President of Turkmenistan Gurbanguly Berdimuhamedov conducted a video conference with the cabinet ministers, the Chairperson of the Mejlis, the heads of ministries and departments and the velayat khyakims. The video conference agenda focused on the progress in implementing the Programme of Social and Economic Development of Turkmenistan for 2012-2016 adopted during the first meeting of the new Cabinet of Ministers.
The velayat khyakims reported on the existing situation in the agricultural and construction sectors in their regions, the readiness for the cotton sowing campaign, the progress in implementing the construction projects and development programmes and the measures taken to improve the social and living conditions of citizens.
The Balkan Velayat Khyakim informed the President of the progress in implementing the construction projects in the Avaza national tourism zone and throughout the region and the fulfillment of the Turkmen leader’s instructions.
The Ashgabat Khyakim reported on the progress in implementing the construction projects and the measures taken to modernize transport and communications networks in the Turkmen capital. The Khyakim reported on the measures taken to beautify the city and promote social and industrial development of Ashgabat.
Vice Premier A. Gochyev reported on the existing situation in the sectors under his supervision and the fulfillment of the Turkmen leader’s instructions to use large-scale investment to develop the sectors of the national economy. The Turkmen leader also informed of the progress in implementing the rural development programme including such an aspect of the social and economic development as the establishment of new towns and villages.
Vice Premier N. Atagylyev reported on the existing situation in the sectors under his supervision and the measures taken to improve the efficiency of activity in the trade and services sectors and the textile industry.
Vice Premier A. Yazmyradov reported on the seasonal agricultural activities, the preparation of cattle farms throughout the country for the calving campaign and the progress of construction of agricultural facilities.
Vice Premier R. Seyitkuliev reported on the measures taken to strengthen the material and technological basis of the transport and communications sectors and the fulfillment of the Turkmen leader’s instructions.
Vice Premier A. Yegeleyev reported on the existing situation in the sectors under his supervision, the progress in implementing the construction projects and the fulfillment of the Turkmen leader’s instructions to draft the programme on establishing and developing new villages in 2012-2016.
The State News Agency of Turkmenistan (TDH) reported that dwelling upon this issue, the Turkmen leader emphasized that this programme must provide an effective platform for developing rural and newly developed areas, the real mechanism for attracting investment, boosting economic growth and modernizing social infrastructure in rural areas. In this regard the Turkmen leader instructed to develop the complex projects including construction of social, cultural and industrial facilities, roads, power transmission lines and other transport and communication facilities. The Turkmen leader instructed to carry out this work in close collaboration with the institutions and organisations concerned emphasizing that the main objective should be ensure the high standards of living in rural areas.

The Director General of the Turkmen atlary State Association reported on the work carried out in the horse breeding sector and the measures taken to maintain and effectively use the equestrian sports centres recently built in the velayats.
Chief of the Turkmenhowayollary State National Service M. Ayazov reported on the work carried out to modernize the sector, enhance international cooperation and replenish the fleet of aircrafts.
