Today, President Serdar Berdimuhamedov has held a regular meeting of the Cabinet of Ministers via a digital system, which agenda included a number of state policy issues.

Opening the meeting, the head of state highlighted that according to the well-established tradition in our country, on the eve of the Holy Night of Gadyr-Gidjesi, citizens who were convicted of crimes committed, but regret what they did and sincerely repent of it are pardoned. Following the principles of humanism and mercy bequeathed by our great ancestors, noble actions are carried out to release them from further punishment.

Then the floor was given to State Security Council Secretary, Chairman of the Commission for the Preparation of Proposals on Citizenship and Pardoning under the President of Turkmenistan B. Gundogdyev, who reported on the results of work performed by the Commission on the pardoning of convicted persons on the occasion of Gadyr Gidjesi.

Summing up the report, President Serdar Berdimuhamedov signed the Decree on pardoning 356 citizens of Turkmenistan on the occasion of the upcoming Holy Night of Omnipotence.

The Commission Chairman was instructed to carry out, jointly with the heads of law enforcement agencies, the necessary work to release convicts from places of detention and return thereof to their families in the near future.

Khyakims of velayats, etraps and cities, as well as other leaders, were instructed to take appropriate measures to employ pardoned persons.

The President of Turkmenistan wished the pardoned citizens to work diligently and with enthusiasm, joining the large-scale transformations ongoing in the country, honestly serve the Homeland and live enjoying the fruits of their labor.

Further, Chairwoman of the Mejlis D. Gulmanova informed about the activities to improve the national legal framework, in particular, bringing current regulatory instruments into line with the realities of the time and preparing new draft laws.

Along with this, the report was delivered on preparations for the regular session of the Mejlis, during which it is planned to review the draft Laws of Turkmenistan “On Energy Saving and Energy Efficiency”, “On Hydrometeorological Activities”, “On Ratification of the Agreement between the Government of Turkmenistan and the Government of the People’s Republic of China on International Road Transport Link”, “On amendments to the Civil Procedural Code of Turkmenistan”, “On amendments to some legislative regulations of Turkmenistan”, “On amendments and addenda to the Family Code of Turkmenistan”, “On amendments to the Code of Turkmenistan “On Land”, “On introducing amendments and addenda to the Law of Turkmenistan “On Veterinary”.

The report included information on measures taken to expand bilateral relations with foreign countries and international organizations. In this regard, meetings were held with the Ambassadors Extraordinary and Plenipotentiary of the Republic of Panama and the Bolivarian Republic of Venezuela accredited to our country.

At the same time, people’s representatives are participating in activities to explain to the general public the key aspects of the policy being pursued, the transformations ongoing in the country, as well as the goals of the adopted legal regulations.

Summing up the information, President Serdar Berdimuhamedov emphasized the importance to continue, based on international practice, effective work to improve laws in the country to higher standard, and bring them onto line with realities of the time.

Deputy Chairman of the Cabinet of Ministers H. Geldimyradov reported on the measures taken to improve the efficiency of state property management, develop small and medium-sized businesses and create a favorable business environment.

As was reported, the Ministry of Finance and Economy regularly analyzes the processes of denationalization and privatization of the relevant state share in economic entities established with the government equity participation. In this context, proposals were submitted to the President of Turkmenistan for consideration on the privatization of the state share in the authorized capital of the Closed Joint Stock Company “Sanly ykdysadyýet innovasion merkezi”, the core activities of which are wholesale trade, performance of certain types of work and provision of services, attraction of investments, and entrepreneurial activity.

Having heard the report, the President of Turkmenistan focused on the need to carry on the privatization of government property, and enhance its management efficiency. This will contribute to the development of small and medium-sized businesses in our country, Head of State Serdar Berdimuhamedov said, giving the deputy prime minister a number of specific instructions.

Reporting on the state of affairs in the institutions under his supervision, Deputy Chairman of the Cabinet of Ministers B. Amanov informed on measures to provide the State Concern “Türkmennebit” with the necessary products, including pipes, used in drilling, development and major overhaul of oil and gas wells.

As цфы кузщкеув, a comprehensive strategy is implemented in Turkmenistan under the leadership of the head of state, aimed at diversifying the fuel and energy sector, upgrading its infrastructure, and widely introducing innovative methods and advanced technologies into practice.

