Meeting of the Cabinet of Ministers

President of Turkmenistan Gurbanguly Berdimuhamedov chaired a meeting of the cabinet of Ministers. The social and economic progress for the two months of 2012, drafts of important documents and important state policy issues were considered during the meeting.

The Turkmen leader said the new Cabinet of Ministers had been formed in accordance with the laws of Turkmenistan. The Government was composed of the young high-ranking officials; the average age of the cabinet ministers is 46 years old. There were more women among the cabinet ministers.

The Vice Premiers reported on the work done for the two months of 2012 and the existing situation in the sectors under their supervision.

In the reporting period the GDP growth rate made up 110.4 percent which testified to steady economic growth. This indicator was achieved due to the high performance results gained in such sectors as construction, industry, trade, transport, communications, services and agriculture.

Foreign and retail trade turnover significantly increased as compared to the same period of 2011. Foreign trade increased by 48.6 percent and retail trade growth made up 112.3 percent.

The revenues of the State budget were implemented to 112.3 percent and the revenues to 91 percent. The tax plan was implemented. An average monthly salary rate rose by 10.7 percent as compared to the same period of 2011.

The volume of investment used from all sources of financing increased by 73.1 percent as compared to the same period of 2011.

Among the social facilities put into operation in January-February 2012 are two schools for 320 schoolchildren each in Dashoguz Velayat, a school for 500 schoolchildren and a kindergarten for 160 children in Mary Velayat. Eight health facilities, including the new building of the Berzengi sanatorium, and two sports and tourism facilities were put into operation in the reporting period. The construction of a 12-storey hotel was started at the request of the State Committee for Sports and Tourism and the Ministry of Health and Medical Industry in the Avaza national tourism zone.

The transactions concluded at the State Commodities and Raw Materials in January-February 2012 totalled 7,031.2 billion manats, or the growth made up 8.1 percent as compared to the same period of 2011. Currency earnings increased by 29.6 percent.

In January-February 2012 the growth rate of production of oil and gas condensate made up 114.6 percent, natural gas and associated gas – 19.8 percent. The volume of ‘blue fuel’ export rose by 29.6 percent.

The growth rate of production of gasoline made up 107.5 percent, diesel fuel by 103.1 percent, polypropylene by 127.4 percent and liquefied gas 116.1 percent.

The enterprises of the Turkmenhimiya State Concern increased production of phosphoric fertilizers by 2.1 percent and technical iodine by 4.5 percent.

The enterprises of the State Committee for Fishing increased production in the reporting period.

The volume of investment used in the oil and gas sector increased by 68.2 percent in the reporting period.

The important cultural events, including joint actions with cultural and art workers were held in the reporting period. International contacts were expanded promote the positive initiatives Turkmenistan put forward to strengthen cooperation, in particular in the framework of the Turkmen leader’s to Turkey.

The production of agricultural and food products significantly rose in the reporting period.

Expressing satisfaction with the economic growth indicators achieved in January-February 2012, President Gurbanguly Berdimuhamedov focused on the need to launch the Programme of Social and Economic Development of Turkmenistan for 2012-2016. The Turkmen leader signed the Order authorizing to present money gift on the occasion of the International Women’s Day, the Decree authorizing to confer the Ene Myakhri honorary title to the mothers with many children, the Resolutions authorising to hold the Central Asia Sambo Championships in Ashgabat, purchase the river-sea tanker with the tanker tonnage of 7,100 tons and plant 3 million young trees in the framework of the 2012 planting campaign.

Gurbanguly Berdimuhamedov heartily congratulated the meeting participants, diplomatic corps and the Turkmen people on the 20th anniversary of Turkmenistan’s accession to the United Nations and emphasized the strategic nature of cooperation between Turkmenistan and the United Nations Organisation.

The other important state policy issues were considered and the decisions were adopted during the meeting.
