The Elders’ Council meeting was held under the chairmanship of President Gurbanguly Berdimuhamedov at the Palace of Congress in the Turkmen capital on the eve of the 20th anniversary of independence. The agenda of the All-Turkmen forum focused on the achievements the country had gained for the past twenty years, primary tasks of social and economic development of the Turkmen state and further measures towards the progress of the country which had achieved outstanding accomplishments.

Before opening the Elders’ Council meeting, the Turkmen leader Gurbanguly Berdimuhamedov held a working meeting with the Chairperson of the Mejlis and the Vice Premiers.

President Gurbanguly Berdimuhamedov emphasized that the nationwide celebrations in honour of the 20th anniversary of independence were gaining in scope. In this regard the Turkmen leader instructed the high-ranking officials to take all necessary measures to hold the festivities in a proper manner.

The Turkmen leader emphasized that the Elders’ Council was to adopt the important decisions which would guarantee the prosperity and wellbeing to the country and its citizens. President Gurbanguly Berdimuhamedov said all sectors of the economy of independent neutral Turkmenistan significant progress and the country had enhanced its prestige in world arena for the reporting period. This is vividly illustrated by the interest of major international structures and well-known companies in enhancing mutually advantageous cooperation with our country.

Touching upon the celebrations in honour of the anniversary of independence, the Turkmen leader underlined the importance of concerting efforts of all institutions and organizations to organize and hold the festivities in a proper manner.

Wishing the meeting participants every success in their activity, President Gurbanguly Berdimuhamedov together with those present headed to the venue for the Elders’ Council meeting.

A solemn atmosphere reigned in the assembly hall of the Palace of Congress where delegates from all regions of Turkmenistan had gathered together. Among them were the elders, the heads and deputies of the Mejlis, cabinet ministers, khyakims of velayats, towns and etraps, specialists of various sectors of the national economy, cultural and art workers, Turkmen diplomats, representatives of the public organisations of the Galkynys National Movement. Representatives of diplomatic missions and representative offices accredited to our country, the authoritative international organisations, Turkmen and foreign news agencies had been invited to participate in the forum.

Greeting participants of the national forum, which was held when the country was widely and solemnly celebrating the 20th anniversary of independence of the Fatherland, President Gurbanguly Berdimuhamedov noted that in our country it had become a good tradition to discuss principal, significant events with the elders, ask them for advice and adopt decisions.

Then President Gurbanguly Berdimuhamedov announced the Elders’ Council meeting open. The National Anthem of Turkmenistan was performed.

Addressing the forum, the President heartily congratulated its participants and the Turkmen people in their person on the 20th anniversary of independence of the Motherland and expressed the best wishes for the main national holiday.

To the applause of those present President Gurbanguly Berdimuhamedov signed the documents submitted to the Elders’ Council for consideration as it had been endorsed and supported by the forum.

Signing the Decree “On the Pardon to Convicted Persons in Honour of the 20th Anniversary of Independence of Turkmenistan”, the Turkmen leader noted that this decision was consistent with the principles of mercy, humaneness, justice and humanism bequeathed by our ancestors and aimed at strengthening further unity and integrity of the Turkmen society.

President Gurbanguly Berdimuhamedov signed the Decree “On the Granting of Turkmen Citizenship”. In accordance with the Decree 1,700 persons, who had lost citizenship for some reasons, were granted Turkmen citizenship.

The Turkmen leader also signed the Decrees “On the Awarding of the anniversary medal Türkmenistanyň Garaşsyzlygynyň 20 ýyllygyna” and the “The Awarding of the anniversary medal Türkmenistanyň Garaşsyzlygynyň 20 ýyllygyna to foreign citizens” and the Decree “On Kurban bayramy celebrations”.

Then the President of Turkmenistan addressed the forum with a keynote speech.

The Turkmen leader’s speech was welcomed with great enthusiasm and interrupted several times by the storm of applause that vividly testified to the full and unanimous support for the progressive policy of reforms steadily pursued by President Gurbanguly Berdimuhamedov.

