Meeting of the State Security Council of Turkmenistan

Today, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, Army General Serdar Berdimuhamedov has held a regular meeting of the State Security Council to review the work results of the country’s military and law enforcement agencies over three months of this year. The agenda also included issues of maintaining security and peace in our independent Homeland, strengthening the material and technical resources of law enforcement agencies, and further improving their performance. 

The first to speak was Secretary of the State Security Council, Minister of Defense B. Gundogdyev, who reported on the measures taken since the beginning of the year for the successful implementation of the Program for the Development of the Armed Forces of Turkmenistan, and strengthening the country’s defense capability. At the same time, a report was delivered on the progress of transferring to the reserve a conscript military servants and the regular conscription of citizens for military service. The report also covered the work ongoing to improve the service and social conditions and the training of highly qualified military personnel. 

A draft document on the construction and reconstruction of a number of departmental facilities was submitted to the head of state for consideration. 

Having heared the report, the Supreme Commander-in-Chief of the Armed Forces of the country emphasized the importance of strict implementation of the key provisions contained in the Military Doctrine of the Turkmen state, which is exclusively defensive in nature. Having highlighted that the proper solution to the tasks facing the law enforcement agencies directly depends on the level of professionalism of the officers, their legal literacy, and skills in using modern technical means and technologies, President Serdar Berdimuhamedov signed the relevant document. 

Focusing on issues related to transferring to the reserve from the Armed Forces and the regular conscription of Turkmen citizens for military service, the head of state ordered to keep under strict control the organized conduct of this work. 

Prosecutor General B.Muhamedov reported on the results of activities carried out in January-March this year, on the fulfillment of the instructions given earlier by the President of Turkmenistan to supervise the implementation of legal regulations. The report included information on the practical steps being taken to introduce a digital system and strengthen the human resources of the prosecutor’s office. 

Having heard the report, the Supreme Commander-in-Chief of the country’s Armed Forces signed the relevant documents on the appointment and dismissal of prosecutors. Pointing out the need for strict control over the accurate and uniform implementation of legislation by ministries, sectoral departments and other institutions and enterprises, Head of State Serdar Berdimuhamedov instructed the Prosecutor General to identify violations and take measures to correct them in a timely manner.

Minister of Internal Affairs M.Hydyrov reported on the work done by the accountable institutions over three months of this year, and measures to maintain public order in the country, and prevent offenses, including the prevention of road traffic accidents. The report also covered the concrete steps taken to improve the performance of the Fire Safety Service. 

Summing up the report, the President of Turkmenistan stressed that the key duties of the Ministry of Internal Affairs are the protection of the rights and freedoms of citizens, the interests of society and the state from unlawful encroachments, and monitoring compliance with traffic rules and fire safety regulations. In this context, the importance of organizing awareness-raising events and relevant briefings at institutions and among the population on a regular basis was highlighted. 

Chairman of the Supreme Court B.Hhodjamgulyev reported on the results of activities in the sector supervised by him in the first quarter of 2024, and on the measures taken to properly conduct legal proceedings, as well as to improve the professional skills of personnel, and the introduction of a digital system. 

Having heard the report, Head of State Serdar Berdimuhamedov specified the need for the active participation of judicial authorities in the offenses prevention work. The President of Turkmenistan instructed to keep under constant strict control the steps being taken to further improve the judicial process. The emphasis was also placed on the organization of further special seminars with employees of the department for the training of highly qualified personnel. 

Minister of National Security N.Atagarayev, who then spoke, reported on the results of activities over three months, comprehensive measures being taken to protect state interests, maintain stability in society, as well as on the implementation of the Development Program of the body headed by him for 2022-2028. 

Having heard the report, the Supreme Commander-in-Chief of the Armed Forces of the country focused on the priority targets to be achieved by this department in the context of protecting the constitutional order and territorial integrity of Turkmenistan. In particular, the need for high-quality analytical work was emphasized. 

Chief of the State Border Service Ya.Nuriyev reported on the work done by the accountable department in January-March, the practical steps being taken to protect the sacred borders of the Homeland. A separate topic of the report was the issue of upgrading frontier outposts, strengthening the material and technical resources, and creating the necessary conditions for effective service, proper life and recreation of military personnel.

Summing up the report, the President of Turkmenistan stressed the importance of ensuring reliable protection of the State Border and continuing work on turning it into a border of friendship and brotherhood. Systematic provision of Border Troops with advanced technical facilities requires improving the professional training of military personnel, President Serdar Berdimuhamedov continued, giving a number of specific instructions to the service head. 

Further, Minister of Adalat M.Taganov reported on the results of work carried out since the beginning of the year to improve the legislative framework, introduce a digital system in organizational units, as well as on the implementation of instructions given earlier by the President of Turkmenistan. The report included information on the implementation of the relevant Development Program. 

Summing up the report, the Supreme Commander-in-Chief of the country’s Armed Forces stressed that measures are currently taken to switch the activities of the Adalat bodies to a digital system. In this context, the instruction was given to keep under strict control the timely and high-quality performance of this work. 

Then Chairman of the State Customs Service M.Hudaikulyev reported on the results of activities carried out over three months of this year, and the fulfillment of the instructions given earlier by the President of Turkmenistan. The report also covered the measures being taken to introduce modern methods and the latest technologies, and the implementation progress of the department’s Development Program. 

A draft document on strengthening the material and technical resources of accountable agencies and training specialized personnel was submitted for consideration by the Supreme Commander-in-Chief of the Armed Forces of the country. 

Having heard the report, the head of Turkmen state signed the relevant Decree. Specifying that customs posts are upgraded in the modern epoch, President Serdar Berdimuhamedov emphasized the need for constant control over the performance of work planned in this area within the established deadlines and at a high quality level. 

Chairman of the State Migration Service A.Sazakov reported on the activities carried out by the accountable departments since the beginning of the year, as well as on the practical steps taken to upgrade the material and technical resources of the agency, and strengthen human resources. 

Having heard the report, the President of Turkmenistan noted that the state policy in the field of migration is aimed at combining positive international experience and the fundamental principles of national legislation, and the application of innovative working methods. It is necessary to keep the issues of improving migration control in the focus and take concrete measures, the Supreme Commander-in-Chief of the Armed Forces of Turkmenistan said, giving relevant instructions to the service head.

Summing up the meeting, President Serdar Berdimuhamedov noted that in accordance with the Military Doctrine of Turkmenistan, which is exclusively defensive in nature, measures are taken to ensure high-level military security and the integrity of the Independent Neutral Homeland. Along with this, as was emphasized, great importance is attached to strengthening the country’s defense capability, improving the social and living conditions of the Homeland defenders and members of their families. In this context, the President of Turkmenistan affirmed that work in this area will be continued in the future. 

A number of other issues were also considered at the meeting of the State Security Council, on which appropriate decisions were taken. 

At the end of the meeting, President of Turkmenistan, Supreme Commander-in-Chief of the Armed Forces of the country, Army General Serdar Berdimuhamedov wished the participants sound health and great success in responsible service for the peaceful and happy life of the people.
