President Gurbanguly Berdimuhamedov takes part in the informal summit of the CIS Council of the heads of state

President of Turkmenistan Gurbanguly Berdimuhamedov left on a working visit for the Russian Federation to take part in the informal summit of the CIS Council of the heads of state.

The officials bade farewell to the Turkmen leader at the Ashgabat International Airport.

Few hours later the President’s plane landed at Vnukovo-2 International Airport in Moscow. The national flags of the CIS member states were hoisted there on the occasion of the event. The officials greeted President of Turkmenistan Gurbanguly Berdimuhamedov there.

The President’s cortege headed from the airport to the Grand Kremlin Palace that hosted the informal summit of the CIS Council of the heads of state.

The President of Turkmenistan headed to the Green Hall of the Palace, where all participants – heads of the CIS member states gathered. There President of the Russian Federation Vladimir Putin cordially greeted the high-ranking guests.

The Turkmen leader’s participation in the CIS Summit is another bright evidence of the successive implementation of the foreign policy pursued by neutral Turkmenistan that prioritizes the constructive mutually beneficial cooperation with all interested foreign partners within the framework of leading international and regional organizations and structures. As an associated member of the Commonwealth of Independent States, Turkmenistan takes an active part in the CIS activities providing comprehensive assistance to promoting the efficient dialogue within the bilateral and multilateral levels.

As is known, Turkmenistan has chaired the CIS this year demonstrating the most serious and responsible approach to performing this important mission. The Concept of the presidency of Turkmenistan over the Commonwealth of Independent States in 2012 developed on instructions of President Gurbanguly Berdimuhamedov is aimed at intensifying traditionally friendly, good neighborly relations between all CIS member states, promoting multifaceted effective collaboration in the interests of states and nations of the Commonwealth. Considering cooperation with the CIS as an important vector of its foreign policy, Turkmenistan builds up cooperation with CIS member states on the basis of goodwill, mutual trust and the principles of equal positive dialogue.

In this context, it should be noted that within the recent years our country has significantly enhanced its participation in the CIS events. Last summer, Turkmenistan participated in the Anniversary Interstate Exhibition “20 years of CIS: to New Horizons of Partnership-2011” dedicated to the 20th anniversary of the Commonwealth of Independent States. Turkmenistan hosted important meetings and forums of the Commonwealth, including the first forum of agricultural producers of the CIS member states held in Ashgabat in November 2009 on the initiative of the Turkmen leader. Last year, 65th meeting of the Council of Commanders of CIS member states border troops of took place in the Turkmen capital.

As for the current year, Concept of the presidency of Turkmenistan over the Commonwealth of Independent States in 2012 envisages organization of a number of large-scale events. As was reported, it is planned to hold a meeting of the Council of CIS heads of states, and a meeting of the Electric Power Board of the Commonwealth of Independent States in Ashgabat soon.

The head of all CIS member states, including the Republic of Azerbaijan, the Republic of Armenia, the Republic of Belarus, the Republic of Kazakhstan, the Kyrgyz Republic, the Republic of Moldova, the Russian Federation, the Republic of Tajikistan, Turkmenistan, the Republic of Uzbekistan and Ukraine, as well as the Chairman of the Executive Committee - CIS Executive Secretary took part in the informal summit of the CIS Council of the heads of state.

The summit of the Commonwealth of Independent States was organized at the Hall of Saint Catherine in the Great Kremlin Palace.

Opening the meeting, President of the Russian Federation Vladimir Putin cordially welcomed the high-ranking guests and expressed the sincere gratitude to his foreign colleagues for participation in this meeting. Underlining that the Commonwealth will have to solve many practical issues in the economic, humanitarian and other spheres, the President of Russia expressed belief that the meeting would be held in a business and friendly atmosphere that would contribute to establishing a fruitful dialogue in the common interests of CIS member states.

Then the Russian leader gave the floor to the President of Turkmenistan, the country that has chaired the CIS this year.

Greeting the President of the Russian Federation and all participants of the meeting, President of Turkmenistan Gurbanguly Berdimuhamedov thanked for inviting to take part in the Summit of the Commonwealth and expressed sincere gratitude for the heartfelt welcome extended in Moscow. The Turkmen leader once again congratulated his Russian colleague Vladimir Putin on assuming the office of the President of the Russian Federation and wished him every success in his responsible state activities.

President Gurbanguly Berdimuhamedov noted that Turkmenistan highly appreciated the ties of friendship and cooperation with the CIS member states and was interested in widening and strengthening these traditional relationships both at the bilateral and multilateral levels. Emphasizing that this year is of particular significance for Turkmenistan that has chaired the CIS in 2012, the Turkmen leader expressed gratitude to the heads of the CIS member states for supporting Turkmenistan's initiatives on holding various events in our country, and other CIS countries.

