President of Turkmenistan conducts video conference

President of Turkmenistan Gurbanguly Berdimuhamedov conducted a video conference with the cabinet ministers, the heads of ministries and departments and the khyakims of Ashgabat and velayats.

The video conference agenda focused on the progress in implementing the agricultural works in the regions, first of all, the forthcoming grain harvesting campaign, as well as on the measures taken on developing the social and industrial infrastructure in the regions and the Turkmen capita, the preparations for holidays, and the priority state policy issues.

The velayat khyakims reported on the measures taken to improve the social and living conditions of citizens, the progress in implementing the construction projects and the seasonal agricultural campaigns. In particular, it was reported on the progress in preparations for the grain harvesting campaign, the measures taken to treat cotton and other crops. Particular attention was paid to the preparations for a national holiday – the Turkmen Carpet Day.

Emphasizing the importance of efficient use of all available resources for efficient organization of the grain harvesting campaign, the President of Turkmenistan underlined the necessity to prepare combine harvesters and other equipment for the campaign. The Turkmen leader also noted that the appropriate measures should be taken to ensure the high productivity of work of farmers and timely settlement of accounts with peasants. Speaking about the existing situation in the large construction projects implemented in the regions, the Turkmen leader demanded to take the course of construction works under the rigorous control.

Commenting on the report of Mary Velayat Khyakim K.Gurbanov, Turkmen leader Gurbanguly Berdimuhamedov paid special attention to the existing situation at the objects under construction in the region within the framework of implementation of the scheduled tasks on improving the social and living conditions in the regions and creation of a modern infrastructure in rural areas.

President Gurbanguly Berdimuhamedov noted that in accordance with the national reformatory programme, it was planned to build and reconstruct 182 social and cultural facilities in Mary Velayat in 2008-2011. However, in spite of the expiration of the planned dates, the construction works are still carried out at 123 objects, and the works have not started yet at 13 objects.

Construction of engineering networks in the velayat has been fulfilled only up to 46%. In spite of the expiration of the planned dates, the construction works have been still carried out at 19 % of construction works content, and 35% of the total volume of scheduled works make up the objects, where the works have not started yet. The Turkmen leader noted that as a result of low work paces only 30 % of motorroads, 30% of power lines, 34 % of water-supply pipeline and 78 % of gas pipeline networks were laid in the velayat. It is planned to build 24 enterprises in the region, but the works have started only at 11 enterprises, the works have not started yet at 13 facilities.

Among the main reasons for the slow pace of the implementation of the rural development programme, and the key vectors for developing the industrial sector of the region, the Turkmen leader mentioned poor organization of works on preparation and endorsement of project documents. In this regard, it was noted that it took about 20 months to prepare the project documentation and approve them at state agencies. The President of Turkmenistan also noted among the main reasons the low level of design of transmission facilities and lack of velayat planning and design offices.

President Gurbanguly Berdimuhamedov paid particular attention to personnel problems. Among the main reasons for the slow pace of the implementation of the rural development programme, the Turkmen leader also mentioned the lack of highly qualified and competent specialists, including architects, engineers, builders. The Turkmen leader also noted that in spite of availability of all necessary conditions, the Ministry of Railway Transportation had failed to organize transportation of required construction materials to the velayat.

All serious shortcomings in implementation of the national reformatory programme and the key vectors for developing the industry in the region were caused by unsatisfactory job performance by the heads of some institutions and improper organization of work, said President Gurbanguly Berdimuhamedov. In this regard the President of Turkmenistan demanded the relevant officials to analyze the existing situation in the sectors under their supervision, to take the measures to eliminate the shortcomings as soon as possible.

Then the floor was given to Vice Premier A.Gochyev, who reported on the results of working visits to the regions to monitor the progress in implementing the National Programme for improvement of the social and living conditions in villages, towns, cities, districts and etrap centres for the period till 2020 and the main vectors for developing the industrial sector in the regions. The issues related to spending budget funds allocated for construction of various facilities, reconstruction and modernization of existing enterprises were studied during the inspections.

