President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces General of the Army Gurbanguly Berdimuhamedov chaired a meeting of the State Sectary Council which was held in Turkmenbashi. The agendas focused on the results of work of the military and law enforcement agencies within the last four months as well as the important tasks set to them for the near future.
Secretary of the State Security Council, Minister of National Security Ya. Berdiev reported to the President of Turkmenistan.
Before the beginning of the meeting the Turkmen leader got acquainted with the progress of construction of various facilities for military sailors. Getting acquainted with the projects, the President of Turkmenistan underlined that the key requirements to all facilities constructed in the country included high quality of works and keeping the terms of their performance. In this regard, President Gurbanguly Berdimuhamedov gave a number of instructions to the relevant officials.
Then the President of Turkmenistan considered the projects of apartment hoses designed for Turkmen military servants and their families. Considering the projects, the Turkmen leader emphasized that the Government would continue showing concern for the welfare of military servants. Making a number of comments and suggestions and amending the presented projects, President Gurbanguly Berdimuhamedov instructed the relevant officials to monitor over the implementation of the construction works.
Head of the State Border Guard Service M. Yslamov reported on the situation on the state border, and the work on patriotic education and increasing the discipline in frontier troops. The Head of the State Border Guard Service also reported on progress in implementing the works on construction of the facilities for military servants.
Underscoring the importance and significance of the mission the State Border Guard Service was to accomplish, the Turkmen leader underlined the necessity of prevention of the illegal border crossing and creation of favorable conditions for successful service and comfortable life of border guards that included, first of all, construction of modern frontier units and apartment houses for military servants and their families.
Then the floor was given to Minister of Defence B. Gundogdyev, who informed the Supreme Commander-in-Chief of the Armed Forces General of the Army of the progress of the military reform initiated by the Turkmen leader encompassing a number of key aspects particularly such as strengthening and modernising the material and technical base of the Armed Forces, training military specialists and creating the favourable conditions for life and service of military servants.
Underscoring the importance of the tasks assigned to the national army, President of Turkmenistan Gurbanguly Berdimuhamedov instructed the high-ranking officials of the Ministry of Defence to carry out the further work on combat training of young soldiers who must be trained in line with the best traditions of the Turkmen military art and take much effort to create the favourable conditions for successful service, comfortable life and recreation of defenders of the Motherland.
Then the floor was given to Prosecutor General Ya. Yazmyradov, who reported on the existing situation at institutions and structures under his supervision and on fulfillment of the Turkmen leader’s instructions.
Emphasizing that the awesome responsibility was laid upon on prosecutor’s offices, the Turkmen leader demanded that unremitting attention be paid to such a crucial issue as the selection of qualified and competent personnel. President Gurbanguly Berdimuhamedov emphasized that honest, well-educated people committed to advancing the rule of law must work for these structures, and considered a number of personnel issues.
Then the floor was given to Head of the State Service on Drugs A. Garaev who reported on the measures taken by the Service to combat drug abuse and illicit trafficking in narcotic drugs.
“Today, the world has faced the serious threat that is dangerous for the gene pool of the mankind”, the President said putting emphasis on the necessity of intensifying the work to combat drugs due to wide explanatory work, in particular among youth.
Minister of Internal Affairs I. Mulikov reported on the work done by the structures affiliated with the Ministry and the specific measures taken to maintain law and order in the country.
Chairman of the Supreme Court A. Hallyev reported on the measures taken to improve the judicial system of the country.
“We have created a state where happiness and welfare of an individual are regarded as the highest value, therefore you should always remember on the necessity to defend the interests of our citizens”, underlined President Gurbanguly Berdimuhamedov commenting on the report.
Then the floor was given to Minister of Justice M. Garryev who informed the Turkmen leader of the work carried out by the Ministry during the first four months of the year and the consistent measures taken to enhance strengthen and improve the regulatory framework and bring it in compliance with modern requirements and universally recognized norms of international law, elucidate and promulgate current laws.
Commenting on the report, President Gurbanguly Berdimuhamedov focused on the need to provide competent legal assistance, including explanation of existing and recently adopted laws, and conduct consultations for citizens on a regular basis.

Chairman of the State Migration Service D. Bayramov reported on the work on issuing international passports for the citizens of Turkmenistan for departure from and arrival in the country, as well as registration of guests arriving in the country on private or business visits.
Summing up the meeting, the Turkmen leader focused once again on the need to fulfil the tasks and take an integrated approach to promoting the legal and military reforms aimed at optimizing the activity of law enforcement agencies, improving training activities and promoting professional development of their personnel.
The other issues were considered during the State Security Council meeting, and the relevant decisions were adopted.
