I sincerely congratulate you on the opening of the International Film Festival «Dawn of Arkadag», held in the city of Arkadag with the participation of Central Asian states! I firmly believe that this forum will increase the creative potential of its participants.
Currently, Turkmenistan is further expanding the horizons of friendly relations with the states of the planet in accordance with the clear goals of the policy of neutrality. Our country is hosting large-scale events aimed at strengthening global peace and brotherhood, bringing people closer to the peoples of the world, especially neighboring countries, and promoting effective dialogue in the field of culture.
Built thanks to the wisdom and foresight of the National Leader of the Turkmen people, Hero-Arkadag, the city of Arkadag is a great city of progress, prosperity and friendship, which is emphasized by the International Film Festival «Dawn of Arkadag» held here with the participation of the states of Central Asia.
Erected in accordance with the «Smart City» concept, the buildings of the city of Arkadag, which have received high awards from countries around the world and prestigious international organizations, are equipped with advanced technologies and innovations, and the achievements of the digital system have been introduced here. In the city of Arkadag, all conditions have been created for holding international festivals, concerts and forums at a high level.

The blessed Turkmen land, which has developed culture, art and science since ancient times, is the land of such famous Seljuk sultans as Chagry beg, Togrul beg, Alp Arslan, Malik sha, Soltan Sanjar. Our national art and values, inherited from our glorious ancestors, are enriched and developed today. Including the name of Oguz han in the name of the «Türkmenfilm» Association personifies our great respect for our courageous ancestors and our glorious history. We are especially pleased that films created by the «Türkmenfilm» Association named after Oguz han are successful at international film festivals.
Currently, we attach great importance to the development of the cinema industry in our country, screenings of domestic films, holding film festivals, international exhibitions, as well as the participation of Turkmen specialists in film festivals abroad.
The main goal of the International Film Festival «Dawn of Arkadag», held in the city of Arkadag with the participation of Central Asian states, is to improve and develop international cooperation in the field of cinema, as well as to present the city of Arkadag to the world community.
A special pride of this international forum is the participation in it of famous film masters, film actors and film scholars from the states of Central Asia, as well as from the Russian Federation, the Republic of Azerbaijan, the Turkish Republic and the French Republic.
