classrooms where the students were studying the structure, characteristics and use of artillery weapon. The President was briefed on its capacities.

In the other classroom the students demonstrated their brilliant skills in hitting the targets. The President asked them about the characteristics of weapons they used to master their skills.

The Turkmen leader wished the successful studies to future officers and urged them to be faithful to their patriotic duty and maintain the great ancestors’ traditions. The students expressed profound gratitude to the Supreme Commander-in-Chief of the Armed Forces for the favourable conditions of their studies and his unceasing concern for military servants.

The Turkmen leader visited the gym where the students of the Military Institute demonstrated their sportsmanship in sambo, judo, goresh wrestling and martial arts. Talking to the students, the President said the systematic use of physical exercises was one of the most effective methods to promote bodily strength and morality among youth.

The Turkmen leader bade farewell to students and their tutors and left the new administrative building of the Military Institute. The President drove to the newly constructed building of the specialised military school where the ceremony participants, including the Chairperson of the Mejlis, cabinet ministers, heads of military and law enforcement agencies, ministries and departments and journalists cordially greeted him.

A schoolboy asked the Turkmen leader to inaugurate the new school building. Cordially greeting ceremony participants and guests, the President congratulated them on the Defenders of the Fatherland Day and the festive building premieres. The Supreme Commander-in-Chief of the Armed Forces General of the Army Gurbanguly Berdimuhamedov headed to the main entrance and entered the new school building.

The Turkmen leader visited several classrooms to see equipment and devices used there and the conditions created for the studies and training of schoolchildren.

Talking to the children, the President asked them about their studies and their achievements in learning foreign languages. The Turkmen leader was interested to know what professions the schoolchildren would choose in the future and at what military high schools they were going to study. In this regard President Gurbanguly Berdimuhamedov focused on the importance of organizing the leisure time activities of children, including excursions to museums and theatres, broadening the children’s outlook and promoting their integrated development. In this context the Turkmen leader said children should be encouraged to practice music and other arts.

Emphasizing that education and vocational training of the younger generation have been and are a key policy priority for the Turkmen state, President Gurbanguly Berdimuhamedov wished the schoolchildren success in their studies.

Then the President Gurbanguly Berdimuhamedov visited the barracks. The Turkmen leader took the lift to the second floor to see the living and housing conditions created for schoolchildren. The President focused on the importance of taking all necessary measures to promote the health of young students, involve them in playing sports and strictly observe sanitary and hygienic standards at educational institutions.

Before leaving the school building, the President had a photo with the schoolchildren taken.

President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces General of the Army Gurbanguly Berdimuhamedov headed to the Officers’ Centre of the Ministry of Defence. The building houses the museum of history, the veterans’ centre, several conference halls, library, drawing and music rooms, photostudio, offices and classrooms. There are also the dining room, café, restaurant, swimming pool, spa treatment room and gym.

The President visited the museum of the history of the Armed Forces of Turkmenistan. One of the items of the museum expositions the pilot outfit in which President of Turkmenistan Gurbanguly Berdimuhamedov piloted the MiG-29 supersonic fighter on June 26, 2008.

Addressing the President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces, one of the military servants expressed profound gratitude on behalf of Turkmen officers and soldiers to the Turkmen leader for his unceasing concern for defenders of the Motherland, the wonderful present – the new Officers’ Centre and his participation in the festivities and assured that Turkmen military servants would faithfully serve the beloved Motherland.

After visiting the museum, the Turkmen leader Gurbanguly Berdimuhamedov took the lift to the eighth floor and came into the conference hall. There President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces General of the Army accepted the congratulations of the Vice Premiers, the Chairperson of the Mejlis and the heads of military and law enforcement agencies on the 20th anniversary of the establishment of the Armed Forces of Turkmenistan and the Defenders of the Fatherland Day.

Thanking for the congratulations and hearty wishes, President Gurbanguly Berdimuhamedov emphasized once again that Turkmenistan was commitment to the principles of positive neutrality and peacefulness underlying the national Military Doctrine that was purely defensive in nature and aimed at ensuring security of the country and guaranteeing sustainable development of the Turkmen state and a prosperous and happy life of the Turkmen people.

Noting that the Armed Forces that are the stronghold of the Motherland and people profoundly contributed to Turkmenistan’s outstanding achievements and accomplishments on the path of progressive reforms, the Turkmen leader said the Government would provide substantial support for military servants. The President said the ongoing military reform was aimed at creating the favourable conditions for the service of defenders of the Motherland, raising their professional skills, constructing military towns and guaranteeing social protection to military servants and their families. The Turkmen leader said that Government would take further measures to enhance the defence capacity of the national army and modernize its material and technological basis through purchasing state-of-the-art military and other equipment and raising the proficiency level of military personnel.

Before leaving the conference hall, the President wrote an entry to the Book of Guests of Honour.

Then President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces General of the Army Gurbanguly Berdimuhamedov held an enlarged meeting of the State Security Council, the first one in 2012, in the conference hall on the first floor of the building. Presenting the meeting agenda, President Gurbanguly Berdimuhamedov said it focused on the work done in 2011 and the tasks to be fulfilled in 2012.

The Supreme Commander-in-Chief of the Armed Forces gave the floor to the members of the State Security Council. The heads of military and law enforcement agencies reported on the existing situation in the sectors under their supervision and the fulfilment of the Turkmen leader’s instructions.

