Today, President Gurbanguly Berdimuhamedov has conducted an enlarged session of the Cabinet of Ministers. Among those in attendance were Milli Gengesh representatives, heads of ministries and agencies, rectors of higher education institutions, media executives, khyakims of the regions and Ashgabat.
The session summed up the running year’s six month (January-June) state-of-the-economy outcomes, heard relevant reports, assessed the performance level, discussed the realization of the presidential programs and other programs for the country’s socio-economic development, identified top-priority objectives for the second half of the year, and addressed personnel issues.
After announcing the session agenda, the head of Turkmenistan gave the floor to Chairman of the Central Bank M. Annadurdyev to report on domestic credit institutions’ six-month performance.
After the report, President Gurbanguly Berdimuhamedov relieved M. Annadurdyev of his duties due to a transfer to another position.
The head of state reprimanded Deputy Chairman of the Central Bank M. Orazdurdyev for shortcomings in the performance of his official duties.
Focusing his report on the country’s economic development in the period under review, Minister of Finance and Economy M. Serdarov informed that as of July 1, the State Budget revenues and expenditures totaled 119.1 percent and 97.3 percent respectively.
As of July 1, 2021, investments made to boost economic growth accounted for 15.9 percent of GDP.
In the report follow-up comments, President Gurbanguly Berdimuhamedov expressed dissatisfaction with the operation of the Türkmengaz State Concern, Türkmenhowaýollary Agency, and the State Insurance Organization. Amounts of foreign currency coming into the institutions’ bank accounts decreased when compared with last year’s similar period, the nation’s leader said, having given warnings to Minister of Finance and Economy M. Serdarov, Minister of State, Türkmengaz State Concern Chairman B. Amanov, Director General of the State Insurance Organization G. Nurmukhammedov, and Chairman of the Türkmenhowaýollary Agency D. Saburov against the improper fulfillment of their formal duties and relaxation of control over foreign currency receipts.
Next speaker, State Statistics Committee Chairman S. Velbegov delivered a report on half-year economic indicators of the country’s ministries and agencies.
Cabinet Deputy Chairman G. Mushshikov informed about macroeconomic indices of the first six months of 2021.
Analysis of the domestic ministries/sectoral agencies’ target figures and their level of achievement in the period under report showed that a dynamic GDP growth rate had reached 6.1 percent. The total production output increased by 5.2 percent against last year’s index.
As the session proceeded, the Vice-Premier informed about the implementation progress of commissions given earlier by the President of Turkmenistan on shifting a number of higher education institutions towards self-reliance and altering the Türkmenbaşy State Commercial Bank’s institutional structure, and submitted relevant draft Resolutions for consideration by the nation’s leader.
After the report, the head of Turkmenistan approved the presented proposals and signed the within-said Resolutions.
During the enlarged Cabinet session, the nation’s leader appointed G. Mushshikov Chairman of the Central Bank, having relieved him of his post of Cabinet Deputy Chairman.
In his turn, Cabinet Deputy Chairman, Higher Control Chamber Chairman, State Security Council member S. Berdimuhamedov made a performance report, reviewing the six-month activities.
Then, the head of state announced a decision to appoint S. Berdimuhamedov as Cabinet Deputy Chairman for economy, banking and international financial institutions, relieving him of his duties as Chairman of the Higher Control Chamber and State Security Council member. The nation’s leader wished S. Berdimuhamedov success in his work.
First and foremost, the head of Turkmenistan assigned S. Berdimuhamedov to hold a meeting with Cabinet Deputies Chairman to address the implementation of the ongoing programs by ministries and sectoral agencies, next year’s draft State Budget, as well as to draw up and adopt an Investment Program for 2022.
When the draft budget is prepared, it should be submitted to the Milli Gengesh for consideration, President Gurbanguly Berdimuhamedov said. In accordance with a Presidential Decree, provisions should be made in the State Budget estimates for an increase in wages, pensions, students’ monthly allowances, public welfare payments and some social benefits. Expenses for residential construction in every etrap and city should be also provided for in the budget.
The head of state appointed D. Tashliev Chairman of the Higher Control Chamber (relieved of his position of the institution’s deputy Chairman), having wished him every success in his new role.
Then, Prosecutor General of Turkmenistan B. Atdaev took the floor to report on the outcomes of checks carried out on business companies in the capital, as well as institutions of the Türkmendemirýollary Agency.
In his report, Cabinet Deputy Chairman Sh. Durdylyev covered the six-month activities in the construction and industrial sector he is responsible for.
As informed, the production growth rates in the sector hit 115.2 percent in the January-June period.
Following the report, President Gurbanguly Berdimuhamedov relieved Sh. Durdylyev of his responsibilities as Cabinet Deputy Chairman, and, given his considerable expertise and experience in construction, offered him an appointment in the Board of Directors of construction enterprises implementing the Ashgabat City Project.
In the course of the session, Ya. Gylyjov was relieved of his duties as Ashgabat city khyakim due to a transfer to another appointment
The nation’s leader appointed R. Gandymov Ashgabat city khyakim, having relieved him of his position of Minister of Construction and Architecture.