After the break the forum continued its work.

Addressing the forum, the President proposed to discuss the agenda issues and gave the floor to meeting participants.

First the floor was given to a physics teacher of school 61 from Ashgabat O. Sukhanova.

It was emphasized that our ancestors’ precepts, their dreams and cherished desires underlay all constructive initiatives put forward by the leader of the Turkmen state. Today the Turkmen people live a prosperous, happy life and face their future with confidence. New schools equipped with advanced multimedia technologies and modern kindergartens are built throughout Turkmenistan due to the fundamental reform implemented under the leadership of President Gurbanguly Berdimuhamedov in the education sector. Nowadays Turkmen young people receive education in compliance with international standards, and teachers are given every support in our country. Paramount attention is paid to integrated development of the younger generation.

The school teacher said the new books written by the Turkmen leader Gurbanguly Berdimuhamedov about the life of Berdimuhamed Annaev, the Turkmen leader’s grandfather who was a talented teacher and prominent personality, and about world-renowned Turkmen carpets would become an invaluable guideline for educational professionals and a spiritual fount for youth.

O. Sukhanova proposed on behalf of citizens of Ashgabat and Turkmenistan to confer the title of Hero of Turkmenistan to President Gurbanguly Berdimuhamedov.

This proposal was supported on behalf of the elders of Turkmenistan by Chairman of the War Veterans’ Organisation of Turkmenabat, Lebap Velayat D. Ayydov.

Addressing the forum, D. Ayydov said the grandiose changes that the united and solidary Turkmen people were proud of were taking place in our beautiful Motherland that was going to celebrate the 20th anniversary of its independence. Due to the efforts taken by President Gurbanguly Berdimuhamedov the international prestige of Turkmen state, which was known all over the world, had grown significantly. All national programmes initiated by the leader of Turkmenistan were aimed at the further prosperity of the Motherland.

Expressing profound gratitude to the Turkmen leader on behalf of the elders of the country, D. Ayydov said the President of Turkmenistan set an outstanding example of humanism. The Turkmen leader always finds time to talk with children and with the elders. Industrial infrastructure in Lebap Velayat sees rapid development through the efforts of the leader of the Turkmen state. All these activities will enable to enhance the economic strength and the international prestige of Turkmenistan.

Ensuring that senior citizens of Turkmenistan would selflessly contribute to bringing up youth, D. Ayydov wished the Turkmen leader good health and every success in his noble undertakings.

Then the floor was given to Deputy Head of the Lebap Velayat Department of Culture A. Soltanov.

It was emphasized that workers of culture and art fully supported the President's speech during the Elders’ Council meeting. The respect that the Turkmen leader shows to the elders and their advice evidences the great honour paid to the hoary with ages elders in our country. The Turkmen leader’s unceasing concern for people’s welfare, the humane domestic and foreign policies have placed Turkmenistan among developed countries of the world.

The President’s constructive initiatives put forward from the rostrum of the UN General Assembly and aimed at stepping up fruitful international cooperation have been welcomed worldwide. The principle “a state for the people” proclaimed by the Turkmen leader is the banner of the Turkmen people. The national culture has been brought to a higher level through the Turkmen leader’s efforts. A. Soltanov expressed sincere gratitude to President Gurbanguly Berdimuhamedov for paying special attention to this sphere.

The leader of the Turkmen state whop has presented a wonderful epoch and happy life to his people and enhanced the prestige of the beloved Motherland is a hero of his people and Fatherland, emphasized A. Soltanov. Supporting the proposal to confer the title of Hero of Turkmenistan to the Turkmen leader Gurbanguly Berdimuhamedov, A. Soltanov concluded his speech with the inspirational poems.

In his speech Principal of school 11 from Geoktepe Etrap of Ahal Velayat K. Atdaev heartily congratulated the President of Turkmenistan and those present on the 20th anniversary of independence of the Motherland.