Secretary of the State Security Council, Minister of National Security Y. Berdiev reported on the progress of the military reform initiated by the Turkmen leader to strengthen and modernize the material and technological basis of the Armed Forces, train qualified military specialists and create the favourable conditions of service and life of military servants.

Chairman of the State Border Guard Service M. Yslamov reported on the work done by the Service to perform its important mission to ensure reliable protection of the sacred borders of the Motherland, construct new building of the frontier posts and apartments for military servants and their families.

Minister of Defence A. Gundogdyev reported the Supreme Commander-in-Chief of the Armed Forces on the progress of the military reform and the fundamental changes initiated in its framework in the national army that bulwarked the outstanding achievements of the epoch of great reforms.

Prosecutor General Ya. Yazmyradov reported on the work done in the reporting period, particularly the measures taken to strengthen the rule of law in all spheres of life of the state and society.

Chief of the State Drugs Agency A. Garaev reported on the work done in 2011 and the specific measures to combat this social evil that threatened and jeopardized the welfare of the Turkmen society.

Then the floor was given to Minister of Internal Affairs I. Mulikov who reported on the work done by the Ministry of International Affairs in 2011 dwelling upon the measures taken to maintain public order and stability, protect legitimate rights and freedoms of citizens and prevent delinquencies in the country.

Chairman of the Supreme Court A. Hallyev reported on the progress in developing the judicial system in the country and the measures taken to bring it in line with modern requirements and international standards.

Minister of Adalat M. Garryev reported on the fulfilment of the Turkmen leader’s instructions to update the regulatory framework and the progress in drafting new laws that would lay a firm foundation for the fulfilment of the assigned tasks.

Chairman of the State Customs Service A. Hojamgulyev reported on the existing situation in the sectors under his supervision noting that the State Customs Service had significantly intensified its activities due to the increase in freight traffic crossing the territory of the country.

Chairman of the State Migration Service D. Bayramov reported on the work done in 2011 noting that foreign guests had increased in number and this tendency was observed over the past years which illustrated the growing interest of the international community in dynamically developing Turkmenistan.

Commenting on the reports, President Gurbanguly Berdimuhamedov emphasized that the importance of the tasks assigned to military and la enforcement agencies demanded maximum efforts, self-perfection, honesty and the most responsible approach to their work from every high-ranking official.

President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces General of the Army Gurbanguly Berdimuhamedov delivered a keynote speech specifying the primary tasks to the military and law enforcement agencies on a short- and long-term.

Underlining the purely defensive nature of the Military Doctrine of Turkmenistan, the Turkmen leader stated that pursuing the policy based on the principles of positive neutrality that it strictly abided by Turkmenistan stood against using military force and never viewed these actions as the approaches to resolving conflicts.

In this context President Gurbanguly Berdimuhamedov underlined the need to establish the modern defence system that would meet modern requirements. The Turkmen leader said in this regard the work on the strengthening the material and technological basis of the national army, the Navy, the anti-aircraft forces, military and law enforcement agencies would continue. The improvement of the standards of living of military servants and their families will remain a key priority of the military reform.

The Government will never spare expense for this purpose and allocate as many resources as needed, stated the Supreme Commander-in-Chief of the Armed Forces. In this context it was noted that for the past five years the funds spent to improve the standards of living of military servants and their families had risen four times as compared to the previous years.

Addressing the Security Council members, the Turkmen leader focused on such an important aspect as bringing up the younger generation in the spirit of patriotism and fidelity to the sacred military duty that the new buildings of the Military Institute and the specialized military school of the Ministry of Defence should contribute to.

“The most thorough, rigorous and unbiased approach must be taken to the admission of young people to military education institutions. True patriots, worthy descendants of our valorous and heroic ancestors who selflessly loved their Fatherland and cherished its freedom and independence must study these institutions. Not only physically strong and well educated should specialists but also harmoniously developed and highly moral young warriors – a new generation of the defenders of the Fatherland should study there,” emphasized President Gurbanguly Berdimuhamedov.

“You should know that for every citizen of Turkmenistan his Fatherland – independent Turkmenistan that the ancestors were dreaming of and selflessly loved is sacred, that protection of its dignity and fame is a constitutional duty of every citizen and therefore the wonderful fruits cultivated by the epoch of great reforms must be defended,” emphasized President Gurbanguly Berdimuhamedov noting that every member of the Armed Forces of Turkmenistan should know very much about the life and services in battle of the valorous ancestors who had stood guard over their Fatherland.

“The pride of the glorious past of the Turkmen people should live in the heart of every military servant,” emphasized the Turkmen leader focusing on the need to cherish the national values.

President Gurbanguly Berdimuhamedov noted that the Armed Forces must be the stronghold of the peace-loving policy and the military-political strategy of the Turkmen state the ideological pivot of which was the Military Doctrine developed in compliance with the status of neutrality and foreign policy strategy of the country. The Turkmen leader emphasized that being guided by the Doctrine the Government would take further measures to strengthen the material and technological basis of military and law enforcement agencies, raise the proficiency level of military and law enforcement personnel and improve the conditions of life, work and recreation.

Thanking the Turkmen leader for his tireless efforts to modernize and enhance the capacity of the Armed Forces that state-of-the-art equipment and vehicles were purchased for and his unceasing concern for military servants, the Security Council members assured that they would spare no effort to fulfil the assigned tasks.

The other issues were considered during the meeting and the decisions were adopted and secured in the relevant documents.

Upon concluding the meeting the President congratulated those present on the holiday and the building premieres.
