President of Turkmenistan conducts video conference

President of Turkmenistan Gurbanguly Berdimuhamedov conducted a video conference with the cabinet ministers, heads of ministries and departments, and khyakims of velayats and Ashgabat.

During the video conference the velayat khyakims reported on such issues as the seasonal agricultural campaigns, including the cotton growing campaign, and the preparations for the grain harvesting campaign, as well as the measures taken to improve further the social and living conditions of citizens and develop industrial infrastructure and the progress in implementing the construction projects.

Speaking about the system approach to solution of the tasks set by the Programme of Social and Economic Development of Turkmenistan for 2012-2016, the Turkmen leader gave a number of specific instructions to the velayat khyakims on organizational support to this work.

In this regard the President of Turkmenistan focused on the outcomes of the inspection in Balkan Velayat. A number of shortcomings in improper organization of works on implementation of the scheduled tasks on social and economic development of the littoral region, and improvement of the social and living conditions as well as developing rural areas were revealed during the trip to Balkan Velayat made on instructions of the Turkmen leader.

In particular, the President of Turkmenistan stated that of 123 objects of the social and cultural purposes to be built in the region in 2008-2011, construction of only 43 projects had been. In spite of the expiration of the planned dates, the construction works were still carried out at 51 objects, and the works had not started yet at 29 objects.

The paces of construction of apartment houses in the velayat are very slow. The Turkmen leader noted that at present the construction works had been competed only at 9% of apartment houses. In spite of the expiration of the planned dates, the construction works had been still carried out at 17 % of apartment houses, and the works had not started yet at 74 objects.

It was planned to build 341 vertical wells to ensure the local population with pure drinking water. But up today, only 52 wells have been built in the velayat. In spite of the expiration of the planned dates, 32 wells are still under construction, and the works have not started yet at 257 objects.

Construction of engineering networks in the velayat has been fulfilled only up to 52%. In spite of the expiration of the planned dates, the construction works have been still carried out at 13 % of construction works content, and 35% of the total volume of scheduled works make up the objects, where the works have not started yet.

The Turkmen leader noted that as a result of low work paces 26 % of power lines, 34 % of water-supply pipeline networks, 54 % of motorroads, and 85 % of gas pipelines were laid in the velayat.

Among the main reasons for the slow pace of the implementation of the rural development programme, the Turkmen leader mentioned the lack of highly qualified and competent specialists in the high and medium scale management of enterprises and institutions in the region, as well as the lack of professionals, including the specialists in architecture, construction and engineering networks and trainings in professional development.

According to the President of Turkmenistan these shortcomings resulted in dragging out the implementation of scheduled tasks on construction of industrial and social facilities and apartment houses. It was noted that it took 14-20 months to prepare the project documentation and approve them at state agencies.

In accordance with the Resolution of the President of Turkmenistan, it was planned to build two secondary schools designed for 600 places, supply them with multimedia equipment and put them into operation in October, 2010. But construction of these objects has not been competed till present. The Turkmen leader noted that the works had not been carried out at one of these facilities.

President Gurbanguly Berdimuhamedov required the velayat khyakim to eliminate the shortcomings revealed during the inspection as soon as possible and to establish a well-coordinated work with the relevant ministries and departments in order to ensure the integrated development of the social and economic infrastructure of the seaside, as well as to organize the work of the Department for Capital Construction under the Balkan Velayat Khyakimlik in a proper manner. Giving a number of specific instructions, the Turkmen leader underlined the necessity of involving local private companies in construction works in Balkan Velayat, as well as the other regions of the country.

Then the floor was given to the Ashgabat Khyakim, who reported on the measures taken to improve further the Turkmen capital, on the progress in implementing the construction projects, the measures taken to beautify the city and the preparations for the celebrations of the remarkable dates.

Commenting on the report, the Turkmen leader demanded the khyakim to pay particular attention to improvement of the Turkmen capital, and to take the issues of the municipal lighting and maintenance of sanitary code under the rigorous control. The President of Turkmenistan requested to take all necessary measures to prepare the Turkmen capital for the festive celebrations in honour of the Victory Day on May 9, and the Day of Revival, Unity and Poetry of Magtymguly Fragi. The Turkmen leader also underlined the necessity of increasing the paces of works on implementation of the large-scale town planning programme taken place in the Turkmen capital.

The Ministry of Health and Medical Industry of Turkmenistan reported on the outcomes of the visit to the Kingdom of Denmark made on the Turkmen leader’s instructions with the aim to discuss the issues of the preparations for the WHO meeting with participation of the ministers of health of European countries in Ashgabat.

The Vice Premier, Minister of Foreign Affairs of Turkmenistan reported on the work of the Ministry of Foreign Affairs of Turkmenistan on the further implementation of the foreign-policy strategy of Turkmenistan, on the preparations for international meetings of various levels, including within the framework of the Turkmenistan’s presidency in the CIS in 2012, and the international conference on refugees and displaced persons in the Muslim world. In this regard, the head of the Ministry of Foreign Affairs of Turkmenistan reported on fulfillment of the Turkmen leader’s instructions.

During the conference, the Vice Premiers reported on the existing situation in the sectors under their supervision, and the events scheduled for the near future. In particular, they reported on the preparations for the festivities in honor of the Victory Day and participation in the World Expo 2012 in Yeosu, Korea.

Summing up the reports, President Gurbanguly Berdimuhamedov gave the relevant officials a number of specific instructions on increasing the efficiency of organizational arrangements in order to ensure successful implementation of the Programme on Social and Economic Development of Turkmenistan for 2012-2016, and the important tasks set to various branches, ministries and departments.