Practical steps are taken in this direction to strengthen the material and technical resources of the “Türkmennebit” State Concern, and to enhance the performance efficiency of its units, as provided for in the plan for the current year.

Summing up the report, President Serdar Berdimuhamedov specified an increase in oil production in the country as one of the important goals. Having approved the proposal to provide the State Concern “Türkmennebit” with pipes to be used in drilling, development and overhaul of oil wells, the head of state instructed the deputy prime minister to carry out the appropriate work.

Deputy Chairman of the Cabinet of Ministers T. Atahallyev reported on the progress of seasonal agricultural campaigns in the regions of the country.

The report included information on measures being taken to complete the cotton sowing within the target time frame, maintain the smooth operation of special machinery and equipment, and supply producers with high-quality seeds.

As was reported, these days, tenants are occupied with the application of mineral fertilizers and vegetative irrigation in wheat fields in accordance with agro-technical standards. At the same time, specialized enterprises, grain collection points and elevators are prepared for the harvest.

The practical steps being taken to strengthen food abundance and increase production of potatoes and other vegetable, watermelon and melon crops, ensuring the proper level of planting spring crops and caring for them was a separate topic of the report.

At the same time, in order to expand the area of forest zones and transform the country into a blooming garden, tree planting continues along with the work to achieve the rational and efficient use of water resources.

Summing up the report, the head of state emphasized the importance of creating the necessary conditions for sowing cotton at a high level. At the same time, instructions were given to use high-quality seeds and effectively use modern technology during the planting campaign.

Particular attention must be paid to collecting water in the country’s reservoirs for sufficient supplies to water agricultural crops, President Serdar Berdimuhamedov said, giving a number of instructions to the deputy prime minister.

Further, Deputy Chairman of the Cabinet of Ministers B. Annamammedov reported on the measures being taken to transform the urban look of the Turkmen capital and improve the living conditions of the country’s population. Modern dwelling houses, as well as a number of social and infrastructure facilities are to be built in the Parahat-7 residential area as part of the “Program of the President of Turkmenistan for the Socio-Economic Development of the Country in 2022-2028”.

Having heard the report, Head of State Serdar Berdimuhamedov approved the proposals on the construction of twenty 9-storey modern dwelling houses in the Parahat-7 residential area of Ashgabat city, intended for 864 families, a 720-seat secondary school, a park and highways, instructing the deputy prime minister to carry out the appropriate work.

Deputy Chairman of the Cabinet of Ministers B. Atdayev reported on preparations for the Exhibition of Trade Complex scheduked for holding in the building of the Chamber of Commerce and Industry on April 3-5.

It is expected that the show will be attended by more than 210 establishments, including members of the Union of Industrialists and Entrepreneurs of the country doing business in various fields. The exhibition is designed to demonstrate the successes in the field of trade and services, textile and carpet industries, as well as new types of products manufactured by private sector representatives. Advertising and fact-finding events, as well as presentations of national clothing from fashion houses of the Ministry of Textile Industry and UIET are scheduled as part of the show.

Summing up the report, President Serdar Berdimuhamedov ordered to hold the Exhibition of Trade Complex of Turkmenistan at a high level. The show must reflect the development dynamics of trade and services, the achievements in the textile industry, the products of national hand-made carpet weaving art, and the business sector, the head of state said, giving the deputy prime minister a number of instructions.

Deputy Chairwoman of the Cabinet of Ministers M. Mammedova reported on the Schedule for major events and opening of social facilities in April this year.

As was reported, various conferences, creative meetings, media forums, awareness-raising actions, exhibitions, song and music festivities, as well as summing up the results of previously announced competitions would be organized in the coming month. Along with this, presentations of the book by the President of Turkmenistan “Anau - culture from the depths of millennia”, excursions of cultural workers, artists and scientists to the National Museum “Ak bugdaý”, the monument to Seyit Jemaletdin, the building “Türkmeniň ak öýi” in the valley “Nowruz ýaýlasy”, as well as historical and cultural monuments located in the city of Anau, are scheduled.

