Today, President Serdar Berdimuhamedov held a meeting of the Cabinet of Ministers via the digital system to sum up the results of the work done over the seven months of the current year were, and consider issues of the country’s socio-economic development.
Having announced the agenda, the head of Turkmenistan gave the floor to the Chairwoman of the Mejlis D. Gulmanova, who informed about the results of the activities carried out in January-July of this year.
As reported, during the period under review, there were adopted 23 laws of Turkmenistan, in particular, “On the establishment of the ‘Magtymguly Pyragynyň 300 ýyllygyna’ jubilee medal of Turkmenistan”, “On the cultural heritage of Magtymguly Fragi”, “On energy saving and efficient use of energy”, “On hydro-meteorological activities”, as well as a number of laws related to the legal support of our country’s foreign policy initiatives. The corresponding amendments and additions have been made to some legislative acts regulating relations in various spheres. Along with this, 15 resolutions of the Mejlis have been adopted.
Since the beginning of the year, on errand of the President of Turkmenistan, credentials have been received from 10 Ambassadors Extraordinary and Plenipotentiary of a number of states accredited in our country. As part of strengthening relations with foreign parliaments and international organizations, 27 bilateral meetings have been held.
Deputies took part in 77 seminars organized jointly with authoritative structures on issues of improving legislative activity and ensuring the implementation of state programs. In order to study best practices in the field of lawmaking, 26 official trips of Mejlis representatives took place abroad.
It was also informed on the participation of national parliamentarians in events to explain the general public about the historical and socio-political significance of the year “The Fount of Wisdom of Magtymguly Fragi”, the 33rd anniversary of the sacred independence of the Homeland, the highest representative body of people’s power – the Halk Maslakhaty, and the key objectives of the legal acts adopted recently.
Summarizing the information, President Serdar Berdimuhamedov emphasized the significance of proper preparation for the upcoming meeting of the Halk Maslakhaty. At the same time, the head of state noted the importance of continuing work to improve the country’s legislation.
Further, Deputy Chairman of the Cabinet of Ministers H. Geldimyradov reported on the macroeconomic indicators achieved in January-July 2024.
As a result of the comprehensive measures taken over the seven months of this year, sustainable GDP growth was ensured, which is equal to 6.3 percent. In the industrial complex, this figure was 3.6 percent, construction – 9.3 percent, transport and communications sector – 7.1 percent, trade – 7.8 percent, agriculture – 7.8 percent, and in the service sector – 7 percent.
Compared with the same period of the last year, in January-July of the current year, overall output increased by 11.5 percent. Positive production indicators were achieved in the sectors of the economy.
The volume of retail trade compared to the corresponding period of 2023 for seven months is higher by 11 percent.
According to the results for January-July, the execution of the revenue part of the State Budget amounted to 102.9 percent, and the expenditure part – 97.8 percent.
The size of wages in large and medium-sized enterprises of the country in comparison with the same period of 2023 is 10.5 percent higher. Wages, pensions, state benefits and student scholarships are financed in a timely manner and in full.
During the specified period, the plan for the development of capital investments from all sources of financing increased by 12.1 percent compared to the same period of the previous year.
It was also reported about the progress of the National Rural Program, in particular, the indicators for the construction of social and infrastructure facilities were announced.
Having heard the report, President Serdar Berdimuhamedov identified the adoption of necessary measures to maintain the stability of macroeconomic indicators of the national economy among the priority tasks. Particular importance should be attached to ensuring a high level of GDP growth rates, the head of state continued, instructing the Deputy Prime Minister to keep the modernization of existing industries and the creation of new ones under strict control. Deputy Chairman of the Cabinet of Ministers B. Amanov reported on the work done in the fuel and energy sector in January-July, and the steps taken to improve the efficiency of industry structures.
Reporting on technical and economic indicators in the field of oil and gas condensate production, the Deputy Prime Minister said that the Türkmennebit State Concern fulfilled the plan for oil production at the level of 102.6 percent, and for its processing at oil refineries –102.9 percent.
During the period under review, the plan for gasoline production was implemented by 108.5 percent, polypropylene – 112 percent, lubricating oils – 110.6 percent.
Along with this, it was reported on the indicators of liquefied gas production, natural and associated gas production, and supplies of “blue fuel” abroad.
The plan for the development of investments from all sources of financing has been fulfilled by 119.1 percent.
Summarizing the report, President Serdar Berdimuhamedov emphasized that in order to fully utilize domestic enterprises in the oil and gas industry, it is necessary to regularly improve the activities of this complex. At the same time, it was noted that it is necessary to increase the volumes of oil production and production of petroleum products.
Taking into account the increasing demand for gas in the winter it is needed to begin preparing for this season, the head of state continued.