It was emphasized that our country like a fast horse was moving forward to new heights under the wise leadership of the Turkmen leader Gurbanguly Berdimuhamedov. The large-scale reforms are taking place in the education sector where innovative technologies and latest teaching methods are actively applied. Boarding schools, sports and art schools where children can broaden their outlook are built in remote settlements.

Assuring that educational professionals will apply every effort to fulfil the important tasks assigned to them, C. Atdaev supported on behalf of his colleagues the proposal to confer the title of Hero of Turkmenistan to President Gurbanguly Berdimuhamedov and wished the Turkmen leader good health and new outstanding accomplishments in his titanic work for the benefit of the Motherland and people.

Addressing the forum, a retiree Sh. Sopyev from Baydak Gengeslik, Gubadag Etrap, Dashoguz Velayat, stressed that the grandiose changes had come to all regions of the country through the tireless efforts of the leader of the Turkmen state. Thus, Ruhubelent Etrap has been established, the Turkmen Agricultural Institute, the local history museum, plants and factories have been opened, social and cultural facilities, railway and highways have been put into operation in Dashoguz Velayat. The President pays particular attention to the improvement of social and living conditions of citizens.

Expressing profound gratitude on behalf of citizens of Dashoguz Velayat to the Turkmen leader for his tireless efforts to develop the northern region and assuring that the elder generation would contribute further to bringing up youth to love their Motherland and respect for the lofty moral values of the nation, Sh. Sopyev supported the proposal to confer the title of Hero of Turkmenistan to President Gurbanguly Berdimuhamedov.

Addressing the forum, a worker of the Nebitdagnebit enterprise of the Turkmennebit State Concern A. Charlyev noted that the grandiose reforms taking place under the leadership of President Gurbanguly Berdimuhamedov in all sectors, including in the strategic oil and gas sector, were aimed at modernizing and developing its industrial infrastructure and expanding mutually advantageous cooperation with foreign partners. Turkmen oil and gas industry workers are celebrating the Independence Day with new labour victories. Hydrocarbon-rich Turkmenistan seeks to place its potential at the service of mankind as is embodied in the energy policy pursued by the Turkmen leader Gurbanguly Berdimuhamedov.

Expressing deep gratitude to the Turkmen leader for his unceasing concern for the welfare of oil and gas industry workers, A. Charlyev ardently supported the proposal to confer the title of Hero of Turkmenistan to President Gurbanguly Berdimuhamedov.

Addressing the forum, a citizen of Akybay Gengeslik from Mary Etrap, Mary Velayat a retiree S. Gulov expressed sincere gratitude to the Turkmen leader for his unceasing concern for the welfare of senior citizens of Turkmenistan.

The beloved Motherland is flourishing under the wise leadership of President Gurbanguly Berdimuhamedov, youth receives education in compliance with international standards, citizens are provided with unprecedented benefits, services of wonderful health centres, renovated sanatoria and recreational centres in the Avaza national tourism zone. The drastic changes are taking place in Mary Veleyat where a number of important facilities have been built in recent years, including the new building of the Mary Velayat Library.

Emphasizing that the elders of Turkmenistan fully supported the proposal to confer the title of Hero of Turkmenistan to President Gurbanguly Berdimuhamedov, S. Gulov expressed the best wished to the Turkmen leader.

A third-year student of the Department of Journalism of the Faculty of the Turkmen Language and Literature of Magtymguly Turkmen State University A. Gurbanova emphasized that Turkmen youth was very proud of the achievements that the Motherland had gained on the path of development and progress that President Gurbanguly Berdimuhamedov was leading the country along.

It was noted that after assuming office, the President of Turkmenistan had initiated the large-scale reforms in the education sector which would provide Turkmen young citizens with an opportunity to receive modern education, and Turkmen youth inspired by this fact sought to acquire knowledge and professions and be useful to the beloved Motherland.

At the conclusion A. Gurbanov emphasized that Turkmen youth welcomed and ardently supported the proposal to confer the title of Hero of Turkmenistan to President Gurbanguly Berdimuhamedov.