The major events include festivities to celebrate World Health Day, Oraza Bairam and the National Holiday of Turkmen Horse, the opening ceremony of the Tejen-Mary section of the Ashgabat-Turkmenabat high-speed highway and the reconstructed “Ene mähri” medical center in the city of Mary. There are also plans for holding Days of Culture of Turkmenistan in Tajikistan, an Exhibition of the country’s shopping complex, a conference and exposition on the 100th anniversary of the birth of People’s Artist of Turkmenistan Aykhan Hadjiev.

In addition, joint concerts of a cappella groups from the USA and Turkmenistan are scheduled for the 300th anniversary of the birth of Magtymguly Pyragy at the Nurmuhammet Andalib State Music and Drama Theater in the city of Dashoguz, and the National Music and Drama Theater named after Magtymguly.

Summing up the report, President Serdar Berdimuhamedov pointed out the need to take measures to widely cover the major events scheduled for April of this year on the occasion of holidays and significant dates. The head of state instructed the deputy prime minister to organize opening ceremonies of social facilities at a high level. Particular emphasis was placed on the importance of proper preparation for World Health Day and the National Holiday of Turkmen Horse.

Then Deputy Chairman of the Cabinet of Ministers N. Amannepesov reported on the upcoming physical training, health-improving, recreational and cultural events on World Health Day.

These actions are carried out in order to strengthen the principles of an active lifestyle in society, widely attract the younger generation to sports, improve health of the population and extend human life expectancy.

As was reported, it is planned to organize a mass bicycle ride in Ashgabat, which traditionally starts from the “Bicycle” Monument, located at the intersection of Chandybil Avenue and Bekreve Street. On the same day, the martial arts sports complex of the capital’s Olympic Park will host the ceremony of awarding athletes of the national teams of Turkmenistan who took first places and won gold medals in international competitions. A ceremony to honor the country’s athletes who successfully performed and took second and third places in prestigious international tournaments will be held at the Turkmen State Institute of Physical Culture and Sports.

On the occasion of Health Day, round tables, scientific and practical conferences, awareness-raising, physical training, sports, health-improving and cultural events will be held in the velayats, as well as in the cities of Ashgabat and Arkadag from April 1 to 7. General education schoolchildren, students of vocational, secondary and higher education institutions, employees of enterprises and institutions, and athletes of the country will actively participate in these events.

Summing up the report, President Serdar Berdimuhamedov emphasized that World Health Day is widely celebrated in Turkmenistan. This international holiday, strengthening harmony and unity, is of great importance in strengthening the principles of a healthy lifestyle in society, popularizing physical training and sports. In this regard, the head of state instructed the deputy prime minister to hold physical training, sports, recreational and cultural events, and mass cycling races at the high level.

Further, Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs R. Meredov reported on the work ongoing to strengthen cooperation between Turkmenistan and the United Nations in the field of sustainable development.

As was reported, constructive cooperation with reputable international organizations, including the UN, is one of the priority directions of the foreign policy of our neutral Homeland. Our country is working out the basic targets of partnership with the Community of Nations for the long term. Among these, a special importance is attached to the achievement of the global Sustainable Development Goals for the period up to 2030.

As an active member of the international community, Turkmenistan significantly contributed to the development of SDGs, and it is one of the first states to begin implementing them through inclusion in national programs and strategies for socio-economic development. In particular, at the first stage, 17 goals, 148 objectives and 187 indicators were adopted at the government level.

During the High-Level Political Forum of the UN Economic and Social Council (ECOSOC), our country presented two Voluntary National Reviews on achieving the SDGs in 2019 and 2023. In this regard, guided by the international initiatives of the head of state and the priority positions of Turkmenistan, a number of proposals had been prepared at the 78th session of the United Nations General Assembly in order to strengthen fruitful cooperation with the UN in the field of sustainable development.

As was reported, on April 15-19 this year, the UN headquarters in New York will host the first UN General Assembly Sustainable Development Week. As is known, our country occupies a leading position in promoting a sustainable transport system in the international arena. As part of the Week, a high-level meeting on this topic will be held, and it is proposed to send a delegation from Turkmenistan to participate in it.