G. Orunov was appointed Minister of Construction and Architecture (previously held the position of Deputy Minister).
After wishing success to the newly appointed officials, the head of state Gurbanguly Berdimuhamedov signed the appointment-associated documents.
Minister of Energy Ch. Purchekov centered his report on the six-month work results in the sector answerable to him, and the implementation progress of power supply modernization projects.
The nation’s leader appointed Ch. Purchekov Cabinet Deputy Chairman in charge of the construction, industrial and energy sectors, the Türkmenhimiýa State Concern and the capital’s municipal administration, having relieved him of his responsibilities as Minister of Energy.
The President of Turkmenistan commissioned to address the issues jointly with Vice-Premier Ch. Gylyjov in the shortest possible space of time and to actively collaborate with the Union of Industrialists and Entrepreneurs.
The head of state signed the Decree and offered his best wishes for success to the new Vice-Premier, having noted that he would expect worthy candidates for the post of Minister of Energy to be considered in the near future.
The running year’s January-June activities in the supervised sectors were in the focus of the report made by Cabinet Deputy Chairman B. Ovezov.
During this period of time, the sector’s production and services plans were 118.3 percent implemented.
In this regard, the nation’s leader announced a decision to abrogate the post of Cabinet Deputy Chairman directly managing the transport and communications sector, and thanked B. Ovezov for his efforts.
The Department for Emergency Situations and Civil Defense in the abrogated transport and commutations sector was placed under the charge of Cabinet Deputy Chairman, Secretary of the State Security Council Ch. Amanov.
Having informed about the establishment of the Transport and Communications Agency with the functions of a ministry under the Cabinet of Ministers, the President of Turkmenistan appointed M. Chakyev Director General of the Agency.
Addressing the new institution’s director, the nation’s leader Gurbanguly Berdimuhamedov pointed out practical measures being taken to build the electronics sector. However, a shortage of skilled industry specialists does not allow bringing the efforts up to par, the head of state said, having instructed jointly with Vice-Premier M. Geldinyyazov to design a specialist training system to effectively tackle the objectives in the electronics industry.
The head of state wished M. Chakyev every success and assigned him to submit proposals concerning the location of the new Agency’s central office and its staff size within a short space of time.
President Gurbanguly Berdimuhamedov reprimanded the chairman of the «Türkmendemirýollary» agency A. Atamyradov for the shortcomings in his work and signed the corresponding document.
Then the Deputy Chairman of the Cabinet of Ministers Sh.Abdrakhmanov reported on the results of the work of the branches under his supervision for six months of this year.
It was reported about the technical and economic indicators achieved in the field of oil and gas condensate production, as well as oil refining. The plan for the production of gasoline was fulfilled by 119.4 percent, diesel fuel - by 100.8 percent, polypropylene - by 130.1 percent, liquefied gas - by 114.9 percent, investment development - 115 percent. Compared to the corresponding period of last year, the growth in production of natural and associated gas amounted to 123.4 percent, export of "blue fuel" - by 137.2 percent.
Then the President of Turkmenistan announced the decision to transfer the polymer plant in Kiyanly and the plant for the production of gasoline from gas in the Akhal velayat to the State Concern "Türkmenhimiýa" in order to establish the stable operation of these plants, as well as release the State Concern "Türkmengaz" from solving problems, not included in its competence.

President Gurbanguly Berdimuhamedov ordered to responsibly prepare and adequately present the achievements and successes of Turkmenistan over the years of independence at the upcoming World Exhibition in Dubai (United Arab Emirates).
Then Deputy Chairman of the Cabinet of Ministers M. Mammedova reported on the activities of subordinate structures for the first half of the year.

Continuing the meeting, President Gurbanguly Berdimuhamedov focused on the foreign policy strategy of Turkmenistan based on the principles of positive neutrality, peacefulness, "open doors", good neighborliness and equal mutually beneficial cooperation with all interested foreign partners.
In this context, addressing the Deputy Minister of Foreign Affairs B. Myatiev attending the meeting, the leader of the nation noted that a number of international events and conferences, as well as visits to Turkmenistan by leaders of other states, are planned for the second half of this year. Stressing the need to ensure a high organizational level of their preparation and conduct, President Gurbanguly Berdimuhamedov gave specific instructions in this regard.
Then were heard the reports of the heads of the regional administrations.
The first khyakim of the Akhal velayat Y. Gurbanov, reported on the state of affairs and the results of the work carried out in the first half of this year. In particular, a report was made on the care of cotton and the development of investments within the framework of the implementation of the National Rural Program.
The khyakim of the Balkan velayat T. Atahalliyev reported on the results of the work done in the first half of the year, on the progress of seasonal agricultural campaigns, preparation for the highly organized ceremony of opening the facilities planned for the 30th anniversary of the country's independence and the “Türkmeniň ak öýi” building.