“We highly appreciate the CIS experience as a mechanism for multilateral cooperation”, said President Gurbanguly Berdimuhamedov noting that the identity or similarity of positions on the issues of guaranteeing peace, security and sustainable development plays a key role in cooperation between the CIS member states at the international political arena. This is especially important for developing the approaches to the problems of universal significance and related to our traditions to live in peace and good neighborliness, preservation and enrichment of the rich historical and cultural heritage of our peoples, care of the environment, education of worthy younger generation.

The Turkmen leader underlined the reasonability to consider an opportunity of laying new transport routes leading to the large sectors of the global market. An important element of such routes could be the transport infrastructure of Turkmenistan given the huge potential of the projects implemented on the North-South and East-West areas as well as the prospects of working on the markets of the Middle East, South and South-Eastern Asia.

Defining preservation of the environment and ensuring of a high level of ecology as an urgent problem, President Gurbanguly Berdimuhamedov emphasized the need to consolidate the efforts of all CIS member states in this area. In this regard the Turkmen leader stated that Turkmenistan supported the idea of announcing the year of 2013 as the Year of Ecological Culture and Environmental Protection in the Commonwealth of Independent States. “Our country is ready to share its experiences in the field of ecology and exchange the prospective plans for cooperation in this sphere with its partners in the CIS”, said the Turkmen leader. “In particular, today, within the framework of the preparations for the Rio +20 World Summit, Turkmenistan is developing the specific offers on the use of new "green technologies" in the energy sector. Moreover, developing a National strategy on climate change, we discuss this issue with leading international organizations in the context of establishing a relevant regional or subregional center”. President Gurbanguly Berdimuhamedov underlined the urgency of the environmental issues of the Caspian Sea for a number of CIS countries.

Noting that the issues of effectiveness of the achieved agreements and the level of practical implementation of the signed documents is the particular feature of cooperation within the Commonwealth, the Turkmen leader expressed belief that the specific aspects of this issue would be discussed during the meetings of the CIS authorized agencies this year. In this regard, the President of Turkmenistan invited the Prime Ministers of the CIS member states to participate in the meeting of the CIS Council of the heads of governments to be held in Ashgabat on May 30. The Turkmen leader also invited the Presidents of the CIS member states to visit Ashgabat on November 2 to attend a meeting of the Council of CIS Heads of State.

In conclusion, President Gurbanguly Berdimuhamedov noted that Turkmenistan welcomed the initiatives aimed at enhancing equal and mutually beneficial ties between the CIS member states, and expressed belief that the meeting would be another important step towards the further optimization of cooperation.

Upon conclusion of the meeting, an informal dinner was given in honor of the distinguished guests in the Winter Garden Hall. During the dinner the high-ranking guests exchanged their views on the key vectors of the CIS development, the priority aspects and prospects for constructive partnership, where particular attention have been paid to deepening the processes of economic integration on the territory of the CIS.

Demonstrating their adherence to the traditional positive dialogue, the leaders of the CIS member states reaffirmed the aspiration for successive increase of the fruitful partnership based on the equal and mutually beneficial basis.

From the Grand Kremlin Palace the President’s cortege headed to the Vnukovo-2 International Airport. President of Turkmenistan Gurbanguly Berdimuhamedov left the Vnukovo-2 International Airport for the Republic of Tatarstan, the Russian Federation.

An hour later the President’s plane landed at Kazan International Airport. The national flags of Turkmenistan, the Russian Federation, and the Republic of Tatarstan were hoisted there on the occasion of the Turkmen leader’s arrival. President of the Republic of Tatarstan Rustam Minnikhanov, Prime Minister of the Republic of Tatarstan Ildar Halikov and other officials met the President of Turkmenistan at the airport.

The President of the Republic of Tatarstan introduced the members of the official delegation of Tatarstan to the President of Turkmenistan. Then the Turkmen leader introduced the members of the official delegations of Turkmenistan to the head of the Republic of Tatarstan.

The Turkmen young people who study in the higher educational institutions in the Republic of Tatarstan cordially greeted Turkmen leader Gurbanguly Berdimuhamedov at the airport. Talking with young Turkmen people, the Turkmen leader wished them success in their study noting that given the priorities of the national development in the new historical epoch, highly qualified professionals who could efficiently cope with assigned tasks are in great demand in various spheres of the national economy of Turkmenistan.

The talks between President of Turkmenistan Gurbanguly Berdimuhamedov and President of the Republic of Tatarstan Rustam Minnikhanov have focused on the priority areas for mutually beneficial bilateral cooperation that received a powerful incentive for development within the last. Summing up the talks it is planned to sign the Programme on cooperation in the trading, economic, cultural and humanitarian spheres between the Government of Turkmenistan and the Government of the Republic of Tatarstan, the Russian Federation for 2012-2014.
