Resident of Turkmenistan Gurbanguly Berdimuhamedov, who is on the working visit to the Federative Republic of Brazil, took part in the Rio+20 United Nations Conference on Sustainable Development.
As was reported, after an hours-long flight, the President’s airliner landed at the Galeao International Airport in Rio de Janeiro, where the officials representing the receiving party as well as representatives of the Mission of Turkmenistan to the United Nations cordially welcomed President of Turkmenistan Gurbanguly Berdimuhamedov.
In the morning on June 20, the President of Turkmenistan left his residence and headed to the venue – the RioCentro Conference Center, where more than 100 leaders of the states and governments gathered to take part in the Global Summit.
The main goal of the conference that brought together over 40,000 participants is rethinking the political positions of the countries of the world within the framework of the global contribution to the sustainable development of the human civilization and solution of global problems related to protection of environment and preservation of the ecological balance for further generations.
The official ceremony of opening of the Rio+20 UN Conference on Sustainable Development and the first plenary sitting focusing on the procedural and organizational issues took place in the RioCentro Conference Hall.
As was reported, this historical high-level meeting is held in accordance with the decision of the UN General Assembly adopted in 2009. Particular attention during the conference will be paid to developing the ‘green’ economy and creating the most efficient institutional structure for achieving sustainable development.
The work of the large-scale global conference is aimed at reducing hydrocarbon emissions and defining the new way of development that will ensure the efficient use of natural resources and economic growth. The agenda of the Global Summit includes the issues of advancing the states and peoples of the world along the way of sustainable development, guaranteeing food, water and energy safety, as well as the global environmental, economic and social problems related to them.
In this context, the initiative position of Turkmenistan to address the priority tasks of the global significance through supporting peace and guaranteeing security, developing efficient measures of economic cooperation, implementing large-scale regional projects and developing cultural and humanitarian relations that is widely supported by the international community has gained an important sense.
The issues put on the agenda of the Global Summit have once again vividly proved the urgency of international initiatives and constructive offers put forward by President Gurbanguly Berdimuhamedov at the sessions of the UN General Assembly with the aim to enhance mutual understanding, stability, guarantee sustainable development of all states and peoples within the framework of the Millennium Goals declared by the United Nations Organisation.
Speaking at the ceremony of opening of the Global Summit, UN Secretary General Ban Ki-moon stated that the Rio+20 Conference was a unique opportunity to define a new course that would balance the sustainable growth and economic development with social and ecological aspects of prosperity and wellbeing of the people. Thus, the UN Secretary General has defined the balance of three policies – economic, social and ecological. And Turkmenistan has positive experience in each of them that could be a significant contribution to solution of global problems of sustainable development.
It should be also noted that within the last years Turkmenistan has achieved outstanding successes in all spheres of life of the state and society that resulted in the large-scale changes initiated by President Gurbanguly Berdimuhamedov.
Due to the well-thought economic and social policy, our country has steadily moved forward along the evolutional way of reforms. That is vividly proved by dynamic development of the national economy due to its balance and promotion of addition sources of growth. According to the macroeconomic indicators, the gross domestic product in Turkmenistan in 2011 exceeded 14 percent.
Free use of energy, gas, water and petrol allocated to owners of private vehicles, the low fees for communal public services and transportation services, all these arguments make it possible to say that the rich natural resources of the country serve to people, their wellbeing.
Due to implementation of the National Programme of the President ofTurkmenistan on the improvement of social and living conditions in settlements, villages, etrap towns and administrative centres till 2020, the modern infrastructure have been created in all regions of the country.
The Health State Programme initiated by the Turkmen leader vividly exemplifies the social orientation of the policy. The successful implementation of the programme provides the people of Turkmenistan with a wide spectrum of medical services at the level of high international standards.
Among the priority goals set to the Turkmen science are the increase of efficiency of the scientific and research developments, the scientific potential of the country, and use of innovative technologies. Particular attention is paid to the scientific and research works that are of practical significance for solution of specific tasks of the social and economic development of the country.
Thus, possessing significant experience in the spheres mentioned above, Turkmenistan is ready to share it with the international community, including through the relevant UN agencies nominating to the membership of the UN Economic and Social Council for 2013-2015.
It is important to note that an integral part of the large-scale reformatory programmes implemented in our country is an ecological component as a significant condition for the happy life of people. Cooperation in the sphere of environment serves as a key aspect of the foreign-policy course of Turkmenistan calling for enhancing constructive international dialogue in this sphere.
In this context, the initiatives put forward by President Gurbanguly Berdimuhamedov aimed at consolidating the efforts to address the environmental protection issues and ensure the ecological wellbeing at the regional and global levels, establishing efficient systematic mechanisms in this sphere gain particular significance. Among them is the offer to open the UN Interregional Center to address issues related to climate change in Ashgabat. Acceding to the key international documents in the environmental sphere, in particular the UN Framework Convention on climate change and Kyoto Protocol, Turkmenistan demonstrates the willingness to wide cooperation in the sphere of environment protection.
The positions of our country in this issue were reflected in the National Strategy of Turkmenistan on climate change that was approved by the Resolution of President Gurbanguly Berdimuhamedov on the eve of the Rio+20 UN Conference on Sustainable Development.
Another important initiative is to organize the Caspian Environment Forum as a permanent body to deal with environmental issues in the Caspian basin, as well as to make appropriate proposals and recommendations.
The Turkmen leader’s initiative aimed at guaranteeing energy safety and creating new mechanism – Interregional Energy Dialogue under the aegis of the United Nations is also of particular significance.
These initiatives as well as participation of President Gurbanguly Berdimuhamedov in the Global Summit vividly prove the adherence of Turkmenistan to the active position in developing the well-balanced solutions of important issues and problems of the world community.
