Turkmen-Belarus top level talks

President of TurkmenistanGurbanguly Berdimuhamedov left for the official visit to the Republic of Belarus on April 27. Vice Premier of the Republic of Belarus Mikhail Myasnikovich, Minister of Foreign Affairs of Belarus Sergey Martynov, and other officials met the President of Turkmenistan at the Minsk-2 National airport.

The President’s cortege headed from the airport to the official residence of the President of the Republic of Belarus.

It should be noted that the members of the governmental delegation of our country held a number of meetings with their Belarus colleagues, and the working meeting of co-chairmen of the Intergovernmental Turkmen-Belarus Commission on the economic cooperation took place in Minsk on the eve of the Turkmen leader’s visit to Belarus.

The ceremony of official meeting of the high Turkmen guest took place at the square in front of the building of the Administration of the President of Belarus. President Alexander Lukashenko cordially greeted President Gurbanguly Berdimuhamedov. Gurbanguly Berdimuhamedov and Alexander Lukashenko headed to the building of the Administration of the President of Belarus. After the traditional photographing in the Blue Hall, the two leaders held one-on-one.

Then, the talks continued in an expanded format with participation of the members of government delegations of the two countries in the Belarus Hall.

President Alexander Lukashenko noted with satisfaction that within the last four years the foreign trade turnover between the two countries had increased as much as five times, and in 2011 had exceeded 200 million US dollars. Underlining the significance of implementation of the project on construction of the ore-dressing and processing enterprise producing potash fertilizers in Lebap Velayat, and supply of Belarusian equipment to Turkmenistan, the President of the Republic of Belarus stated that over 6,000 Turkmen citizens studied in various regions of Belarus, and offered to open an educational institution to train middle level staff. The President of Belarus reaffirmed the intention to actively cooperate with Turkmenistan within the framework of authoritative regional and international organisations, including the UN.

President of Turkmenistan Gurbanguly Berdimuhamedov underlined the confidential character of the bilateral relations, and reminded that the official visit of the President of Belarus to Turkmenistan took place on April 28-29 of the last year. President Guranguly Berdimuhamedov underlined with satisfaction the closeness and coincident positions of Turkmenistan and the Republic of Belarus on the urgent issues of the modern time successfully cooperating in various spheres. Belarus widely had supported the relations in the format of leading international organisations, including the UN and CIS. As is known, Turkmenistan had chaired the CIS in 2012. The Turkmen leader noted that it was planned to hold a number of important events in Ashgabat and we hoped that Belarus would take an active part in their preparations and organization.

According to the Turkmen leader, the volume of the bilateral trade turnover between the two countries had increased as much as 2.6 times in 2011 as compared with 2010. The Turkmen leader emphasized that there was great potential in implementing the joint work in the oil- and gas-processing industry and modernization of the power infrastructure with participation of Belarus companies.

Noting that today, over 15 enterprises with participation of Belarusian capital successfully work in Turkmenistan, 13 investment projects have been implemented amounted to over US $ 1.123 billion, and President Gurbanguly Berdimuhamedov expressed belief that the indexes would increase within the near future.

The project on construction of the ore-dressing and processing enterprise producing potash fertilizers in Lebap Velayat, and supply of Belarusian automotive engineering and agricultural equipment to Turkmenistan vividly testify to the mutually beneficial Turkmen-Belarusian cooperation. The sphere of tourism can be a new sphere of business partnership between the two countries.

The President of Turkmenistan underlined the significance of the Days of Culture of Turkmenistan and the Republic of Belarus in Minsk in 2010 and in Ashgabat in 2012, and suggested to organize the Weeks of Turkmen and Belarusian Cinematography in the two countries. The Republic of Belarus is a key partner of Turkmenistan in training highly-qualified specialists. Today, thousands of Turkmen boys and girls study in the leading higher educational institutions of the Republic of Belarus. Speaking about it, the Turkmen leader thanked the Government of the Republic of Belarus for the support and development of cooperation in the sphere of education.

The Turkmen leader invited the President of the Republic of Belarus Turkey to pay a visit to Turkmenistan. This invitation was accepted with gratitude. The dates of the visit will be adjusted through diplomatic channels.

In conclusion of the top level talks, the ceremony of signing bilateral documents took place. Under the applause of those present at the ceremony Gurbanguly Berdimuhamedov and Alexander Lukashenko signed the Joint Ukrainian-Belarus Communiqué and the Agreement between the Government of Turkmenistan and the Government of Belarus on trading and economic cooperation in the sphere of supply of agricultural, road construction, and municipal equipment manufactured in Belarus.

A solid package of documents including the bilateral agreements on mutual allocation of land plots for the Embassy of Belarus in Turkmenistan and the Embassy of Turkmenistan in Belarus, on cooperation in the sphere of geodesy, cartography, remote sensing of the Earth, education, industrial, housing and social construction, on cooperation between a number of scientific and educational institutions. The Memorandum on Mutual Understanding between the Ministry of Adalat of Turkmenistan and the Ministry of Justice of the Republic of Belarus; the Agreements on cooperation in the sphere of agriculture, between the Academy of the Civil Service under the President of Turkmenistan and the Academy of Public Administration under the President of the Republic of Belarus, between the Chambers of Commerce and Industry of Turkmenistan and Belarus on establishment of a Business council on cooperation was signed during the ceremony.

In conclusion of the signing ceremony, the leaders of the two countries made a brief address to the media commenting the outcomes of the top level talks.

Then Gurbanguly Berdimuhamedov headed to the Belarusian State University where the ceremony of conferring the title of Honorary Professor of the Belarusian State University to the President of Turkmenistan took place.

Then President of Turkmenistan Gurbanguly Berdimuhamedov headed to his residence.

President of the Republic of Belarus Alexander Lukashenko gave an official dinner in honor of the distinguished guest. During the dinner the leaders of the two countries exchanged the speeches reaffirming the invariable adherence of Turkmenistan and Belarus to the ties of friendship.

The official visit of President of Turkmenistan Gurbanguly Berdimuhamedov to the Republic of Belarus continues.