The Deputy Prime Minister also reported on the measures taken to modernize the infrastructure of the Türkmengaz State Concern through the construction of modern specialized facilities, the widespread introduction of innovations and advanced technologies into practice. In this regard, it was noted that a comprehensive strategy is being implemented aimed at diversifying the fuel and energy complex, optimally realizing its resource and production potential, and developing mutually beneficial cooperation with foreign partners.
The work carried out by the State Concern in this direction promotes the increase in natural gas production, growing the volume of its supplies to domestic consumers, as well as exports.
In this context, a draft Resolution on the construction of the Şatlyk-1 gas compressor station of the Türkmengaz State Concern was submitted to the President of Turkmenistan for consideration.
After hearing the report, President Serdar Berdimuhamedov emphasized the importance of successfully solving the tasks set for the oil and gas industry. Having signed the Resolution on the construction of the Şatlyk-1 gas compressor station of the Türkmengaz State Concern in order to implement projects related to facilities important for the supply of Turkmen natural gas to the world market, the head of Turkmenistan sent the document to the Deputy Prime Minister via the digital system, ordering to ensure proper control over its implementation.
Then, Deputy Chairman of the Cabinet of Ministers T. Atahallyyev reported on the results of the work done in the supervised sector in January-July of the current year.
In particular, on the agro-industrial complex, the growth rate of production compared to the same period of the last year reached 125.4 percent. At the same time, for the Ministry of Agriculture this indicator was 104.1 percent, the Ministry of Environmental Protection – 100 percent, the State Water Management Committee – 134.6 percent, the Türkmenpagta State Concern – 101.3 percent, the Türkmengallaönümleri State Association – 225.9 percent, the Türkmenobahyzmat State Association – 115 percent, the State Association of Food Industry – 100.3 percent, the State Association of Livestock and Poultry Industry – 105.5 percent, and the Türkmen atlary State Association – 101.5 percent. The investment development plan was fulfilled by 434.1 percent.
As reported, seasonal agricultural work, in particular, cotton care, is continuing in the country’s velayats in accordance with agricultural standards. As part of the upcoming harvest of “white gold”, everything necessary is being done to prepare combines and equipment, cotton gins and raw material collection points.
Appropriate efforts are being made to obtain a rich harvest of agricultural crops, in particular, potatoes, in order to maintain food abundance.
At the same time, preparations are underway in the regions for sowing wheat: plowing, leveling, ridge-making, surveying and flushing irrigation of fields.
Then the Deputy Prime Minister asked the head of state to set a date for holding seminars for farmers, specialized specialists, scientists and machine operators, as well as the start of sowing wheat for the 2025 harvest with the participation of honorable elders and to bless the campaign, which will allow to be carried out it according to the established schedule and agricultural technology standards.
After hearing the report, President Serdar Berdimuhamedov emphasized the focus of the fundamental reforms in the agro-industrial complex on increasing the volume of production of high-quality agricultural products and ensuring food abundance. In this regard, the Deputy Prime Minister was assigned to continue effective work on the comprehensive development of the industry.
Addressing the members of the Government, the head of Turkmenistan noted that in the era of the Revival of the new epoch of a powerful state, appropriate conditions are being created for the productive work of farmers and high yields. As emphasized, a very important and responsible season has begun for field workers – sowing wheat, which should be carried out in an organized manner, within the agro-technical timeframe.
In this regard, the President of the country blessed the start of the campaign in the regions on September 4 and addressed the elders with a request to start the sowing, according to tradition, with the words “Bissmilla!” The head of state wished the self-motivated grain growers and field workers great success in their work.
Deputy Chairman of the Cabinet of Ministers B. Annamamedov reported on the results of the activities of the construction and industrial complexes for January-July, 2024.
As reported, the plan for the manufacture of products and the work carried out for the specified period was fulfilled by 110.5 percent.
For seven months of this year, the Ministry of Construction and Architecture fulfilled the plan by 107.8 percent.
The Ministry of Industry and Construction Production manufactured products and carried out work for a total of 1 billion 28 million manats.
During the reporting period, the Ministry of Energy fulfilled the production and work plan at a level of 106.6 percent, the Türkmenhimiýa State Concern – 126.8 percent.
In January-July of the current year, the plan for work performed was fulfilled by the State Agency for Management of Road Construction at a level of 109 percent, and the Ashgabat City Administration – 110.8 percent.
After hearing the report, President Serdar Berdimuhamedov drew attention to the importance of taking comprehensive measures to ensure the smooth functioning and bringing the construction and industrial enterprises to their design capacity, establishing new industries and creating jobs. Highlighting the need for strict control over the completion of the construction of buildings, structures and residential buildings scheduled for opening in 2024 within the established time frame, the head of Turkmenistan addressed a number of specific instructions to the Deputy Prime Minister.
