President of Turkmenistan Gurbanguly Berdimuhamedov chaired a regular meeting of the Cabinet of Ministers to consider the social and economic achievements of the country in January, the drafts of important documents and other state policy issues.

The substantial GDP growth testified to the economic sustainability. The production of electricity, natural gas, oil, liquefied gas, polypropylene, iodine, plastic pipes, reinforcement and steel articles, garment, medicinal cotton, medications, footwear, fish products, flour, bread and bakery products and agricultural products increased.
The Vice Premier reported that the volume of retail trade had increased to 112.1 percent as compared to the same period of 2011.
In the reporting period the State budget revenues were implemented 109.4 percent, the State budget expenditures – 90.5 percent. The taxation plan was fulfilled. Salaries scholarships, pensions, state benefits were paid off in a timely manner.
The currency earning plan was implemented 118 percent due to the export of goods and services.

In the oil and gas industry the growth rates of polypropylene production made up 108 percent and liquefied gas production – 111.9 percent.
The enterprises of the Turkmenhimiya State Concern increased the production of phosphate fertilizers by 24.4 percent and technical iodine – by 10.4 percent.
The enterprises affiliated with the State Committee for Fisheries continued increasing the production.
The volume of investment used in the oil and gas industry rose 2.1 times as compared to the same period in 2011.

These performance indicators showed 104.5 percent and 101.6 percent in the motor transport sector, 125.6 percent and 112.1 percent in the sea and river transport sector. In the reporting period the telephone installation plan was over-fulfilled by 4.8 times. In the reporting period the Ministry of Foreign Economic Relations used the investment to the sum of 14.4 million manats, and the investment plan was fulfilled 277 percent.
In the reporting period the enterprises of the Ministry of Textile Industry produced the goods to the sum of 82.4 million manats, the highest production growth rate, 172.6 percent was observed in the silk industry. The revenues made up 7 million manats. The production growth rate at the enterprises of the Turkmenhaly State Corporation made up 108.8 percent.
167 transactions were registered at the State Commodity and Raw Materials Exchange in the reporting period, the growth rate made up 33.7 percent. The sum of the construction contracts rose 5 times and made up 739 million manats. The currency profits totalled US$ 3.114 million, the growth rate made up 45.8 percent. In January the increase in revenues of the State Commodity and Raw Materials Exchange made up 142 percent. The currency profits made up US$ 3.114 million and the growth rate – 45.8 percent. The increase of profits of the Chamber of Commerce and Industry made up 142 percent.

In particular, the Vice Premier reported that the trade turnover of the Ministry of Trade and Foreign Economic Relations in January made up 185.9 million manats, the growth rate made 07.8 percent as compared to the same period of 2011 and the revenues increased by 24.4 percent. In the reporting period the Ministry of Foreign Economic Relations used the investment to the sum of 14.4 million manats, and the investment plan was fulfilled 277 percent.
In the reporting period the enterprises of the Ministry of Textile Industry produced the goods to the sum of 82.4 million manats, the highest production growth rate, 172.6 percent was observed in the silk industry. The revenues made up 7 million manats. The production growth rate at the enterprises of the Turkmenhaly State Corporation made up 108.8 percent.
167 transactions were registered at the State Commodity and Raw Materials Exchange in the reporting period, the growth rate made up 33.7 percent. The sum of the construction contracts rose 5 times and made up 739 million manats. The currency profits totalled US$ 3.114 million, the growth rate made up 45.8 percent. In January the increase in revenues of the State Commodity and Raw Materials Exchange made up 142 percent. The currency profits made up US$ 3.114 million and the growth rate – 45.8 percent. The increase of profits of the Chamber of Commerce and Industry made up 142 percent.
Focusing on the need to increase foreign trade and expand its geographical coverage and commodity composition, President Gurbanguly Berdimuhamedov said it was important to conduct the market analysis on a regular basis, strengthening the position of Turkmen commodity producers in foreign markets and attract more investment to the national economy.
President Gurbanguly Berdimuhamedov said the orientation of the textile industry towards adoption of innovative technologies and advanced equipment and production of new types of commodities would made it possible to enhance textile export and increase the cost effectiveness of this industrial segment of the national economy. In this context the Turkmen leader underscored the key role of the flexible marketing policy, use of the best intentional practices in this sector and effective management of labour at textile enterprises.
Dwelling upon the tasks to promote domestic trade and manage the domestic consumer market, the Turkmen leader instructed to take complex measures to enhance the operating efficiency of enterprises and organisations in this sphere, encourage business initiatives and rigorously control the level of prices for major goods and services.
Vice Premier S. Toylyev reported on the work done in the sectors under his supervision in the reporting period and the progress in implementing construction projects. In particular, the books of 34 titles had been prepared for publication, 3 of them had been published in the reporting period. The work on the modernisation of the methodological basis for the education sector, introduction of the quality standards in this sector and implementation of the projects aimed at introducing educational innovations to the spheres of school education and vocational training.
The Vice Premier informed that specialists of the National Institute of Manuscripts had prepared a number of books of medieval authors and scholars for publication.
The Turkmen leader Gurbanguly Berdimuhamedov noted that the steady reforms in the spheres of science and education, health care, sport and tourism had created the necessary prerequisites for bringing them in line with international standards. Quality education, intellectual development, upbringing youth to live a healthy lifestyle and abide by high moral values – this was the future of the nation, emphasized the Turkmen leader focusing on the importance of effectively using the modernized material and technological basis of educational and research institutions and sports complexes. The study of the literary heritage, philosophical and scientific papers of the prominent ancestors certainly played a crucial role in the spiritual development of the society, said the Turkmen leader focusing on the considerable significance of the work carried out by Turkmen scientists and specialists to promote the national heritage embodied in the invaluable manuscripts of the past epochs.
Then the floor was given to Chairman of the Chamber of Inspection B. Atdaev reported on the Turkmen leader’s instructions on the optimization of the work of the Altyn Asyr market and to monitor the construction projects.
Commenting on the report, the Turkmen leader Gurbanguly Berdimuhamedov focused on the need to take complex measures to optimize the work of trade enterprises, including the markets. The President instructed Vice Premier O. Gurbannazarov to analyze this information and create the favorable conditions for buyers and sellers in the Altyn Asyr market.
Also, the President emphasized that advanced technologies and innovations must be applied while constructing administrative buildings, apartment houses and other social facilities. The Turkmen leader instructed the high-ranking officials to take an integrated approach to addressing these important issues and ensure that the sectoral subdivisions which were to implement the projects in a properly and timely manner would effectively and efficiently operate.
