Meeting of the Cabinet of Ministers of Turkmenistan

President of Turkmenistan Gurbanguly Berdimuhamedov chaired a meeting of the Cabinet of Ministers to consider the important issues of the state policy, and drafts of documents.

Before opening the meeting, the Turkmen leader congratulated those presents and the citizens of Turkmenistan on the Turkmen Carpet Day that is widely celebrated in our country.

The appointment of the high-ranking officials was put on the meeting agenda.

The Turkmen leader signed the Decree on appointing Director of the State Agency for Management and Use of Hydrocarbon Resource under the President of Turkmenistan Ya. Kakaev Vice Premier of the Cabinet of Ministers of Turkmenistan and the Resolution “On the State Agency for Management and Use of Hydrocarbon Resources under the President of Turkmenistan”.

Vice Premier, Minister of Foreign Affairs of Turkmenistan reported on the preparations for the meeting of the Council of the CIS Heads of State in Ashgabat on May 30. It was reported that the meeting agenda would include the urgent issues of further developing the constructive cooperation within the CIS, and priority aspects of efficient cooperation in various spheres. It is expected that within the framework of the forum, the President of Turkmenistan will held a number of bilateral meetings with the heads of the CIS member states.

Vice Premier B. Nurmyradova reported on the preparations for the ceremonies of opening of social and cultural facilities, the cultural events scheduled for the next month, and the festivities on occasion of the International Children’s Day widely celebrated all over the world on June 1.

The Vice Premier also informed the Turkmen leader on the measures taken to improve the work of the State Committee for Television, Radio and Cinematography of Turkmenistan.

Dwelling upon the report, the President of Turkmenistan signed the Resolution approving the structural reorganization of the State Committee for Television, Radio and Cinematography of Turkmenistan.

Vice Premier A. Gochyev reported on the work carried out by the institutions of the financial and banking system of Turkmenistan to fulfill the tasks set by the Turkmen leader. The Vice Premier also reported on the progress of drafting project of the document on the State Budget of Turkmenistan for 2013.

Approving the draft of the document, President of Turkmenistan Gurbanguly Berdimuhamedov signed the relevant Resolution. The Turkmen leader also instructed Vice Premier A. Gochyev to draft the consolidated report on the progress in implementing the programme on improving the rural areas based on the reports provided by khyakims of velayats and etraps for the first six months of the year.

Vice Premier S. Toylyev reported on the existing situation in the sectors under his supervision, and submitted the drafts of Decrees on creation of new higher educational institutions – the Turkmen State Institute for Oil and Gas and the Turkmen State Architectural and Construction Institute to the Turkmen leader for consideration. The projects of The National Programme on developing sport and training high-qualified sportsmen in Turkmenistan for 2012-2016 and the Programme for developing tourism in Turkmenistan for 2012-2016 were also submitted to the Turkmen leader for approval.

Commenting on the report, the President of Turkmenistan underlined that in order to ensure the comprehensive development of the education system in our country, a number of fundamental reforms aimed at creating an efficient and flexible system for training professional personnel for various spheres of the national economy had been implemented in Turkmenistan today. The President of Turkmenistan signed the Decrees “On establishment of the Turkmen Institute of Oil and Gas” and “On establishment of the Turkmen State Architectural and Construction Institute”.

Dwelling upon the issues of developing sport and tourism in Turkmenistan, President Gurbanguly Berdimuhamedov signed the Resolutions approving the national Programme on developing sport and training high-qualified sportsmen in Turkmenistan for 2012-2016 and the Programme on developing tourism in Turkmenistan for 2012-2016 underlining that successful implementation of these programmes would contribute creating the qualitatively new system for training highly qualified sportsmen and coaches, promoting the sport of high achievements as well as would ensure the accelerated development of the modern tourism industry in the country and provide an opportunity to popularize the rich historical and cultural heritage of our people, the unique corners of the Turkmen land all around the world.

Vice Premier A. Egeleev informed the Turkmen leader on the existing situation in the spheres under his supervision, reported on fulfillment of the Turkmen leader’s instructions and preparations for construction of the second turn of the complex of buildings and facilities of the Olympic Village in Ashgabat submitting the draft of the relevant document to the Turkmen leader for consideration.

Signing the Resolution “On construction of the second turn of the complex of buildings and facilities of the Olympic Village in Ashgabat”, the Turkmen leader noted that the 2017 Asian Games would become one of the brightest and most spectacular events of the national calendar and the world significance as well.

Then the floor was given to Vice Premier B. Hojamuhammedov, who reported on the progress in implementing the sectoral programmes on development, including the oil and gas sector, as well as on the outcomes of the III International Gas Congress held in the Avaza national tourism zone. The Vice Premier also reported on the preparations for the ceremony of opening of the Nesil health-improving center built at the request of the Turkmengaz State Concern in the Geokdere picturesque settlement.

