Today, President Serdar Berdimuhamedov held a regular meeting of the Cabinet of Ministers via the digital system, at which drafts of a number of documents were reviewed, the tasks of the country’s socio-economic development and some other issues were discussed.

The first floor was given to the Chairwoman of the Mejlis, D. Gulmanova, who informed about the activities of the national Parliament, in particular, the ongoing preparation of new bills in order to strengthen the country's legislative framework, protect the rights and interests of citizens, and further improve the standard of living of the people.

It was also reported that, in accordance with modern realities, changes and additions are being made to existing regulations.

Productive ties with the parliaments of various states and authoritative international organizations are consistently increasing. Thus, credentials were accepted from the Ambassadors Extraordinary and Plenipotentiary of the People's Republic of Bangladesh and Canada. Meetings were held with the Minister of Foreign Affairs of North Macedonia and the UAE Plenipotentiary Representative in Turkmenistan, during which views were exchanged on the prospects for the development of inter-parliamentary interaction.

The deputies took part in events organized by relevant government agencies together with UN offices in our country, in particular, in meetings dedicated to the development of measures for adaptation to climate change by the UNDP and on the preparation of the joint program «Youth, Peace and Security» of the UN Population Fund, as well as in the UNICEF presentation of the «National Action Plan for the Realization of Children’s Rights in Turkmenistan for 2023–2028».

Along with this, information was provided on the activities being carried out to clarify the goals and objectives of the legislative acts adopted at the third meeting of the Mejlis of the seventh convocation.

Summarizing the information, President Serdar Berdimuhamedov emphasized the importance of continuing work on the preparation of new laws, introducing changes and additions to existing legal acts in accordance with modern requirements, as well as explaining them to the population.

Deputy Chairman of the Cabinet of Ministers H. Geldimyradov reported on the comprehensive measures taken to implement the tasks of the «State Program for the Development of the Digital Economy in Turkmenistan for 2021–2025», in particular, on the introduction of digital technologies in the economic sectors, the creation of an automated electronic database and ensuring its functioning on the basis of uniform technical requirements.

After hearing the report, President Serdar Berdimuhamedov emphasized the importance of improving the activities of the authorized body for standardization and its structural divisions. The practical steps taken in this direction are designed to help increase the productivity of their work, speed up the process of exchanging documents, effectively use the electronic database of regulatory documents, as well as improve the quality of services provided to citizens, legal entities and individual entrepreneurs, the President of Turkmenistan said, addressing the Vice-premier with a number of specific instructions.

Then Deputy Chairman of the Cabinet of Ministers B. Amanov reported on preparations for the XXVIII International Conference and Exhibition «Oil and Gas of Turkmenistan-2023», scheduled to be held in Ashgabat on the 25th to 27th of October this year.

The forum will be attended by numerous representatives of foreign companies, international financial institutions, domestic and foreign media accredited in our country.

The agenda of the conference will include a wide range of topical issues such as the effective use of the richest natural resources, the development of energy markets, investment activities, the development of new fields, hydrocarbon processing, petrochemistry, gas chemical, chemical industries and electric power, the introduction of environmentally friendly industries, the attraction of innovative technologies and advanced developments, etc.

Summarizing the report, President Serdar Berdimuhamedov emphasized that the oil and gas sector is one of the main sectors of the national economy, noting the great importance of the international conference and exhibition, which will demonstrate the achievements of the country's oil and gas industry. Such forums open up great opportunities for enhancing mutually beneficial cooperation with foreign partners in this sector on an equal, mutually beneficial basis.

At the international forum, special attention should be paid to the exchange of views with foreign companies on areas of industry development, the head of state emphasized, instructing the Deputy Prime Minister to ensure a high organizational level of this event.

Deputy Chairman of the Cabinet of Ministers T. Atahallyyev reported on seasonal agricultural work in the regions of the country.

It was reported that wheat sowing, replenishment with mineral fertilizers and watering of fields sown with wheat continue in the velayats. Along with this, appropriate work is underway to collect the «white gold» harvest and timely payment to raw cotton producers.

After hearing the report, President Serdar Berdimuhamedov noted the need to organize current seasonal campaigns in accordance with agricultural technology standards and instructed the Deputy Prime Minister to keep under strict control the issues of coordinated work of the relevant structures in increasing the pace of cotton harvesting and wheat sowing.

