President of Turkmenistan appoints high-ranking officials in charge of the trade, textile, transport and communications sectors

President of Turkmenistan Gurbanguly Berdimuhamedov held a meeting at which he considered the organizational and staffing policy issues and appointed new cabinet ministers.

The high-ranking officials in charge of the trade, textile, transport and communications sectors were invited to participate in the meeting.

During the meeting the President appointed the new the high-ranking officials in charge of the transport and communications sectors.

Expressing gratitude to N. Shagulyev who was in charge of these sectors, the Turkmen leader said his profound experience in promoting the transport and communications sectors would be of great use in the other sphere.

The President appointed R. Seyitkuliev Vice Premier in charge of the transport and communications sectors and expressed belief that he would cope with the tasks assigned.

B. Annameredov was appointed Minister of Rail Transport. The President said that B. Annameredov, who had held the position of Deputy Minister of Rail Transport, had had showed his worth and expressed belief that he would manage the new important job well. Then the President signed the relevant document.

President Gurbanguly Berdimuhamedov thanked Minister of Communications O. Jumagulyev for the work done and informed of the decision to appoint him the other position. The President appointed B. Ovezov, who had held the position of Deputy Minister of Communications, Minister of Communications.

The President confirmed appointment of S. Berkeliev as Minister of Motor Transport.

M. Ayazov was appointed Chairman of the Turkmenhowayollary State National Service.

The President confirmed appointment of M. Mutdikov as Chairman of the State Sea and River Transport Service.

Signing the relevant documents, President Gurbanguly Berdimuhamedov emphasized that much attention should be paid to modernization of the transport and communications sectors given their critical role developing the national economy.

Setting the tasks to the high-ranking officials in charge of the transport sector, the Turkmen leader focused on the need to increase passenger and freight transport capacity, improve the quality of transport services and efficiently use existing resources. The Turkmen leader also focused on the importance of implementing further the communications sector development programme and improving the quality of communications services.

President Gurbanguly Berdimuhamedov noted that the newly appointed officials must ensure that the projects for the construction and reconstruction of railway networks would meet strict requirements.

Focusing on the considerable international significance of the North-South railway, the President said that not only Turkmenistan but also many countries in the region were interested in implementing this project. In this regard the President demanded that this transnational railway meet international quality standards.

The President demanded that the newly appointed high-ranking officials must take consistent measures to improve the standards and quality of passenger services. President Gurbanguly Berdimuhamedov demanded that transportation services rendered to citizens of Turkmenistan meet international standards and the high-ranking officials of the motor, rail, air, sea and river transport sectors must pay much attention to these issues.

In this context the President said that the shortcomings had been revealed in the sector. They were particularly related to the projects for construction of filling stations in the Turkmen capital and other towns and settlements of the country.

Focusing on the critical objectives to modernize the communications sector that was of crucial importance for the national economy and citizens of the country, the Turkmen leader demanded that the relevant high-ranking officials fulfill the tasks applying advanced technologies and innovations in this sphere.

Specifying the tasks to the Turkmenhowayollary State National Service, the Turkmen leader focused on the need to expand air services on domestic and international routes and modernize the airports in the country. In this regard the President instructed M. Ayazov to devise the air transport development programme for the period till 2030 and take necessary measures to ensure flight safety and enhance the efficiency of aircrafts. The President also demanded that the construction projects in the sector be implemented according to schedule and meet quality standards.

Focusing on the tasks set to the State Sea and River Transport Service, the Turkmen leader underlined the importance of increasing the passenger and freight transport capacity and modernizing the Turkmenbashi seaport.

Noting once again that the important tasks were set to the transport and communications sectors, President Gurbanguly Berdimuhamedov emphasized that the proper and timely fulfilment of these tasks would contribute to enhancing the economic strength of the Turkmen state and improving the welfare of its citizens.

Expressing gratitude to O. Gurbannazarov, who had held the positions in the Cabinet of Ministers, for his successful activity and contribution to strengthening the material and technical basis of the sectors, the Turkmen leader said his experience would be of great use in other spheres.

The President appointed N. Atagulyev Vice Premier in charge of the trade and textile sectors and expressed belief that his profound working experience would help him cope with the new tasks.

President Gurbanguly Berdimuhamedov appointed A. Abaev Minister of Trade and Foreign Economic Relations.

The Turkmen leader appointed A. Babaeva Minister of Textile Industry.

O. Ishangulyeva was appointed State Minister, Chairman of the Turkmenhaly State Joint Stock Corporation.

Sh. Meredov was appointed Chairman of the Commodities and Raw Materials Exchange.

The President approved the appointment of P. Taganov as Chairman of the Chamber of Commerce and Industry and A. Dadaev as Chairman of the Union of Industrialists and Entrepreneurs.

Signing the relevant documents, the President emphasized that the trade, textile, carpet and private sectors played a critical role in boosting economic growth and set the specific tasks to the high-ranking officials in charge of these sectors. The Turkmen leader said B. Abaev in collaboration with the heads of other ministries and departments should take necessary measures to enhance exports of Turkmen commodities to foreign markets and enhance significantly partnership with foreign partners.

The President instructed Minister of Textile Industry A. Babaeva to take necessary measures to enhance the potential of this sector, efficiently use the funds the state allocated to modernize textile enterprises and intensify this work. The President demanded that obsolete and outdated production facilities be upgraded and reconstructed as soon as possible and textile production be increased.

Touching upon the objectives to promote the carpet industry, the Turkmen leader focused on the need to intensify the work on popularization of the age-old art of carpet weaving that was the invaluable heritage of the Turkmen nation though arranging carpet exhibitions in the country and presenting Turkmen carpets at the expositions abroad. We must revive the ancient traditions of handmade carpet weaving and create the conditions conducive to developing this craft, said the Turkmen leader giving the specific tasks to O. Ishangulyeva. The Turkmen leader demanded that the carpet factories throughout the country be modernized and reconstructed.

The Turkmen leader said the Chamber of Commerce and Industry was to fulfil the important tasks. Its activities should not be limited to notification of sellers and advertising of commodities manufacture din the country. President Gurbanguly Berdimuhamedov said the Chamber of Commerce and Industry should organize various exhibitions in collaboration with foreign partners and promote the outstanding achievements of Turkmenistan that ranked among rapidly developing countries in the world. The Chamber of Commerce and Industry should intensify its activities so as to promote Turkmen commodities in world markets, said the Turkmen leader. Addressing Chairman of the Union of Industrialists and Entrepreneurs A. Dadaev, the Turkmen leader underlined the important role of the private second in diversifying the national economy.

The Turkmen leader emphasized that the tasks to improve the activity were set to the State Commodities and Raw Materials Exchange and instructed Sh. Meredov to place domestically produced commodities in foreign markets, buy imported good in high demand in our country at favourable prices and advertise and promote Turkmen commodities abroad.

Calling for the newly appointed high-ranking officials to take an effective and serious approach to fulfilling the assigned tasks, President Gurbanguly Berdimuhamedov wished them good health and every success in their activities for the benefit of the Motherland and people of independent neutral Turkmenistan.
