President of Turkmenistan considers new construction projects

President of Turkmenistan Gurbanguly Berdimuhamedov considered the project on construction of a big complex of new social facilities in Ashgabat.

In the morning the Turkmen leader headed to the A. Niyazov Avenue, where the specialists of a long-term partner of our country in the construction sphere - Renaissance Turkish Company made the presentation of the project. Thus, a number of new modern apartment houses and other significant social facilities will be built along this highway.

Vice Premier A. Yegeleyev presented the general conception of the 12th turn of housing development in Ashgabat. Thus, the total building area will make up 420,309 square metres, and the total area of the project site is 35.5 hectares. An original ensemble of twelve-storey apartment houses with improved conditions to be built at the request of a number of ministries and departments of the country will arise here.

The multipurpose stores will be located on the first floor of each apartment house, and fitness center as well as other auxiliary facilities – on the basement floor. Underground parking will be also built there. Children’s playgrounds, sports grounds, pergolas as well as areas for ritual events will be located on the territory adjacent to the complex. Two kindergartens designed for 160 children each, and two secondary schools designed for 600 pupils each will be built in this region. It is also planned to build a new building of the State Development bank of Turkmenistan there.

Speaking about the people residing in this region, the President of Turkmenistan noted that all of them should be provided with new apartments with improved conditions. The Turkmen leader stated that those who do not want to leave the habitual regions should be provided with apartments in new houses that would be built nearby and gave a number of specific instructions to the relevant officials.

Commenting on the projects, the President of Turkmenistan also underlined that solar and wind energy should be used in illuminating roads, parks and other facilities along with traditionally used energy.

The President of Turkmenistan paid particular attention to the samples of finishing agents, including aluminium composite panels, ceramic facing tiles, etc. that will be used while finishing new facilities, in their internal and external design.

Underlining the significance of the high quality of construction of new objects, the President of Turkmenistan noted that their design should harmoniously combine modern architectural and engineering ideas with the best traditions of the national architecture and instructed relevant officials to involve Turkmen sculptors and painters in drafting the design of the new housing estate.

Then the President of Turkmenistan chaired a working meeting to set the tasks and define the key requirements to developing and implementing the project on housing development in Ashgabat.

President Gurbanguly Berdimuhamedov emphasized that in order to ensure the comfortable conditions for people it was required to thoroughly think out each detail and element including creation of the necessary engineering and technical infrastructure, and in particular, the reliable system of energy supply, the sphere of services, as well as to take the strict observance to specified sanitary standards under the rigorous control.

The Turkmen leader emphasized that an important aspect of the housing development in Ashgabat was construction of schools and kindergartens. As of apartment houses, the Turkmen leader noted that it would be reasonably to open foodstuffs and manufactured goods stores, as well as the other social facilities, including restaurants, cafes, aid posts, chemist’s shops, beauty salons and hairdresser’s, dry-cleaner's, repair shops on the first floor of these buildings. It is also important to design premises for khyakimlik, internal affairs agencies, notarial offices, fire safety departments, etc. in the complex. The President of Turkmenistan noted that it would allow creating favourable conditions for local residents, and saving their time for solution of living and social issues.

Speaking about it, the Turkmen leader stated that upon completion of construction, these premises could be sold to entrepreneurs by auction.

With the aim to ensure implementation of the project, the President of Turkmenistan instructed the Chairman of the Board of the Central Bank of Turkmenistan to issue preferential credits to all ministries and departments funded by the State Budget. The self-sustained ministries and departments will perform construction works at their own funds.

Summing up the results of the working visit, the Turkmen leader demanded that the relevant high-ranking officials rigorously supervise the urban construction and development projects. The President of Turkmenistan demanded Vice Premier A. Egeleev to draft all necessary documents on construction of the complex for signing during a meeting of the Cabinet of Ministers of Turkmenistan.