In order to highlight our country’s efforts to develop transport links, as well as achievements and initiatives in this area, and at the same time contribute to the development of the UN Programme for the Decade of Sustainable Transport for 2026-2035, it is proposed to hold a ministerial meeting of the Group of Friends of Sustainable Transport, which was established on the initiative of Turkmenistan, at the UN building on April 16 this year.

Along with this, a proposal was made to send a delegation of our country on a working visit to New York next month to participate in the ECOSOC Forum on Financing for Development Follow-up. There is also a proposal to organize, as part of it, a parallel event “Ministerial Dialogue on Financing the Sustainable Development Goals” on April 23 this year related to issues of transport and energy connectivity.

It was also emphasized that the initiatives of the head of state regarding the energy sector are widely supported by the United Nations. An example in this regard is the Resolution “The key role of reliable and stable energy connectivity in ensuring sustainable development”, unanimously adopted by the UN General Assembly in December 2023. For the practical implementation of the initiatives, it is proposed to hold an international meeting of experts in this field at the UN headquarters in May-June of the current year via a video link.

Having heard the report, President Serdar Berdimuhamedov specified that the United Nations is one of the international organizations with which Turkmenistan maintains close cooperation. In this context, the President of Turkmenistan instructed the deputy prime minister, the head of the Ministry of Foreign Affairs to continue working on the further development of fruitful cooperation with the UN.

Director General of the Transport and Communications Agency under the Cabinet of Ministers M. Chakyev reported on the measures taken to train international-class specialists in the field of road transport.

The reported highlighted that currently great importance is attached to expanding the geography of cargo transportation, including to European countries. In this regard, the “Türkmenawtoulaglary” Agency, jointly with the Public Association “Association of International Road Carriers of Turkmenistan”, which is a member of the International Road Transport Union (IRU), is conducting analysis of cargo transportation. Based on its results, the need for professional training of drivers and operators of vehicles engaged in international transportation was determined.

In this context, information was given about the appropriateness of opening a training center by the Association of Motor Transport Schools and the Public Association “Association of International Road Carriers of Turkmenistan”, which will be accredited by the International Road Transport Union (IRU).

Summing up the report, President Serdar Berdimuhamedov pointed out that one of the most important goals in the transport and logistics sector is the training of international-class specialists. This will make it possible in the future to significantly expand road freight transportation routes from our country, including connections to European countries. Having approved the proposal to open a training center to be accredited by the International Road Transport Union (IRU), the head of state ordered to start relevant work in this area.

Then, addressing members of the Cabinet of Ministers, the head of state informed that at the recently held 63rd plenary meeting of the 78th session of the United Nations General Assembly, the historic Resolution initiated by Turkmenistan was unanimously adopted, according to which 2025 was declared the International Year of Peace and Trust.

This poses a number of organizational issues for us, President Serdar Berdimuhamedov continued, emphasizing the need to set up a State Commission from members of the Government to ensure the proper organization of the upcoming celebrations of national importance on the occasion of this international event. Various forums that will be held in 2025 on the occasion of International Year of Peace and Trust will contribute to enhancing the reputation of the Independent Neutral Homeland on the world stage, the President of Turkmenistan emphasized.

In the course of the meeting, President Serdar Berdimuhamedov highlighted that, following the national principles of humanism, the Charitable Foundation for Assistance to Children in Need of Guardianship named after Gurbanguly Berdimuhamedov, taking care of children and adolescents left without parents and guardianship, is carrying out work aimed at promoting their comprehensive and harmonious development, happy and prosperous life of the younger generation and the education of ideal individuals. In this regard, the head of state congratulated the meeting participants on the day of establishing the Charitable Foundation.

Then, Deputy Prime Minister, Minister of Foreign Affairs R. Meredov cordially congratulated President Serdar Berdimuhamedov, and the National Leader of the Turkmen people, Chairman of the Halk Maslakhaty of Turkmenistan on the anniversary of establishing the for Assistance to Children in Need of Guardianship named after Gurbanguly Berdimuhamedov, expressing wishes to the Arkadag Hero Serdar and the Hero Arkadag for sound health, long years of life and great success in work for the people’s wellbeing and prosperity of the country, as well as further success in the humanitarian activities of the Foundation.

A number of other issues of public life were also reviewed at the meeting, on which appropriate decisions were made.