Commenting on the report Gurbanguly Berdimuhamedov underlined that improvement of the quality of life of rural people ranked among the strategic tasks of the state policy of Turkmenistan. In this regard, it is necessary to continue the work on developing the social and engineering infrastructure in settlements. President Gurbanguly Berdimuhamedov instructed the Vice Premier to analyze the outcome of the working visits to the velayats, and prepare an action plan to eliminate the shortcomings revealed during the inspections. The President of Turkmenistan demanded the Vice Premier to take under the systematic control the maintenance of the financial and personnel discipline at the sectors under his supervision.

Then the floor was given to Chairman of the Central Bank of Turkmenistan T. Japarov, who reported on the preparations for the International Conference “Globalization of Financial Markets and Regional Aspects of Sustainable Development” to be held in Ashgabat on May 29-30. The forum will bring together the heads and representatives of leading international organizations and financial institutions, national banks and ministries of finance and economy of various countries. The conference agenda will focus on the financial and economic situation in the world. The forum participants will be provided with the information about the investment potential of Turkmenistan, the experience of attracting investments, and development of private sector in our country.

Emphasizing that the forum would play an important role in widening the mutually beneficial business contacts, and would contribute to the progressive development of the national economy, President Gurbanguly Berdimuhamedov underlined the necessity of taking advantage of this event to attract investments to the country.

Then the floor was given to Vice Premier B.Hojamuhammedov, who reported on the existing situation at the oil and gas industry, chemical sector and fish industry. In particular, the Vice Premier reported on the preparations for the III International Gas Congress to be held in the Avaza National tourism zone on May 23-25. The representatives of oil and gas companies, as well as leading international organizations, sectoral ministries and other institutions from 15 countries of the world, including - countries participating in the project on construction of the Turkmenistan-Afghanistan-Pakistan-India gas pipeline (TAPI) will take part in the forum and exhibition arranged within the framework of the conference.

Vice Premier A.Egeleev reported on the existing situation in the sectors under his supervision. In particular, the Vice Premier reported on the preparations for the 41st meeting of the CIS Electric Power Council, which would be held in Ashgabat on May 25.

Underlining the significance of the international forum for establishing efficient cooperation in the electric power industry, the President of Turkmenistan noted that within the period of Turkmenistan’s presidency over the CIS, our country would provide comprehensive assistance to further strengthening and developing cooperation.

Vice Premier S.Toylyev reported on the existing situation in the sectors under his supervision. In particular, the Vice Premier reported on the preparations for the international scientific expedition to Koytendag scheduled for May 23-27 with the aim to study the natural resources and sights of this region, as well as the International Conference "The nature of Turkmenistan: undiscovered wonders of Koytendag" to be held upon completion of the expedition on May 28-29.

Underlining the importance of the forthcoming international expedition for popularization of the richest flora and fauna of Koytendag, its unique natural landscapes and wonderful ancient monuments, including the dinosaurs’ plateau, fabulous mountain caves, canyons, valleys, lakes, healing springs, etc., the President of Turkmenistan noted that this expedition would help turning this region into one of the major centers of international tourism in the country in the near future. Speaking about the necessity to involve authoritative and experienced foreign specialists to the work of the expedition, the Turkmen leader instructed the relevant officials to ensure the high organizational level of the scientific and expeditionary works and the international conference.

Minister of Education of Turkmenistan G. Mammedova reported on the existing situation in the sphere under her supervision, and informed the Turkmen leader on the plan of festive events on occasion of the end of the academic year in secondary schools in Turkmenistan.

Commenting on the report, President Gurbanguly Berdimuhamedov underlined that the Turkmen state would continue taking the successive and efficient steps to reform and improve the national system of education that had provided the Turkmen youth with wide opportunities for implementation of their intellectual potential.

Then the President of Turkmenistan gave floor to Ashgabat Khyakim Sh. Durdylyev, who reported on the organizational works in the Alem Cultural and Entertaining Center. According to the Ashgabat Khyakim, starting from Wednesday the new multifunctional complex will open its doors for the people of Ashgabat and guests to the Turkmen capital.

The President of Turkmenistan underlined that besides its entertaining purpose, the Alem Center should also be a center for active cultural and educational work. President Gurbanguly Berdimuhamedov emphasized that it was necessary to use the most advanced equipment and technologies supplied to the Alem Center, as well as to use all available opportunities to broaden the mental outlook of children, encourage their interest in knowledge.

In conclusion of the video conference, President of Turkmenistan Gurbanguly Berdimuhamedov wished the conference participants health, prosperity and success in their work.
