President of Turkmenistan Gurbanguly Berdimuhamedov chaired a regular meeting of the Cabinet of Ministers to consider important state policy issues

The President gave the floor to Vice Premier, Executive Secretary of the President’s Office H. Muhammedov. He reported on the existing situation in the sector under his supervision.

Commenting on the report, the Turkmen leader focused on the importance of adopting advanced technologies in the public administration sector which were an integral and important instrument of the progressive development of the state and contributed to efficiently using resources and creating a modern information-oriented society.

Vice Premier A. Gochyev reported on the existing situation in the sectors under his supervision and the measures taken to optimize the activity of financial and banking institutions and statistics and standardization agencies. The Vice Premier reported on the fulfillment of the Turkmen leader’s instructions and put forward the proposal to finance the purchase of pesticides, herbicides and fertilizers for the Ministry of Agriculture.

Commenting on the report, the Turkmen leader emphasized that the strategy for developing the financial and banking system should be aimed at adopting international standards and best international practices in this sphere. In this context the Turkmen leader Gurbanguly Berdimuhamedov underlined the importance of improving professional training and gave specific instructions to carry out the systematic work on professional development of financial and banking specialists.

Noting that the work done to determine the acceptable limits of the used amounts of fixed assets, the President signed the relevant Resolution and demanded that the execution of the document be supervised.

Emphasizing that a key aspect of the development strategy in this sphere was modernization of the material and technological basis of the national standardization system, the Turkmen leader approved as a whole and signed the Resolution on the purchase of laboratory testing equipment and devices and instructed to supervise the execution of this document.

The President approved the proposal to finance the purchase of pesticides, herbicides and fertilizers and instructed the Vice Premier to supervise this work.

Vice Premier, Minister of Foreign Affairs R. Meredov reported on the progress in implementing the foreign policy strategy including such an important aspect as cooperation with the authoritative international organisations and the preparations for the celebration in honour of the 20th anniversary of the accession to the United Nations.

Commenting on the report and underlining the significance that Turkmenistan attached to partnership with the United Nations, President Gurbanguly Berdimuhamedov reaffirmed that our country was committed to enhancing a positive international dialogue in the interests of global peace and progress and actively contributing to addressing urgent problems facing all mankind. In this regard the Turkmen leader instructed to ensure the high organizational level of the events emphasizing that full multifaceted cooperation with the United Nations was a strategic vector of the foreign policy strategy of independent neutral Turkmenistan.

Chairperson of the Mejlis A. Nurberdieva reported on the work carried out by the Parliament to update the national legislation and explain the essence and significance of legal acts to citizens. The Chairperson of the Mejlis reported on the organizational issues of the presidential campaign.

Commenting on the report, the Turkmen leader underlined the significance of close collaboration between parliamentarians and local governments. Touching upon the issues regarding the organisation and holding of the presidential election, the Turkmen leader said this political action must be held on a democratic basis in a free and transparent atmosphere. President Gurbanguly Berdimuhamedov demanded that the conditions conducive to the activity of international observers and access to the necessary information on the election process be provided.

Vice Premier D. Orazov reported on the work carried out in the sectors under his supervision and the fulfilment of the Turkmen leader’s instructions.

Commenting on the report, the Turkmen leader emphasized that a priority objective of the ongoing urban planning programme, including housing construction, in Turkmenistan was to create the favourable conditions for life, work and recreation of Turkmen citizens, a comfort urban environment and modern infrastructure.

Turkmen enterprises that should ensure the high quality of construction work through adopting effective technologies are more actively involved in implementing this programme. In this context the major requirement set to contractors is to meet quality standards and schedule of construction.

It is important to increase the domestic production of building materials that are highly demanded by the construction industry, said the Turkmen leader. The President emphasized that advanced technologies should be applied to manufacture environmentally friendly building materials and finished products must meet quality standards and local climatic conditions.

Vice Premier B. Hojamuhammedov reported on the work carried out in the oil and gas, chemical and fishing industries. The Vice Premier reported on the measures taken to purchase equipment and spare parts in foreign countries for the Turkmennebit State Concern.

Commenting on the report, President Gurbanguly Berdimuhamedov placed emphasis on the priority objectives to develop the fuel and energy sector and modernize chemical and fishing enterprises. The Turkmen leader emphasized that existing resources and opportunities should be effectively used to boost commercial development of oil and gas deposits, modernize fuel and energy enterprises and equip them with advanced technologies under the oil and gas industry development programme for the period till 2030.

Signing the relevant Resolution, President Gurbanguly Berdimuhamedov said the use of state-of-the-art equipment and technologies in industry were to encourage the development of the gas and other sectors of the national economy. Enhancing mutually advantageous partnership with world’s leading companies, Turkmenistan takes consistent steps to renew fixed assets of the fuel and energy sector, modernize existing industrial facilities and build new modern complexes using know-how and innovations, said the Turkmen leader.

Vice Premier M. Yazmuhammedova reported on the preparations for the VII Forum of Cultural Workers and Scientists of the Commonwealth of Independent States which would be held in Ashgabat. The Vice Premier reported on the activities which would be held in Mary chosen as the cultural capital of the Commonwealth in 2012 and the preparations for the official ceremony to mark this event.