The khyakim of the Dashoguz velayat N. Nazarmyradov reported on the work done in the region in the first half of this year, as well as on the practical steps taken to grow a rich cotton crop.
Hyakim of Lebap velayat Sh. Amangeldiev reported on the results of the work carried out in the region in January-June of this year, the implementation of the National Rural Program and seasonal agricultural campaigns.
Further, the khyakim of Mary velayat D. Annaberdiev reported on the measures taken since the beginning of the year to implement the National Rural Program and the worthy meeting of the 30th anniversary of Turkmenistan's independence.
In turn, Deputy Chairman of the Cabinet of Ministers E. Orazgeldiev reported on the results of the activities of the branches under his supervision over the past six months.
In the agro-industrial complex, the growth in production volumes in comparison with the same period last year amounted to 105.2 percent, including for the Ministry of Agriculture and Environmental Protection - 105.6 percent, the State Committee for Water Resources - 101.3 percent, the State Association “ Türkmen atlary "- 103.6 percent. The investment development plan was fulfilled by 125.9 percent.
Addressing the Deputy Prime Minister, khyakims of velayats and etraps, heads of the agro-industrial complex, the President of Turkmenistan focused on issues related to the active development of agriculture, the implementation of the adopted programs, in particular, to increase the volume of cotton harvesting.
As the leader of the nation Gurbanguly Berdimuhamedov noted, the mowing is almost over. The volume of the harvested grain harvest exceeded 1 million 400 thousand tons. This confirms the fact of ensuring the country's food security. If necessary, the surplus of domestic consumption of wheat can be exported to foreign countries.
Addressing Deputy Prime Ministers M. Geldinyyazov and E. Orazgeldiev, the President of Turkmenistan drew attention to the presence of a pandemic problem in the world. In this context, it was noted that at present, scientific institutions should be more concerned with agricultural issues, in particular water issues, as well as those related to increasing crop yields and the development of new lands.
The Chairperson of the Mejlis of Milli Gengesh G. Mammedova informed about the work carried out in the first half of the year to further improve the legislative base of the country.
Since the beginning of the year, the relevant work has been done to monitor the implementation of regulatory legal acts. The working groups are preparing projects in several directions.
President Gurbanguly Berdimuhamedov noted the importance of the work of the Mejlis deputies in the formation of a modern legislative and legal framework in the country.
Further, the Deputy Chairman of the Khalk Maslakhaty Milli Gengesha K. Babayev informed about the work done.
During the reporting period, the first meeting of the Khalk Maslakhaty of the Milli Gengesh of Turkmenistan of the first convocation was held, during which new laws adopted by the Mejlis, as well as laws on amendments and additions to certain existing documents, were considered and approved.
Then President Gurbanguly Berdimuhamedov, addressing the meeting participants, described the results of the work of the sectors of the national economic complex for six months of this year, focusing on the priority aspects of state policy, and also identified key tasks for the near future.
Focusing on promising tasks, the head of Turkmenistan stressed that, despite the existing successes, there are many issues, the solution of which requires a lot of work.
Most importantly, the head of Turkmenistan emphasized that significant funds should be allocated for the development of the education system. As international practice shows, it was the huge investments in education that allowed the states to join the ranks of economically developed countries. The accelerated implementation of the Government's strategic measures in this area will become a factor in the integration of our independent state into the global system of a competitive economy, said the leader of the nation Gurbanguly Berdimuhamedov.
Summing up, the leader of the nation stated that the indicators of the past six months are generally satisfactory. In this regard, the President of the country ordered to hold meetings in the coming days on the results of the work done over the past six months.
The leaders, in addition to the khyakims of the velayats, were allowed leave from August 1 to September 1 and spend it in Avaza, Archman and Yilysuv or in other sanatoriums of our country.
Addressing Deputy Prime Minister E. Orazgeldiev, Head of State Gurbanguly Berdimuhamedov instructed to discuss this issue with the leaders involved in the cotton harvest and make an appropriate decision.
During the current meeting, personnel issues were also considered, a number of documents aimed at the development of economic sectors were adopted, the leader of the nation emphasized.
Addressing the deputy prime ministers, in whose jurisdiction new leaders were appointed, President Gurbanguly Berdimuhamedov ordered to hold meetings in the areas under his supervision and familiarize them with the workers.
In order to strengthen control over the work carried out in the regions and the capital, as well as to further increase the responsibility of the Deputy Chairmen of the Cabinet of Ministers and khyakims for the socio-economic development of the velayats and the main city of the country, the head of Turkmenistan signed a Resolution, appointing Ch. Gylydzhov for the Akhal velayat, S. Berdymukhamedov for the Balkan velayat, M. Geldinyyazov for the Dashoguz velayat, Sh.Abdrakhmanov for the Lebap velayat, E. Orazgeldiev for the Mary velayat and Ch.Purchekova for the city of Ashgabat.
Concluding the expanded meeting of the Cabinet of Ministers, President of Turkmenistan Gurbanguly Berdimuhamedov wished all its participants good health, family well-being and great success in their work for the further prosperity of the sovereign Motherland.
