President of Turkmenistan Gurbanguly Berdimuhamedov chaired a meeting of the Cabinet of Ministers. During the meeting the drafts of documents were considered and important issues of the state policy were discussed.
Before opening the meeting, the Turkmen leader congratulated those presents and the citizens of Turkmenistan on the remarkable date – the 20th anniversary of adoption of the Constitution of Turkmenistan and the national holiday – the Day of Revival, Unity and Poetry of Magtymguly Fragi.
Then the President of Turkmenistan presented the meeting agenda and gave floor to Minister of National Security Ya. Berdiev, who reported on the progress in drafting Decrees “On the Pardon to Convicted Persons in Honour of the Day of Revival, Unity and Poetry of Magtymguly Fragi” and “On the Pardon to Foreign Citizens Convicted on the Territory of Turkmenistan”.
The President of Turkmenistan stated that following the Turkmen people’s principles of mercy and humanism he would sign the Decrees on the pardon to 987 convicted Turkmen citizens and 35 foreign citizens in honour of the Day of Revival, Unity and Poetry of Magtymguly Fragi.
Within the framework of the meeting the President of Turkmenistan signed the Decrees “On the Pardon to Convicted Persons in Honour of the Day of Revival, Unity and Poetry of Magtymguly Fragi” and “On the Pardon to Foreign Citizens Convicted on the Territory of Turkmenistan”.
Then, the floor was given to Executive Secretary of the President’s Office, Vice Premier H. Muhammedov who reported on the work done in the sector under his supervision, on the measures taken for further increase of the efficiency of work of the state regulatory agencies and the fulfilment of the Turkmen leader’s instructions.
Chairperson of the Mejlis A. Nurberdyeva reported on the work of the National Parliament on improvement of the national legislation, as well as on the preparations for the International conference “20 years of the Constitution of Turkmenistan: historical experience in building a sovereign state” on May 18-19.
Vice Premier, Minister of Foreign Affairs of Turkmenistan R. Meredov reported on the progress in implementing the foreign-policy strategy of neutral Turkmenistan. The Vice Premier reported on the preparations for the meeting of the CIS Council of Heads of State in Ashgabat on May 30.
Vice Premier B. Nurmyradova reported on the progress of works in the sectors under her supervision, and on the preparations for the Days of Culture of Turkmenistan in Astrakhan, the Russian Federation on May 25-27 and the International Conference “Ancient Merv – the center of the world culture” in Mary on June 6.
Commenting on the report Gurbanguly Berdimuhamedov emphasized the importance of further enhancing of the international cooperation in the humanitarian sphere that contributed to a deep scientific study of the rich historical and cultural heritage of the nation. As of the International Conference “Ancient Merv – the center of the world culture” to be held in Mary that was announced the 2012 CIS cultural capital, the President of Turkmenistan underlined the necessity to familiarize conference participants representing foreign countries with the results of scientific researches and archaeological investigations carried out by Turkmen scientists and their foreign colleagues in Ancient Merv that vividly testified to the fact that the Turkmen land was one of the oldest centers of the world civilization.
Vice Premier A. Gochyev reported on the measures taken within the framework of the reformatory programmes in order to improve the work of financial institutions, economic and banking systems of the country. Vice Premier also reported on fulfillment of the Turkmen leader’s instructions.
Vice Premier A.Yazmyradov reported on the existing situation in the agro-industrial complex of the country, and the measures taken to further modernize and increase the efficiency of all agricultural industries. Reporting on the progress in implementing the seasonal agricultural works, the Vice Premier informed the Turkmen leader on the preparations for the grain harvesting campaign.
Vice Premier S.Toylyev reported on the existing situation in the sectors under his supervision. In particular, the Vice Premier reported on the progress in implementing the state social policy and national programs on development of science, education, health, sports and tourism. The Vice Premier reported on the preparations for the International scientific expedition to Koytendag scheduled for May 23-27 with the aim to comprehensively study the natural resources and sights of this region, and the International conference “Nature of Turkmenistan: undiscovered wonders of Koytendag” on May 28-29. The Vice Premier also reported on the ongoing work on creation of new sports newspapers and journals.
The President of Turkmenistan supported the offer on creation of an independent self-supporting newspaper «Türkmen sporty», which will be published in three languages. The President of Turkmenistan said that along with creation of new sports editions, particular attention should be paid to training sports commentators and coaches, which would organize and hold the V Asian Indoor and Martial Arts Games in 2017 in Ashgabat at the high level.
Vice Premier A. Egeleev reported on the existing situation in the sectors under his supervision, and the prospects for their further development. The Vice Premier also informed the Turkmen leader on the preparations for the 41st meeting of the CIS Electric Power Council to be held in Ashgabat on May 25.
Vice Premier B.Hojamuhammedov reported on the progress in implementing a number of important projects within the framework of the programme on development of the oil and gas industry, chemical well as on the measures taken to further improve the work of the enterprises of the fuel and energy complex, in particular, the Turkmengeologiya State Corporation. It was reported on the progress in implementing the construction projects at the Turkmenbashi oil refineries.
Summing up the report, the President of Turkmenistan underlined that the success of all large-scale state programmes on the social and economic development depended on the dynamic development and regular modernization of the national fuel and energy complex. In this regard Gurbanguly Berdimuhamedov signed the Decree "On the Turkmengeologiya State Corporation" and underlined the necessity to create the State Geological Prospecting Service under the Turkmengeologiya State Corporation.
The President of Turkmenistan signed the Resolution "On construction of industrial facilities at the Turkmenbashi oil refineries". According to the document, a contract will be concluded with the consortium of leading Korean companies LG International Corp. and Hyundai Engineering Co. Ltd.
Then, Vice Premier R.Seyitkulyev informed the Turkmen leader on that a new vessel “Etrek” was delivered to the International sea port in Turkmenbashi.
Vice Premier N. Atagulyev reported on fulfillment of the scheduled plans on production of textile products, carpets and carpet articles and their export to the world markets.
The Vice Premier also reported on the outcomes of a working trip to the Republic of Korea on May 10-14 to take part in the 2012-EXPO, including the meeting of the members of the Turkmen delegation with the President of the Republic of Korea.
The other important state policy issues were considered and the decisions were adopted during the meeting.
