President of Turkmenistan conducts a video conference

President of Turkmenistan Gurbanguly Berdimuhamedov conducted a video conference with the khyakims of velayats and Ashgabat. The video conference agenda focused on the social and economic issues, including the seasonal agricultural activities in the regions, preparations for festive events on occasion of the Turkmen Constitution Day, as well as the measures taken on developing the industrial infrastructure in the regions.

The velayat khyakims reported on the progress in implementing agricultural activities, and the preparations for the grain harvesting campaign. It was also reported on the progress in implementing the construction projects in velayats and the Avaza National tourism zone.

Commenting on the report of the Lebap Velayat Khyakim, the President of Turkmenistan focused on the serious shortcomings revealed in the region related to development of the industrial infrastructure of the velayat.

President Gurbanguly Berdimuhamedov noted that in accordance with the national reformatory programme, it was planned to build and reconstruct 169 social and cultural facilities in Lebap Velayat in 2008-2011. However, according to the results of the inspection, only 55 objects were built in the region. In spite of the expiration of the planned dates, the construction works are still carried out at 110 objects, and the works have not started yet at four objects.

In order to supply pure drinking water to the local population, it was planned to build 152 vertical wells in the region. But up today, only 33 wells have been built in the velayat. In spite of the expiration of the planned dates, 12 wells are still under construction, and the works have not started yet at 107 objects. Construction of engineering networks in the velayat has been fulfilled only up to 64%. In spite of the expiration of the planned dates, the construction works have been still carried out at 29 % of construction works content, and 7% of the total volume of scheduled works make up the objects, where the works have not started yet.

The Turkmen leader noted that as a result of low work paces only 28 % of power lines, 39 % of water-supply pipeline networks, 17% of motorroads, and 81 % of gas pipelines were laid in the velayat.

As of the implementation of the key vectors for developing the industrial sector of Lebap Velayat, it was underlined that it had been planned to build and put into operation 22 manufacturing enterprises and reconstruct seven plants. As a result of the inspection, the works have started only at nine objects, whereas the works have not started yet at 20 objects.

Among the main reasons for the slow pace of the implementation of the rural development programme, the Turkmen leader mentioned poor organization of works on preparation and endorsement of project documents. In this regard, it was noted that it took about 20 months to prepare the project documentation and approve them at state agencies. The President of Turkmenistan also noted among the main reasons poor organization of work on training highly qualified specialists in construction sphere.

The Turkmen leader also noted that in spite of the sufficient number of steam trains and freight cars, the Ministry of Railway Transportation had failed to organize transportation of required construction materials to the velayat that resulted in the lack of the key types of building materials in the region.

The President of Turkmenistan stated that in spite of the availability of railway tracks, non-metallic and other building materials produced in Koytendag and a number of other etraps of the region had been transported by trucks that led to slow paces of construction works, and increase of the value of constructed facilities as well as the rapid wear of roads in the velayat.

The Ministry of Building Materials Industry had not created the sufficient number of trading depots selling building materials in the region, and had not organized the proper work of these facilities. Moreover, the administration of the region did not monitor properly over the work of the Department of Capital Construction of the Lebap Velayat Khyakimlik.

All serious shortcomings in implementation of the national reformatory programme and the key vectors for developing the industry in the region were caused by unsatisfactory job performance by the heads of some institutions and improper organization of work, said President Gurbanguly Berdimuhamedov. In this regard the President of Turkmenistan demanded the relevant officials to analyze the existing situation in the sectors under their supervision, to draw the appropriate conclusions and to eliminate the shortcomings revealed during the inspection as soon as possible.

The Ashgabat Khyakim reported on fulfillment of the Turkmen leader’s instructions, on the progress of works carried out within the frameworks of the large-scale urban-planning programme and the preparations for architectural premiers on occasion of the forthcoming remarkable events.

Underlining that as a basis of the legal system, a source of the national legislation, the Constitution of Turkmenistan serves as a guarantor of the rule of laws, human rights and freedoms of citizens, as a comprehensive modernization of the state, promotes to strengthening its policy framework, accelerated the progress of society through democratization, President Gurbanguly Berdimuhamedov emphasized the importance of holding the festivities on occasion of the remarkable date at the high level.

Underlining that the issues of improving the social and living conditions rank among the most important aspects of a complex programme of development of the Turkmen capital, the President of Turkmenistan focused on the particular significance and necessity of using the most advanced achievements in the sphere of architecture and urban design while developing the appropriate municipal engineering infrastructure. Noting the importance of ensuring the systematic control over the works on improvement of Ashgabat, and fulfillment of all requirements to maintain city facilities and park ensembles, the President gave the relevant officials a number of specific instructions.

In conclusion the Turkmen leader instructed participants of the video conference to ensure control over the work of the structures under their supervision, and increase of the efficiency of works.
