In the last day of the state visit of President of Turkmenistan Gurbanguly Berdimuhamedov to Ukraine, the Turkmen leader visited the Verkhovna Rada of Ukraine as well as one of the largest cultural centers in Kiev.
As was reported, the Turkmen-Ukrainian top level talks were successfully held on the first day of the Turkmen leader’s visit to Kiev. The outcome of the negotiations was a major package of bilateral documents signed with the aim to enhance effective partnership in a wide range of areas. Within the framework of the state visit, the Turkmen leader and the members of the government delegation of Turkmenistan took part in the presentation of Ukrainian companies working in our country. The subject of lively discussions was the urgent issues of bilateral cooperation and the prospects for building mutually beneficial partnership in a number of important areas.
The President of Turkmenistan visited the Verkhovna Rada of Ukraine. Chairman of the Ukrainian Parliament, Vladymyr Lytvyn, and Head of Secretariat of Verkhovna Rada of Ukraine Valentyn Zaychuk cordially greeted the Turkmen leader at the main entrance.
The Turkmen leader headed to the conference hall, where the President of Turkmenistan held a meeting with the members of the governmental delegation of Turkmenistan and representatives of the National Parliament of Ukraine. During the meeting the head of the National Parliament of Ukraine briefed the distinguished guest on the history of formation and the key vectors of work of the Verkhovna Rada, a unicameral legislature of the country that consists of 450 parliamentarians elected for five-year term.
Thanking for the cordial welcome and hospitality on the Ukrainian land, President Gurbanguly Berdimuhamedov emphasized that the wonderful conditions and the atmosphere of friendship and mutual understanding contributed to efficient work during his state visit to Ukraine. The Turkmen leader noted that the current state visit was a bright evidence of that nowadays the traditionally friendly Turkmen-Ukrainian relations had gained new content, and received a powerful impetus for further development.
“Turkmenistan has entered into a new historical stage of changes, the medium-term strategy of which is defined in the Program for social and economic development of Turkmenistan for 2012-2016,” said President Gurbanguly Berdimuhamedov, underlining that significant role was paid to comprehensive modernization of the national legislative basis, including improvement of the work of Mejlis of Turkmenistan. In this context the Turkmen leader briefed the Ukrainian parliamentarians on the successive steps taken in this direction. According to the Turkmen leader, the new edition of the Constitution of Turkmenistan took the new historical conditions and tasks for the future into account, and the laws on elections to the legislative and representative bodies regulate all the stages of the democratic electoral process.
President Gurbanguly Berdimuhamedov noted that the functions of the National Parliament of Turkmenistan were significantly increased. In particular, the Mejlis was entrusted with such important public powers, as amending the Constitution, holding referenda, ratifying and denouncing international treaties, addressing the changes of the State the border of Turkmenistan, considering the issues of peace and security, etc.
Speaking about the membership and structure of the Mejlis of Turkmenistan, the Turkmen leader said that the current membership was established based on elections of deputies held in 2008. The new membership of the National Parliament was increased and now consists of 125 deputies. At present, the Mejlis includes five parliamentary committees, including the Committee for the Protection of Human Rights and Freedoms; the Committee for Science, Education and Culture; the Committee for Economic and Social Policy; the Committee for International and Parliamentary Relations; the Committee for work with local government agencies and bodies of self-government.
“We know very well that Ukraine has gained rich experience in creation of a legislative basis that is of great interest to us. We believe that our Ukrainian friends, in their turn, are interested in getting acquainted with the legislative practice of Turkmenistan, learning more about the realities of our country,” said President Gurbanguly Berdimuhamedov. In this regard, the Turkmen leader underlined the importance of widening inter-parliamentary relations, establishig direct contacts at the level of profile committees and commissions of the Parliaments of the two countries. The Turkmen leader noted that the visit of the delegation of the Verkhovna Rada of Ukraine to Ashgabat last June significantly contributed to stirring up the bilateral inter-parliamentary cooperation. The mutual visits of the parliamentary groups of the two countries are the useful practice for strengthening inter-parliamentary relations, and exchanging experience in legislative activities.
Underlining the readiness of the Turkmen parliamentarians in development of inter-parliamentary relations with our Ukrainian colleagues, the Turkmen leader invited the deputies to the Verkhovna Rada of Ukraine to visit Turkmenistan at any convenient time.
During the meeting the sides exchanged their views on the prospects for fruitful cooperation between Turkmenistan and Ukraine, stressing the mutual aspiration of the both countries for successive widening of this cooperation. In this context, President Gurbanguly Berdimuhamedov and Vladimir Lytvyn called for strengthening the Turkmen-Ukrainian inter-parliamentary relations that served as an important factor of bilateral relations.
In conclusion, the Chairman of the Verkhovna Rada of Ukraine wished the President of Turkmenistan new successes in his versatile activity at the highest state post, and addressed the best wishes to the Turkmen people.
Then the Turkmen leader’s cortege headed to the building of the National Circus of Ukraine, where President Viktor Yanukovych cordially welcomed the honorary guest.
Within the framework of the visit of President of Turkmenistan Gurbanguly Berdimuhamedov to Ukraine, the Galkynysh famous equestrian group of Turkmenistan, as well as masters of art and circus artists of Ukraine performed a bright show.
The leaders of the two countries headed to the stands, to the joy of enthusiastic kids, sat down next to them to enjoy the festive show. Fanfare sounded and the breathtaking show started.
A colorful show with participation of Turkmen and Ukrainian circus artists was performed on the circus arena. The audience thanked the talented artists and their partners - trained monkey and a kangaroo with a storm of applause.
Turkmen horsemen riding on magnificent Ahalteke horses with the flags of Turkmenistan and Ukraine in their hands continued the show. The final chord of the festive programme was the music composition entitled Heavenly Horses – beautiful Ahalteke horses performed the ancient Turkmen dance kushtdepdi .
Cordially thanking the artists for the presentation, the leaders of Turkmenistan and Ukraine, left the building of the circus.
In the conclusion the Presidents of Turkmenistan and Ukraine bade farwell to each other.