Speaking at the forum, a military servant of a military unit of the Ministry of Defence Sh. Gochiev emphasized that the Elders’ Council meeting in Ashgabat held on the eve of the 20th anniversary of independence of the Motherland would add a bright page to the history of the epoch of new Revival. In his speech a representative of the younger generation of Turkmen military servants expressed profound gratitude to the Turkmen leader for his tireless efforts to modernise the material and technical base of the National Army and create the favourable conditions for effective service, comfortable life and recreation of military servants and their families.

It was especially noted that the personal example of the President of Turkmenistan set a brilliant example of true patriotism, high morality and commitment to a healthy lifestyle was the school for Turkmen warriors.

Sh. Gochiev said that Turkmen military servants fully supported the will of compatriots to confer the title of Hero of Turkmenistan to President Gurbanguly Berdimuhamedov – the author of the innovative domestic and foreign policies that had laid the foundations for outstanding achievements gained by the Motherland on the path of progressive development.

Addressing the forum, Vice Chairman of the Elders’ Council, the elder of Turkmenistan M. Garryev noted that during his frequent trips around country he had heard many requests from citizens, workers of enterprises, institutions and social organisations to confer the title of Hero of Turkmenistan to President Gurbanguly Berdimuhamedov. M. Garryev supported the unanimous request of the Turkmen people to confer the title of Hero of Turkmenistan to President Gurbanguly Berdimuhamedov for his outstanding services in bringing the Motherland to a higher level of development through implementing the comprehensive progressive reforms which had dramatically changed the life of Turkmen citizens.

Then the ceremony of awarding the government awards to citizens of our country and foreign citizens took place.

The Chairperson of the Mejlis read out the Decree of the President of Turkmenistan.

In a solemn atmosphere the Turkmen leader awarded Turkmen citizens for their conscientious work for the benefit of the beloved Motherland.

President Gurbanguly Berdimuhamedov presented the awards to foreign citizens for their profound contribution to enhancing the international prestige of Turkmenistan, promoting friendly and brotherly relations between the Turkmen people and other nations and enhancing the economic strength of our country.

Accepting the government awards, our compatriots and citizens of foreign states expressed profound gratitude to the Turkmen leader Gurbanguly Berdimuhamedov for the high appreciation of their labour, his unceasing concern for the wellbeing of the Motherland, welfare and happiness of the Turkmen people and pursuing the progressive foreign policy strategy.

The floor was given to Chairperson of the Mejlis A. Nurberdyeva. Addressing the forum, the head of the Turkmen Parliament put emphasis on the outstanding services to President Gurbanguly Berdimuhamedov to the Turkmen state and society, his profound contribution to the prosperity of the Motherland and a prosperous and happy life of the Turkmen people. It was noted that since assuming office, the Turkmen leader had declared the concern for people’s welfare to be a state policy priority. This is vividly evidenced by unprecedented steps taken in Turkmenistan as well as the Turkmen leader’s prudent initiatives for the benefit of the people.

These great activities based on the ancestors’ age-old traditions and setting an example of humanism, patriotism, high morality and heroism are performed on advice of the respected elders. The national forum in Ashgabat providing a platform for discussing the issues of national importance exemplifies genuine national democracy. Today every citizen of our country faces the future with confidence and inspiringly works for the prosperity of the Motherland. This is a great achievement of our society.

The work done in our country for five years embodies true heroism. It is supported by our people, young and old. This is illustrated by the proposals and requests coming to the Parliament from citizens all over Turkmenistan, enterprises and organisations for several years. In the speeches presented at the forum this will of the people had been confirmed once again, emphasized the head of the national Parliament.

The people who have entrusted their fate to their President, fully and unanimously supports the Turkmen leader’s initiatives. All the drastic changes taking place in our country is inextricably linked with the Turkmen leader. In this context A. Nurberdyeva reported that the Mejlis of Turkmenistan had adopted the decision to confer the title of Hero of Turkmenistan to President Gurbanguly Berdimuhamedov.

