President of Turkmenistan chairs a video conference

President of Turkmenistan Gurbanguly Berdimuhamedov conducted a video conference with the cabinet ministers, the heads of ministries and departments and the velayat khyakims.

The video conference agenda focused on the progress in implementing the large-scale programmes of the social and economic development in the epoch of power and happiness of the Turkmen state, the existing situation in the sectoral ministries and departments, and the measures taken to fulfill the Turkmen leader’s instructions.

The Ahal Velayat Khyakim reported on the existing situation in the region, including the course of the cotton sowing campaign and crops treatment. The Khyakim also reported on the readiness of the agricultural equipment, the motor transport, relevant enterprises and granaries for the harvesting campaign. The Ahal Velayat Khyakim reported on the programme of the festive events on occasion of the Turkmen Horse Day to be celebrated on the last Sunday of April.

Dwelling upon the necessity of paying particular attention to the urgent issues regarding developing the velayat in all spheres, President Gurbanguly Berdimuhamedov underlined that an important campaign of the agro-industrial complex of the country – cotton sowing campaign should be carried out in strict compliance with the agricultural norms and competed at the high quality level at a stated time.

Moreover, the President of Turkmenistan instructed the Ahal Velayat Khyakim to launch construction of all objects stipulated by the Resolutions adopted within the framework of an enlarged meeting of the Cabinet of Ministers of Turkmenistan held recently without delay.

Then the President of Turkmenistan noted that the state commission, including Vice Premiers of Turkmenistan had made a working trip to Ahal Velayat to analyze the progress of works carried out in the region within the framework of the National programme for development of velayats. The Turkmen leader stated that the outcomes of the working trip to Ahal Velayat vividly demonstrated that the work had been carried in the region very slowly.

The Turkmen leader noted that of 143 objects of the social and cultural purposes to be built in the region, only 54 ones had been erected in Ahal Velayat. In spite of the expiration of the planned dates, the construction works are still carried out at 67 objects, and the works have not started yet at 22 objects. 33 percent of newly-constructed apartment houses were put into operation, the volume of incompleted construction projects makes up 53 %, and 14% - apartment houses, construction of which has not yet started.

Construction of engineering networks in the region has been fulfilled only up 35 % of scheduled works. The Projects on construction of motor roads, power lines, water supply systems, sewerage systems and gas supply are implemented very slowly.

The Turkmen leader noted that such low indicators were caused by a number of negative factors, including poor organization of work of the velayat khyakimlik. It took 12-14 months instead of 2-3 months to draft and negotiate the project documents.

In order to improve the situation, the Turkmen leader instructed the heads of the relevant ministries and departments to take the priority measures. Among them the Turkmen leader defined the draft of the projects of single design prepared jointly with the project institutions, and their implementation, supplying the ongoing construction works with necessary materials, amending the existing Procedures on valuation of road-building works.

President Gurbanguly Berdimuhamedov also underlined the necessity of increasing the number of students studying in higher educational institutions and secondary vocational educational institutions in architectural and engineering professions. In order to strengthen the control over the quality of construction works, the President ordered to create the works and building department in etrap khyakimliks and authorize all commercial banks to issue preferential credits to private enterprises and entrepreneurs for investments with the annual percentage rate of 5 %.

The Turkmen leader once again underlined that the main cause of the shortcomings in implementing the National programme in Ahal velayat could be explained by improper organization of work in the field, and unsatisfactory performance of the duties by local authorities. In this regard the Turkmen leader demanded the relevant officials to draw a conclusion on the mentioned above, to analyze the existing situation in the region, and required to eliminate the shortcomings revealed during the inspection as soon as possible and to implement the scheduled works at the high-quality level in a short possible time.

The khyakims of Balkan, Dashoguz, Lebap and Mary Velayats reported on the existing situation in the agricultural sector, in particular, on the preparations for the harvesting campaign, and the measures taken to ensure the high level of festivities in the regions on occasion of the Turkmen Horse Day. The velayat khyakims also reported on the progress in implementing construction works, and the measures taken on developing the social and industrial infrastructure in the regions.

The Minister of Agriculture of Turkmenistan, and Chairman of the Turkmenobahyzmat Association reported on the preparations for the grain harvesting campaign.

President Gurbanguly Berdimuhamedov focused the meeting participants’ attention on the readiness of agricultural equipment, which would be engaged in the harvesting campaign, as well as the advanced execution of works at the facilities designed for keeping the harvested grain underlining that all necessary measures should be taken in time and at the proper level.

The Turkmen leader instructed the relevant officials to ensure the high organizational level of the celebrations of the Turkmen Horse Day and the second meeting of the International Association of Ahelteke Horse Breeding.

The other important state policy issues were considered and the decisions were adopted during the meeting.
