The talks between the President of Turkmenistan and the Chairman of People’s Republic of China in Beijing

President of Turkmenistan Gurbanguly Berdimuhamedov, who arrived in the People’s Republic of China on a working visit to take part in the Meeting of the Council of Heads of the SCO Member States as a Guest of Honour, held talks with Chairman of the People’s Republic of China Hu Jintao, and President of Islamic Republic of Iran Mahmoud Ahmadinejad.

The 12th Meeting of the Council of Heads of the SCO Member States is held under the chairmanship of leader the People’s Republic of China Hu Jintao, who invited the Presidents of Kazakhstan, Kyrgyzstan, Russia, Tajikistan and Uzbekistan, the Presidents of the observer countries, including Iran, Mongolia, Pakistan and the Minister of Foreign Affairs of India. The Presidents of Turkmenistan and Afghanistan, as well as the heads of the United Nations Organisation, the Commonwealth of Independent States, the Eurasian Economic Association and the Collective Security Treaty Organisation.

…In the morning the Turkmen leader left the state residence and headed to the Tiananmen Central Square in Beijing. The official ceremony of greeting the high-ranking Turkmen guest took place at the Great Hall of the People.

The Chairman of the People’s Republic of China cordially welcomed the President of Turkmenistan in the foyer of the Great Hall of the People. Greeting with each other, the leaders of the two friendly countries headed to the hall. Introducing the members of the government delegations of Turkmenistan and China to each other, President Gurbanguly Berdimuhamedov and Chairman of the People’s Republic of China Hu Jintao headed to the podium. The National Anthems of Turkmenistan and the People’s Republic of China sounded. Receiving the report of the Commander of the Guard of Honour, the President of Turkmenistan and Chairman of the People’s Republic of China reviewed the Guard of Honour.

Upon conclusion of the solemn ceremony, Chairman of the People’s Republic of China Hu Jintao invited President Gurbanguly Berdimuhamedov to the Eastern Hall of the Great Hall of the People, where the bilateral talks took place.

Cordially greeting the Turkmen leader once again, Chairman Hu Jintao thanked President Gurbanguly Berdimuhamedov for accepting the invitation to visit the People’s Republic of China to take part in the meeting of the Council of Heads of the SCO Member States as a Guest of Honour underlining that China and the Shanghai Cooperation Organisation paid significant attention to the working visit of the President of Turkmenistan to the People’s Republic of China considering it as an important event in the history of the traditionally friendly intergovernmental relations. Chairman Hu Jintao expressed belief that the meeting would offer a new significant incentive to the positive partnership meeting the interests of the states and requirements of the modern time.

Thanking Chairman Hu Jintao for the invitation to visit the People’s Republic of China, for the hospitality and cordial welcome provided to the Turkmen delegation on the Chinese land, President Gurbanguly Berdimuhamedov underlined that Turkmenistan considered China as a key partner building relations with it on the long-term strategic basis.

During the meeting the parties discussed a wide spectrum of issues of the Turkmen-Chinese cooperation specifying its priorities. Underlining with satisfaction the dynamic development of the trading and economic relations, President Gurbanguly Berdimuhamedov noted that the People’s Republic of China served today as a largest economic partner of Turkmenistan. At present China ranks the first in the total volume of the foreign trade turnover of Turkmenistan, and the work on widening the range of export-import goods continues. The Turkmen-Chinese Committee on Cooperation plays a significant role in developing the bilateral partnership. The first meeting of the Committee is planning to be held in Beijing this year.

As was reported, the Turkmengaz State Concern and the Chinese National Petroleum Corporation (CNPC) will sign another important document – the Framework Agreement on cooperation for export extra volume of natural gas from Turkmenistan to China. In accordance with this document, the annual volume of Turkmen natural gas exported to China will reach 65 billion cubic meters.

Dwelling upon this issue, the President of Turkmenistan underlined that implementing such large-scale projects at the international political space it was required to consolidate the efforts to ensure the reliable and sustainable transit of energy resources to the world markets. In this regard the Turkmen leader expressed the hope for assistance of our Chinese partners to address the issue on creating a specialized international group for preparing the international convention aimed at ensuring security of transit of energy resources under the aegis of the United Nations Organisation.

Hu Jintao stated that China was ready to work jointly with Turkmenistan on establishing more active and rich in content bilateral relations of friendship and cooperation reaffirming the aspiration of the People’s Republic of China for enhancing cooperation in such spheres as natural gas, transport and communications, agriculture, chemical industry, health and high technologies. It was underlined the significance of fostering relations between the business structures of the two countries in the humanitarian sphere. The Chairman of the People’s Republic of China noted the importance of enhancing educational exchanges, including due to increasing the quotas for Turkmen youth to study in the higher educational institutions of China, implementation of joint projects on training qualified specialists for various spheres, as well as bilateral cooperation in the sphere of security.

It was noted during the meeting that Turkmenistan and China acted from the position of responsible members of the world community making significant contribution to creation of new mechanisms of cooperation and providing assistance to the positive trends in the region. The invitation addressed to the Turkmen leader to take part in the Meeting of the Council of Heads of the SCO Member States as a Guest of Honour that is related to the energy agenda, and the key topic of the forum – the issues of the regional security vividly testifies to the mutual understanding and aspiration of the both countries for the multiformat cooperation.

Wishing success in holding such a representative forum, the Turkmen leader noted that Turkmenistan as a neutral state was ready to take an active part in the regional and interregional projects on cooperation within the Shanghai Organisation given the national interests and foreign policy of our country.

The Turkmen leader also invited Chairman of the People’s Republic of China Hu Jintao to visit Turkmenistan at any convenient time. In conclusion of the meeting, President of Turkmenistan Gurbanguly Berdimuhamedov and Chairman of the People’s Republic of China Hu Jintao bade farewell to each other expressing belief in the further successful development of the intergovernmental relations.

Leaving the Great Hall of the People, the President of Turkmenistan headed to the state residence, where he met with President of Islamic Republic of Iran Mahmoud Ahmadinejad to discuss the existing situation and prospects for bilateral cooperation, and exchange the views on the urgent issues of the regional and international policy.

In conclusion of the meeting, the President of Turkmenistan headed to the Great Hall of the People, where the Meeting of the Council of Heads of the SCO Member States took place in a narrow format.

An unofficial dinner was given at the Beijing Hall in honour of participants and guests of the SCO summit on behalf of the Chairman of the People’s Republic of China. Upon completion of the dinner, the heads of the delegations headed to the Big State Theater of Beijing, where a big festive concert was performed on occasion of the remarkable event and dedicated to the Year of Friendship and Good-neighborliness announced by the SCO.

After the concert the President of Turkmenistan returned to the state residence.

On June 7, the Turkmen leader has taken part in the 12th Meeting of the Council of Heads of the SCO Member States, observer countries and guests of honour in an expanded format. Summing up the meeting the declarations, which will fix the long-term goal of creation of a peaceful, harmonious and prosperous region, and positions of the SCO member states on important international and regional issues, will be published.