Continuing, the Deputy Prime Minister reported on preparations for events planned for the last Sunday of October this year in honour of the Turkmen Alabay Holiday.

It was noted that as part of the celebrations, the final round of the international competition «Ýylyň türkmen edermen alabaýy», as well as an exhibition and an international scientific conference will be organized.

Along with this, it is planned to hold the III meeting of the International Association «Türkmen alabaý itleri».

Summarizing the report, President Serdar Berdimuhamedov emphasized that the country is carrying out effective work to preserve the tribal purity of the Turkmen Alabay, increase its number and glorify this unique breed throughout the world.

On the last Sunday of October this year, we will celebrate the Turkmen Alabai Festival, on the occasion of which a number of events will be organized, the head of state said, emphasizing the importance of careful preparation of the upcoming celebrations at a high level, and gave the Deputy Prime Minister relevant instructions.

Deputy Chairman of the Cabinet of Ministers B. Annamammedov, reporting on the state of affairs in the areas under his supervision, reported on the work carried out by the State Agency for the Management of Highway Construction in order to solve the problems outlined in the Program of the President of Turkmenistan for the socio-economic development of the country in 2022–2028.

In this regard, it was reported about the planned reconstruction of the northern Ashgabat-Gokdepe bypass highway, along which it is planned to build new road bridges across the mudflow diversion canal and the railway that meet modern requirements and international standards. In general, this will contribute to the further modernization of the domestic road transport system, ensuring uninterrupted and safe passenger and cargo transportation.

In this context, a corresponding proposal was submitted to the President of Turkmenistan for consideration.

After hearing the report, the head of state approved the proposal to construct the above-mentioned road bridges along the northern Ashgabat-Gokdepe bypass highway, instructing the Deputy Prime Minister to take appropriate measures. President Serdar Berdimuhamedov also ordered to keep under constant control all construction work carried out in the country and ensure their high quality.

Then, addressing the Deputy Chairman of the Cabinet of Ministers B. Annamammedov and T. Atahallyyev, the President of Turkmenistan emphasized that currently the architectural appearance of our white marble capital is constantly changing. Modern buildings and structures create all conditions for Turkmen citizens, including workers in the horse breeding industry.

Speaking about this, the head of state signed a Resolution on the reconstruction of the Ahal-Teke equestrian complex of the President of Turkmenistan and the construction of additional buildings and structures, sending it to its destination via the digital system and instructing to ensure control over the implementation of the provisions of this document.

Deputy Chairman of the Cabinet of Ministers B. Atdayev reported on the ongoing work at textile industry enterprises.

As noted, the latest high-tech textile enterprises are regularly put into operation in Turkmenistan, existing ones are modernized, and their production capacity is constantly increasing.

After listening to the report, President Serdar Berdimuhamedov emphasized that the domestic textile industry, due to its enormous resource potential, has become an example of the dynamic development of the processing sector of the economy of Turkmenistan, giving specific instructions to the Deputy Prime Minister to continue work in this direction.

The Deputy Prime Minister also reported on the measures being taken to prepare the label for the national trademark «Made in Turkmenistan».

In the era of the Revival of the new epoch of the powerful state, large-scale work is being carried out to strengthen the economic power of the country and increase its export potential.

As a result of this activity, along with an increase in supplies to the domestic market, competitive and high-quality products produced in Turkmenistan are becoming increasingly popular in foreign markets.

In accordance with the «Foreign Trade Strategy of Turkmenistan for 2021–2030», the task has been set to produce new goods under national brands and widely promote them abroad.

According to the Deputy Prime Minister, according to the «Strategy of Turkmenistan for improving the organization of exhibitions, fairs and conferences for 2020–2025», it is planned to carry out work to create a national trademark label «Made in Turkmenistan».

Turkmenistan is known in the international community as a state with great potential in the production of goods and provision of high-quality services under the «Made in Turkmenistan» brand, which has a positive impact on increasing the prestige of our country in the world market, expanding export potential and attracting investment.

In this regard, the Deputy Prime Minister submitted relevant proposals for further organization of the necessary preparatory work to the head of state for consideration.

