President of Turkmenistan, Academician of the Academy of Sciences of Turkmenistan, Doctor of Medical and Economic Sciences, Professor Gurbanguly Berdimuhamedov chaired a meeting with the representatives of the Turkmen science at the Academy of Sciences of Turkmenistan. The meeting dedicated to the Turkmen Science Day focused on the urgent issues of further development of the Turkmen science in the context of the large-scale goals of the new historical epoch and the priority tasks.
The cabinet ministers, heads of ministries and departments, public organisations, scientific and research institutions of the country, academicians, professors, rectors of higher educational institutions of the country and university professors, postgraduates students, and journalists were invited to take part in the meeting held at the conference hall of the Academy of Sciences of Turkmenistan.
Opening the meeting the Turkmen leader cordially congratulated those present, scientists and the people of Turkmenistan on the Science Day widely celebrated in our country and wished them creative achievements and new scientific discoveries in the name of further prosperity of the Motherland, and happy life of the people of independent Turkmenistan. Identifying the main goal of the meeting, President Gurbanguly Berdimuhamedov underlined that particular attention would be paid to specifying the ways for developing science and its leading role in implementing the Programme for further development of the country.
The Turkmen leader dwelt upon a number of specific accomplishments in developing the national science achieved due to the measures taken within its fundamental modernization. Among them the Turkmen leader specified establishment of the solid legal basis of the national science, and the Government decisions on developing its infrastructure noting that the Turkmen citizen’s rights to the freedom of scientific and technological creative work were reflected in the Main Law of the country – the new edition of the Constitution of Turkmenistan.
Underlining with dissatisfaction the low paces of development of the material and technical basis of the national science, and in particular professional development of scientists, in spite of the Government assistance, the President of Turkmenistan said that a number of serious shortcomings had been revealed in the work of the heads of the Academy of Sciences of Turkmenistan, the Supreme Certification Committee and its expert councils, as well as a number of academic and sectoral scientific institutions. Dwelling upon development of the higher educational science, the Turkmen leader expressed dissatisfaction with low efficiency of using the scientific potential of the high school.
The Turkmen leader underlined the necessity of encouraging fundamental and applied researches that were of practical significance and required for solution of urgent tasks of the social and economic development of the country, supply them with the most advanced equipment, devices, computers, materials and specimen for conducting scientific investigations. Underlining the necessity of enhancing the work and increasing the output of the sectoral scientific and research institutions, the President of Turkmenistan enumerated a number of particular measures to taken in this sphere. Among the primarily tasks President Gurbanguly Berdimuhamedov defined the successive fostering of cooperation of the academic, sectoral and higher educational science, deepening the integration of natural, technical and social sciences, the Turkmen science with the world science.
Speaking about the key role of the state in organization the scientific sphere, strengthening its potential, President Gurbanguly Berdimuhamedov, in particular, noted that ten million US dollar were allocated for improving the material and technical basis of the national science.
Touching upon the personnel issues, the Turkmen leader underlined that at present, the national sciences needed talented scientists possessing the out of the ordinary thinking, and, in particular, with efficient developments, for solution of the grandiouse tasks set to the country today. In this regard, President Gurbanguly Berdimuhamedov noted that it was necessary to invite leading scientists from foreign countries to Turkmenistan to work in the key scientific institutions and higher educational establishments, take part in working out fundamental scientific developments, provide methodological and practical assistance to young Turkmen scientists, administer Candidate's dissertations and provide consultations to doctoral candidates.
Speaking about the modern achievements and the future of the national science, President Gurbanguly Berdimuhamedov noted that in order to integrate into the world community, Turkmenistan established its National Space Agency, and soon the national artificial Earth satellite would be launch into orbit for the first time in the history of the country.
Summing up his address, President Gurbanguly Berdimuhamedov underlined once again that the Turkmen state would pay paramount attention to developing science and strengthening the material and technical basis of scientific institutions. That was proved by signing a number of Resolutions. In particular, the Turkmen leader signed the Resolution on establishment of Technology Park, a complex uniting the scientific and research institutions and educational establishments, industrial facilities and business centers and, in future, the Academy of Sciences of Turkmenistan. Moreover, the Turkmen leader signed the document aimed at further improvement of the material and technical basis of the scientific and research institutions affiliated to the Academy of Sciences of Turkmenistan allocating ten million US dollars to fulfill the task, as well as the Resolution on increment to salary for academic degrees and scientific titles to encourage scientists.
Then the ceremony of conferring the title of Professor to scientists took place.