Speaking about other issues, the Turkmen leader focused on the significance of work carried out in the sphere of using the transit and transport potential of the International airport in the city of Turkmenbashi, in particular fuelling aircrafts making transit landing there.

The President of Turkmenistan relieved B. Nedirov of the post of the Minister of the Oil and Gas Industry and Mineral Resources of Turkmenistan for serious shortcomings and the failure to perform his duties properly. President Gurbanguly Berdimuhamedov appointed Kakageldy Abdyllaev Acting Minister of the Oil and Gas Industry and Mineral Resources of Turkmenistan and relived him as Vice Chairman of the Turkmengaz State Concern.

Vice Premier R. Seitkulyev reported on the existing situation in the spheres under his supervision, and submitted the draft of the Resolution on purchasing specialized freight cars for the Ministry of Railway Transport of Turkmenistan.

Among the priority tasks set to the transport complex of the country, the Turkmen leader defined increase of the volumes of the freight and passenger railway traffic as well as improvement of quality of services rendered to the local population.

Approving the draft of the Resolution “On purchase of specialized freight cars for the Ministry of Railway Transport of Turkmenistan”, President Gurbanguly Berdimuhamedov demanded the Vice Premier to take all necessary measure to maintain the fleet of railway equipment properly.

The Turkmen leader instructed Chairman of the State Service of Maritime and River Transportation of Turkmenistan M. Mutdikov to ensure strengthening the material and technical basis of the industry. In particular it was noted that purchase of new ferry boats and vessels would allow laying new routes of cargo and passenger traffic, and would contribute to further developing the tourism sphere.

Speaking about developing the communications sphere, the Turkmen leader underlined the significance of providing the citizens of Turkmenistan with high-quality telephone services and the necessity of further improving the work of the Altyn Asyr national cellular communication operator. The Turkmen leader noted that particular attention should be paid to applying the advanced technologies and up-to-date equipment, and, that is also very important, to promotion of a competition in this sphere. In this regard the President of Turkmenistan instructed Minister of Communications of Turkmenistan B. Ovezov to take the appropriate measures.

In his report Vice Premier N. Atagulyev focused on developing the carpet weaving industry in Turkmenistan, modernizing its production structure and strengthening the material and technological basis, as well as the measures taken to increase the export potential of the national carpet weaving industry and create the favourable conditions for work and rest of Turkmen carpet weavers. The Vice Premier also reported on the preparations for the festive events on occasion of the Turkmen Carpet Day, including the International Exhibition and Conference entitled “Turkmen carpet – a model of beauty of our prosperous Fatherland” opened on May 26, and the XII Conference of the World Association of Connoisseurs of the Turkmen Hand Carpet Weaving to be held on May 27 with participation of Turkmen and foreign specialists and carpet weavers.

Dwelling about the festive events, the President of Turkmenistan signed the Decree on conferring a honorary title of the Honoured Carpet Weaver of Turkmenistan to a number of carpet weavers for their contribution to development of the national art of carpet weaving, as well as their hard and efficient work. In this regard the President of Turkmenistan instructed Chairperson of the Mejlis of Turkmenistan A. Nurberdiyeva to arrange the solemn ceremonies of awarding the relevant certificates, state awards and valuable present to carpet weavers.

The Velayat Khyakims reported on the readiness for the grain harvesting campaign.

The Dashoguz Velayat Khyakim reported on the agricultural campaign on the field sown with cotton.

The Lebap Velayat Khyakim reported on the expected production volumes. It was noted that it was planned to harvest 350,000 tons of grain in175,000 hectares were sown with wheat.

Vice Premier A. Yazmyradov and Chairman of the Turkmenobahyzmat Association Ch. Charlyev reported on the preparations for the grain harvesting campaign.

Reported on the outcomes of the inspections carried out at the Turkmengallaonumlery Association and the Turkmenhowayollary State National Service.

Dwelling upon the work of the Turkmengallaonumlery Association, President Gurbanguly Berdimuhamedov underlined that in order to ensure the proper work of the association, in particular export of grain, it was necessary to study the market conditions, to focus on the modern trends, and properly organize the work of the State Raw Materials and Commodity Exchange of Turkmenistan. In this regard the President of Turkmenistan gave a number of specific instructions to the relevant officials.

Speaking about the work of the Turkmenhowayollary State National Service, the President of Turkmenistan demanded the head of the service to take all necessary measures to ensure the efficient maintenance of the fleet of aircrafts, increase of the industry efficiency, and further modernization of its infrastructure.

The other important state policy issues were considered and the decisions were adopted during the meeting.
