President of Turkmenistan Gurbanguly Berdimuhamedov held the first meeting of the new Cabinet of Ministers. The drafts of important documents, the priority issues regarding the appointments of high-ranking officials and domestic and foreign policy issues were considered during the meeting.

Opening the meeting and addressing the participants, the Turkmen leader noted that Turkmenistan was pursuing the active foreign policy illustrated by the international initiatives our country had put forward to tackle the pressing issues of our times and the constructive strategy in this sphere. These pressing issues of particular concern to all mankind include concerted efforts to work out the approaches to achieving global security, the principles of voluntary refusal of states to use force and tackling disputes, enhance cooperation to combat terrorism and organized crime, trafficking in persons and narcotic drugs.

The Turkmen leader said that the important issues included promoting peaceful and stable development of neighbouring Afghanistan and achieving global energy security. Turkmenistan’s initiatives to address these issues are welcomed and supported by the United Nations. The tasks of the foreign policy of the neutral Turkmen state require significant efforts from diplomats. In this regard President Gurbanguly Berdimuhamedov appointed R. Meredov Minister of Foreign Affairs and Vice Premier and signed the documents approving the appointments.

The President appointed H. Muhammedov Executive Secretary of the President’s Office and the Cabinet of Ministers. In accordance with the Resolution of the President H. Muhammedov was appointed Vice Premier.

Then the Turkmen leader gave the floor to Vice Premier A. Gochyev.

The Vice Premier presented the draft Programme of Social and Economic Development of Turkmenistan for 2012-2016 to the President for consideration. The Programme was drafted in accordance with the Resolution of the President. It was noted that the tasks set forth by the national leader Gurbanguly Berdimuhamedov in his keynote speech during the Elders’ Council meeting in October 2011 and his election programme as a presidential candidate.

Approving the Programme as a whole, the Turkmen leader Gurbanguly Berdimuhamedov issued the relevant Resolution. The Turkmen leader dwelt upon the aims and objectives of this comprehensive strategy and focused on its significance for the promoting social and economic development of the country and improving the welfare of Turkmen citizens. The success of this Programme depends on each high-ranking official, a responsible and balanced approach to fulfilling the tasks assigned, said the Turkmen leader giving specific instructions to the high-ranking officials.

Addressing Chairperson of the Mejlis A. Nurberdyeva, President Gurbanguly Berdimuhamedov said the national Parliament should lay the legal foundation for the measures for implementing this Programme. In particular, more funds should be allocated in the State budget for social development of rural areas.

The Turkmen leader instructed Vice Premier A. Gochyev to ensure that the aims set forth in the Programme and macroeconomic indicators would be achieved and the works on development of the social sphere and construction of social and cultural facilities under the particular programmes would financed in a proper and timely manner.

The Turkmen leader instructed Vice Premier A. Yegeleyev to develop the rural development programme for 2012-2016 aimed at building and developing new villages and settlements. The President focused on the need to improve the methods for cost estimating of the construction projects of health centres, kindergartens, secondary and sports schools, sports facilities, cultural centres, apartment houses and supply networks under the National Programme for improvement of the social and living conditions in villages, settlements, towns in etraps and etrap centre for the period till 2020.

The Turkmen leader instructed the Vice Premier to develop the standard designs of future villages and settlements and in collaboration with the velayat khyakimliks to implement the projects of housing estates meeting the highest standards. The Turkmen leader said citizens who built houses at their own expense should be provided with building materials at a regulated price. The President demanded that motor roads under this Programme be built in compliance with the quality standards and construction schedule.

The national leader Gurbanguly Berdimuhamedov instructed Vice Premier R. Seyitkuliev to ensure that building materials be delivered in a timely and proper manner and take all necessary measures to apply advanced communications and information technologies.

The Turkmen leader instructed Vice Premier B. Hojamuhammedov to ensue that gas facilities, including gas pipelines to be built under the Programme would meet the quality standards and be put into operation according to schedule.

Addressing Vice Premier N. Atagulyev, the President focused on the need to widely involve local private investors in the projects for construction of industrial enterprises and production facilities under the abovementioned Programme. The Turkmen leader demanded that the Vice Premier rigorously supervise the compliance of the construction projects to be implemented at the request of sectoral ministries and departments with the quality standards and schedule.

The President instructed A. Yazmyradov to ensure that the plots of land be allocated for construction of facilities under the Programme of Social and Economic Development of Turkmenistan for 2012-2016 and industrial and agricultural production in the country be increased.

The Turkmen leader instructed Vice Premier S. Toylyev to determine the quotas and standards for providing social and housing facilities to be constructed under this Programme with state-of-the-art equipment.

The President instructed Vice Premier B. Nurmyradov to ensure that the measures taken in the country to improve the social and living conditions of citizens and pursue the domestic and foreign policy and the essence of and objectives of the ongoing reforms be widely covered and promoted in the mass media.

In our country natural gas, electricity, major kinds of fuel, table salt are provided free to our citizens who also enjoy other benefits. There is no country in the world where citizens have such privileges, said President Gurbanguly Berdimuhamedov noting that the work on popularization of the privileges of our citizens all over the world.

Commenting on the aforesaid, the President instructed the Vice Premiers to supervise the implementation of the measures set forth in the Programme, the compliance of the work with the quality standards and schedule we must ensure the innovative development of the major industrial sectors in the regions because we were entering the epoch f progress and innovations called the happy epoch of the strong state, stated the President.

The floor was given to Vice Premier, Minister of Foreign Affairs R. Meredov. He reported on the preparation of the programme of the state visit of the government delegation led by the President of Turkmenistan to the Republic of Turkey that would be paid the following week.

The Vice Premier reported on the draft Resolution on the Financial Issues of Diplomatic Missions of Turkmenistan Abroad.

Focusing on the significance of the upcoming visit to the Republic of Turkey, the President focused on the traditionally friendly, constructive and dynamic character of the intergovernmental dialogue brought to a qualitatively new level in recent years. In this context the Turkmen leader focused on the importance of the top level talks in fostering fruitful Turkmen-Turkish cooperation built on equality, mutual benefit and goodwill of the two countries and meeting the interests of the wellbeing of the two states and nations.

The President approved and signed the Resolution on the Financial Issues of Diplomatic Missions of Turkmenistan Abroad.

Vice Premier B Nurmyradova reported on the programme of cultural events that would be organized during the official visit of the government delegation to the Republic of Turkey, including a concert of Turkmen and Turkish artists that would be a new symbol of the indissoluble ties of friendship and brotherhood between the Turkmen and Turkish peoples.

Commenting on the report, the President demanded that the events during the visit be held at the highest organisational level and gave specific instructions in this context.

Summing up the discussion of the agenda items, the Turkmen leader Gurbanguly Berdimuhamedov instructed the Vice Premiers to submit the proposals for the appointments to vacant positions at the ministries and departments under supervision within a week.

The other important state policy issues were considered and the decisions were adopted during the government meeting.

Upon concluding the meeting, the President wished the participants good health, wellbeing and great success in their activities for the benefit of the Motherland and people.