Deputy Chairman of the Cabinet of Ministers B. Atdayev reported on the results of the work of the ministries and departments under his supervision, as well as the business sector for January-July of the current year.
According to the Ministry of Trade and Foreign Economic Relations, compared to the same period last year, the growth rate of trade turnover reached 104.5 percent, and production – 103 percent.
The volume of manufactured products by the enterprises of the Ministry of Textile Industry, including cotton yarn and fabrics, is 139.4 and 125 percent, respectively, garments and knitwear – 105 percent, and leather – 119.6 percent compared to the same period of the last year.
The fulfillment of the plan for the production of carpet products at the enterprises of the Türkmenhaly State Association was 100.1 percent.
The State Commodity and Raw Materials Exchange held 174 trading sessions in January-July of the current year, during which 16 thousand 821 contracts were registered.
During the period under review, the growth rate of the work carried out by the Chamber of Commerce and Industry was 103.1 percent. 13 exhibitions and 77 forums were held.
According to the Union of Industrialists and Entrepreneurs, the growth in production volumes of agricultural and food products over the past seven months is 107.3 percent, industrial – 105.8 percent.
After hearing the report, President Serdar Berdimuhamedov ordered to take appropriate steps to improve the activities of the trade complex and increase the production capacity of the private sector.
Speaking about the importance of implementing program measures to create new industries and increase the volume of exports of manufactured products, the head of Turkmenistan emphasized the need to intensify the introduction of a digital system in the activities of the State Commodity and Raw Materials Exchange. In this regard, the Deputy Prime Minister was given relevant instructions.
Then Deputy Chairwoman of the Cabinet of Ministers M.Mammedova reported on the results of the work of institutions in the supervised sphere for seven months of the current year.
During the period under review, various events were organized on the occasion of significant dates in the national calendar and in honor of the 300th anniversary of the birth of Magtymguly Fragi. At the same time, the results of previously announced creative competitions were summed up, and the final rounds of the television competition “Yaňlan, Diýarym!” were held in Ashgabat and Arkadag cities, Ahal and Balkan velayats.
As reported, within the framework of the working visit of the National Leader of the Turkmen people, Chairman of the Halk Maslakhaty Hero-Arkadag to the Republic of Kazakhstan in July of this year, the opening ceremony of the monument to Magtymguly Fragi was held in Astana, in which creative groups of our country took part.
In addition, it was reported about the participation of representatives of Turkmenistan in the 36th World Folk Dance Competition “Altyn garagöz” in Bursa city (Turkish Republic), the opening ceremony of the Year of Culture of our country in the PRC, the international competition of young opera singers in St. Petersburg, and the World Festival of Orchestras in Vienna.
A report was also presented on the results of the work of theaters, circuses, cinemas and concert centers, libraries, the Turkmen State Publishing Service, the Oguzkhan Türkmenfilm Association, and the State Information Agency.
Summarizing the report, the head of state Serdar Berdimuhamedov noted the need for further improvement of the activities of the cultural sphere, wide popularization of cultural heritage and its preservation for future generations. Particular emphasis was placed on ensuring a high level of preparation for the upcoming festive celebrations on the 33rd anniversary of the independence of the Homeland.
Then, Deputy Chairman of the Cabinet of Ministers of Turkmenistan B. Orazdurdyeva reported on the results of work for January-July of the current year.
Introducing the report, the Deputy Prime Minister, on behalf of education workers, cordially congratulated President Serdar Berdimuhamedov and Hero-Arkadag on the Day of Knowledge and Student Youth, the beginning of the new academic year, and expressed heartfelt gratitude for the conditions created in the country for obtaining a modern education.
During the reporting period, reforms aimed at raising an educated generation, improving the education system, in which advanced teaching methods were introduced, continued. Textbooks and manuals were published. Schoolchildren and students took part in international subject Olympiads and won medals.
As reported, the efficiency of scientific research has been increased, 1,305 textbooks and teaching aids have been approved. Candidates for academic degrees have been registered, dissertations have been defended. During the specified period, the Resolution of the President of Turkmenistan approved the “Procedure for the Development, Implementation and Financing of State Scientific and Technical Programs”.
Also, in honor of the 300th anniversary of the birth of Magtymguly Fragi, there were held scientific and practical conferences, exhibitions and other events, including presentations. An award ceremony was held for the winners of the scientific paper competition among young scientists and students. Since the beginning of the year, advanced methods of prevention and treatment of various diseases have been introduced into practical medicine. Operations and treatment of sick children were carried out at the expense of the Gurbanguly Berdimuhamedov Charitable Foundation for Assistance to Children in Need of Care.