Focusing in the importance of this cultural forum, President Gurbanguly Berdimuhamedov emphasized that these international activities aimed at strengthening and enhancing friendly contacts with neighbouring countries would be held in the context of the foreign policy strategy of neutral Turkmenistan. This work would continue, said the President demanding that the cultural activities of the forum programme would be held at the high organisational level and widely covered in the mass media.

Touching upon the international cultural activities to be held in Mary that has the status of the cultural capital of the CIS in 2012, the Turkmen leader noted that this status should be used to study and promote the rich historical and cultural heritage of Turkmenistan, the material and spiritual values of the Turkmen nation.

Vice Premier N. Shagulyev reported on the work carried out in the transport and communications sectors. The Vice Premier reported on the draft resolutions approving the purchase of track switches and bogies for the Ministry of Rail Transport.

Commenting on the report, the Turkmen leader instructed to ensure efficient operation of railway equipment and the effective functioning of transport infrastructure. Underlining the importance of developing and expanding railway network in the country that has the high percentage of inland and transit traffic, President Gurbanguly Berdimuhamedov demanded that the quality and scheduled of building steel ways be met.

Noting that the priority objectives of the rail transport development strategy include technology modernization, the Turkmen leader signed the documents for the purchase of track switches and bogies and instructed the Vice Premier to take all necessary measures to ensure proper maintenance and effective operation of the railway fleet.

Noting that modern transport infrastructure and high-tech telecommunications networks were the critical factors contributing to the social and economic development of the country and effective international cooperation, President Gurbanguly Berdimuhamedov focused on the need to modernize further and apply advanced equipment and technologies and innovations in these sectors.

Vice Premier M. Nurmammedov reported on the progress of seasonal agricultural activities and the fulfilment of the Turkmen leader’s instructions to effectively and efficiently maintain and operate harvester combines and agricultural machines.

Touching upon the uses regarding the spring tree planting campaign, the Turkmen leader focused on its significant role in protecting the environment and creating favourable microclimate in urban and rural areas throughout the country.

The draft Resolution on the purchase of Belarus tractors and spare parts was presented to the President for consideration. The Turkmen leader approved the document as a whole and signed it. President Gurbanguly Berdimuhamedov emphasized that the modernization and strengthening of the material and technological basis of the agro-industrial sector was key aspect of the ongoing agricultural reform in our country.

Noting that the tasks to improve the efficiency in agricultural production and improve the social and living conditions of agricultural workers were to set to the agro-industrial sector, the Turkmen leader instructed to properly prepare for the important agricultural campaign, including the cotton sowing campaign.

Vice Premier O. Gurbnanazarov reported on the work carried out in the sectors under his supervision and the preparations for the IV commodities exhibition of the Islamic Republic of Iran which would take place in Ashgabat on February 21-23. The Vice Premier presented the draft Resolution authorizing to sell cotton fiber to the Ministry of Textile Industry of Turkmenistan to the President for consideration.

Underlining the importance of the effective strategy for promoting Turkmen commodities to foreign markets, President Gurbanguly Berdimuhamedov focused on the critical role of active international contacts in enhancing Turkmenistan’s export and investment potential and increasing foreign trade. In this context the Turkmen leader said the Iranian commodities exhibition would showcase the economic opportunities of the neighbouring country that Turkmenistan was bound with the brotherly ties and fruitful cooperation.

Noting that the textile industry is a basic sector of the national economy, the Turkmen leader focused on the measures to be taken to modernize textile enterprises, increase the production efficiency and broaden the range and improve the quality of textile goods. In this regard the President instructed to increase textile exports, attract investment in the textile industry, apply advanced technologies and increase the professional level of textile workers. Then the President signed the relevant documents.

Vice Premier S. Toylyev reported on the work carried out in the sectors under his supervision and the preparations for the President’s Hockey Junior Cup and presented the draft Resolution on the Extraordinary Commission responsible for preventing communication of diseases.

Commenting on the report, the Turkmen leader emphasized that the significant work was carried out in our country to promote sport and physical culture, establish the principles of a healthy lifestyle in the society and involve youth in doing sport.

The Turkmen leader said the hockey tournament should be held at a high organisational level as it would contribute to popularizing this sport in our country. The teams of the State Committee for Sport and Tourism, the Turkmengaz State Concern, the trade and textile enterprises and the transport and communications enterprises will participate in the tournament that would become another evidence for the concern that the Turkmen state shows to promotion of the sport movement, establish the principles of a healthy lifestyle and involve youth in doing sport and physical exercises.

The Turkmen leader Gurbanguly Berdimuhamedov noted that protection of the health of people was a state policy priority. The international certificates on the elimination of certain infectious diseases in Turkmenistan and the fact the World Health Organisation recommended Turkmenistan’s experience in this sphere to be spread in the European region testify to undisputed recognition of Turkmenistan’s successes in this sphere.

The President signed the Resolutions authorizing to hold the President’s Hockey Junior Cup and approving the Regulations on the Emergency Commission for preventing the communication of diseases. The Turkmen leader instructed to supervise the execution of these documents and effectively supervise the work in these spheres.

The President said the Flag Day would be widely and solemnly celebrated throughout the country and gave specific instructions to the high-ranking officials to organize and hold the celebrations properly.

The Turkmen leader informed of the decision to move the day off from February 19 to February 20 and signed the Decree declaring the day of February 20 a day off.

The other important issues were considered and the decisions that would contribute to enhancing the economic strength of the country, modernizing the material and technological basis of the national economy and improving the people’s welfare were adopted during the government meeting.