After hearing the report, President Serdar Berdimuhamedov approved the proposal to create an interdepartmental working group for the final selection of proposals for the design of the label of the national trademark «Made in Turkmenistan» and emphasized that when developing it it is necessary to take into account the national characteristics of our people, modern marketing methods, giving the Deputy Prime Minister a number of instructions in this regard.

Deputy Chairman of the Cabinet of Ministers M. Mammedova reported on the preparation of the draft Resolution of the Head of State on the announcement of a competition for the «Türkmeniň Altyn asyry» Award of the President of Turkmenistan, which helps to identify and select the most capable and talented creative workers, young amateur singers and gifted children.

Within its framework, it is planned to organize creative competitions «Ýaňlan, Diýarym!», «Çalsana, bagşy!», «Pähim-paýhas ummany Magtymguly Pyragy» and «Garaşsyzlygyň merjen däneleri».

Summing up the results of the «Türkmeniň Altyn asyry» competition is planned to be held in September 2024 in honour of the 33rd anniversary of the independence of the Fatherland.

In this regard, the Deputy Prime Minister presented a draft document for consideration by the head of state.

After listening to the report, President Serdar Berdimuhamedov emphasized the importance of the competition for the President of Turkmenistan «Türkmeniň Altyn asyry» award in the development of national culture, the study of cultural heritage, the identification of young talents, and the creation of perfect works.

Having signed the relevant Resolution, the head of Turkmenistan sent the document to the Deputy Prime Minister for the digital system and instructed to take all necessary measures to hold the competition at a high organizational level.

Continuing the meeting, a report was made on the ongoing preparations for the festival «Mukama siňen ömür» in honour of the 85th anniversary of the famous Turkmen composer Nury Halmammedov.

As noted, in the new historical era, special importance is attached to the development of national culture and art, left as a legacy by our ancestors. At the same time, they treat cultural figures, masters of art and creative workers with great respect.

This event is planned to be organized on the 27th to 28th of October this year in the velayats and cities of Ashgabat and Arkadag.

Summarizing the report, President Serdar Berdimuhamedov noted that the works of the talented composer Nury Halmammedov are rightfully examples of high skill, forever included in the list of spiritual heritage of the Turkmen people and world musical art. The head of Turkmenistan ordered to take all measures to hold this creative forum at a high organizational level.

Deputy Chairman of the Cabinet of Ministers N. Amannepesov reported on the preparation for the XI Turkmen-German Forum on Healthcare.

As noted, for many years our country has been actively interacting with the leading medical centers of the world, including the Federal Republic of Germany. The Memorandum of Understanding on cooperation between the Ministry of Health and Medical Industry of Turkmenistan and the Federal Ministry of Health of Germany and the Cooperation Agreement between the Ministry of Health and Medical Industry of Turkmenistan and the Grosshadern Clinic of the Ludwig Maximilian University of Munich are being successfully implemented.

In this regard, it was reported that during the visit of the delegation of our country led by the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov to Germany on the 28th to 29th of September, 2023, a number of bilateral meetings were held.

In particular, relevant proposals were put forward, according to which it is planned to organize the above-mentioned forum on the digital system in the first ten days of December this year.

Summarizing the report, President Serdar Berdimuhamedov emphasized that the traditional cooperation between Turkmenistan and the Federal Republic of Germany in the field of healthcare should continue to be continued.

In this context, the head of state instructed to ensure a high organizational level of preparation and holding of the XI Turkmen-German Forum.

Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on the results of the working visit of the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov to the People's Republic of China, undertaken to participate in the Third High-Level Forum «One Belt, One Road».

It was noted that the development of constructive relations with the states of the Asia-Pacific region, including the PRC, is one of the key vectors of the foreign policy of the Fatherland, initiated by Hero-Arkadag and now successfully implemented under the leadership of President Serdar Berdimuhamedov.

Cooperation with China is strategic in nature and covers a wide range of areas.

During the visit, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty took part in the official opening ceremony of the Third «Belt and Road» Forum, as well as in the high-level conference organized within its framework, where he made a speech.

The state and prospects of Turkmen-Chinese cooperation became the subject of an interested discussion during the meeting of Hero-Arkadag with the First Deputy Prime Minister of the State Council of the People's Republic of China, a member of the Standing Committee of the Politburo of the Central Committee of the Communist Party of China Ding Xuexiang.