This decision was welcomed by the storm of applause.

The Chairperson of the Parliament read out the Resolution of the Mejlis of Turkmenistan on the conferring the title of Hero of Turkmenistan and the awarding the anniversary medal to President Gurbanguly Berdimuhamedov.

To the storm of applause lasting Chairperson of the Mejlis A. Nurberdyeva awarded the Altyn Ay Medal, the highest government award of Turkmenistan and the anniversary medal Türkmenistanyň Garaşsyzlygynyň 20 ýyllygyna to President Gurbanguly Berdimuhamedov.

Addressing the Elders’ Council meeting, the President said the highest government award obliged him to continue to work inspiringly and selflessly in the interests of the people and their peaceful, friendly, prosperous and abundant life.

Today, our Motherland, independent neutral Turkmenistan is moving forward with confidence along the path of progress to new heights, said the Turkmen leader. The large-scale activity is carried on to develop the spheres of science and education, health care, culture, tourism and sport in our country where the economy rapidly grows. Stupendous achievements and heights our independent Motherland gains due to inspired labour of our people arouse our joy and pride.

Having proclaimed the principle “a state for the people”, we are carrying out the extensive work to improve the welfare of the Turkmen people, continued President Gurbanguly Berdimuhamedov. Also, the prestige of our neutral Fatherland steadily grows worldwide. Our independent country is committed to brotherly, friendly relations with different countries of the world. Abiding by the status of permanent neutrality, Turkmenistan significantly contributes to strengthening peace and security, prosperity and sustainable development in the region and throughout the world.

For a short historical period the country has gained stupendous achievements and reached heights which are to leave a bright mark in the millennia. All these prominent accomplishments are the fruits of selfless and noble labour of our valorous people, said the President.

”So, I am accepting the highest government award as an award presented to all our people, as an award presented for our joint great accomplishments,” said the President of Turkmenistan.

Dwelling upon the objectives to develop further the national economy, the President noted that these grandiose objectives were aimed at making our Motherland the country where the happiest people in the world lived. All our activities are dedicated gaining to these objectives, particularly steadily improving the people’s welfare and guaranteeing their prosperous, peaceful and happy life, said the President of Turkmenistan.

Emphasizing that every citizen of Turkmenistan made a worthy contribution to the large-scale and noble activities carried on in our country, the national leader Gurbanguly Berdimuhamedov said much work was to be done to implement the ambitious development programmes. In this context the President of Turkmenistan expressed belief that all of these grandiose objectives would be gained through concerted efforts.

Expressing gratitude to the participants of the Elders’ Council meeting and all compatriots for highly appreciating his activity and presenting the high government award, the President stated that the highest and most valuable award for him would the faith of the people. “I will continue to work inspiringly and selflessly to justify their confidence,” said the President of Turkmenistan. “Whilst fulfilling these grandiose tasks assigned to us, I always rely on my people. I believe that my people will support me.”

Cordially thanking those present for the congratulations and hearty wishes, the Turkmen leader warmly congratulated them on the 20th anniversary of independence and wished forum participants and the Turkmen people good health, prosperity, happiness and every success in their work for the further prosperity of the Motherland and reaching new heights of progress.

Noting that the important issues had been considered during the meeting, President Gurbanguly Berdimuhamedov presented the draft Resolution of the Elders’ Council of Turkmenistan and the draft Address of the Elders’ Council members to the Turkmen people for their consideration.

These documents were approved unanimously.

The President announced the forum closed. Informing that the Elders’ Council would hold a next meeting in Balkan Velayat in 2012, the Turkmen leader Gurbanguly Berdimuhamedov expressed sincere gratitude to those present for taking an active part in the forum.

The National Anthem of Turkmenistan was performed.

The participants of the Elders’ Council meeting congratulated heartily President Gurbanguly Berdimuhamedov on the upcoming national holiday, the 20th anniversary of independence of the Motherland and receiving the title of Hero of Turkmenistan.