On the final day of the visit, the National Leader of the Turkmen people, Chairman of the Halk Maslahaty of Turkmenistan Gurbanguly Berdimuhamedov held a meeting with the Chairman of the People's Republic of China Xi Jinping.

The agenda of the negotiations included priority areas of interstate partnership, built with a long-term perspective. At the same time, a high level of mutual trust, mutual understanding and openness was noted, characterizing the Turkmen-Chinese relations, which are developing along an ascending line.

As part of the working visit of the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov to the People's Republic of China, meetings of members of the delegation of our country with the heads of the relevant ministries and departments of the PRC also took place.

As a result of the visit, a number of bilateral documents were signed.

Stressing that important agreements had been reached in all areas of interstate cooperation, the Deputy Prime Minister and head of the Ministry of Foreign Affairs said that issues of their practical implementation would be included on the agenda of the next meeting of the Turkmen-Chinese Intergovernmental Cooperation Committee scheduled for November.

Summarizing the report, President Serdar Berdimuhamedov noted that Turkmenistan attaches great importance to further strengthening and expanding traditionally friendly relations with China, based on the principles of strategic partnership. It is also noteworthy, the head of state said, that this year our first foreign visit at the highest level was made to the PRC.

Turkmen-Chinese cooperation is successfully developing in the political-diplomatic, trade-economic, cultural-humanitarian spheres. Our countries actively interact through the UN and other authoritative international and regional organizations. The interstate dialogue in the «Central Asia–China» format, where Turkmenistan also takes an initiative position, received new incentives.

Speaking about this, President Serdar Berdimuhamedov also drew attention to the results of the working visit of the delegation of Turkmenistan led by the National Leader of the Turkmen people, Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov to the People's Republic of China this week. As the head of state emphasized, speaking at a high-level conference organized within the framework of the Third Belt and Road Forum, Hero-Arkadag confirmed the active and proactive position of our country in matters of mutually beneficial international cooperation.

Summarizing the above, President Serdar Berdimuhamedov instructed to continue systematic work to develop a fruitful Turkmen-Chinese partnership, including within the framework of a joint intergovernmental committee, the activities of which should be aimed at implementing the agreements reached and achieving concrete results.

Then the Deputy Prime Minister and head of the Ministry of Foreign Affairs reported on preparations for the planned official visit of the President of Turkmenistan to the Republic of Türkiye.

After listening to the report, President Serdar Berdimuhamedov emphasized that the Republic of Türkiye is one of our country’s closest partners. A reliable legal basis for bilateral cooperation is provided by a number of important interstate, intergovernmental and interdepartmental documents signed over the past years.

In this regard, the head of Turkmenistan instructed to ensure a high organizational level of preparation for the upcoming visit, designed to contribute to the further comprehensive development of traditionally friendly Turkmen-Turkish relations, based on the historically established commonality of the fraternal peoples of the two countries.

The next speaker was the General Director of the Agency for Transport and Communications under the Cabinet of Ministers M. Chakyyev, who reported on the state of affairs in the areas under his supervision.

As noted, the transport structures formed in the country within the framework of socio-economic reforms create ample opportunities for the implementation of regional and global transport projects.

Currently, the «Türkmenhowaýollary» agency is carrying out the necessary work to ensure the smooth operation of flight equipment at the country’s airports.

Under the leadership of President Serdar Berdimuhamedov, multimodal structures that meet international standards are being created in our country, including all areas of the transport system.

These include runways capable of accommodating various types of aircraft, and airport complexes equipped with the latest technical equipment.

Along with this, great importance is attached to improving the civil aviation infrastructure, the latest airplanes and helicopters are being purchased, highly qualified personnel are being trained, existing airports are being modernized and new ones are being built.

The convenient geographical location of the country and modern conditions created at international airports attract the attention of various foreign airlines, and the number of people wishing to use the services provided is increasing.

In this regard, relevant proposals were submitted to the head of state for consideration.

After hearing the report, President Serdar Berdimuhamedov approved the proposal to further strengthen the material and technical base to ensure the safety and continuity of flights at the country’s international airports, instructing the head of the agency to carry out proper work in this direction.

Other important issues of public life were also discussed at the meeting.

Concluding the regular meeting of the Cabinet of Ministers on the digital system, President Serdar Berdimuhamedov wished its participants good health, family well-being and great success in their work for the further prosperity of the sovereign Fatherland.
