In Balkan velayat, the Week of culture successfully proceeds. The fourth day of a large-scale forum was also rich with significant cultural actions, the well organization of which corresponds to the overall objective of the Week - preservation, all-round study and wide popularisation of the spiritual values of our people, assistance to the professional growth of creative figures, revealing of new talents and increase of the cultural level of society.

In the morning, within today’s creative forum, in the state historical and cultural reserve «Ancient Dehistan», the scientific-methodical seminar in field conditions «Modern methods of study and restoration of historical and cultural monuments» took place. Specialists and scientists of the National Department of Turkmenistan for the Protection, Study and Restoration of Historical and Cultural Monuments. and subordinated reserves.

Inclusion of the given event in the program of the Week of culture visually shows that during the epoch of modern innovations and radical restructurings, the concept "cultural heritage" gets wider and many-sided sense. Thanks to the work started by Hero-Arkadag and nowadays successfully continued by President Serdar Berdimuhamedov, preservation of historical and cultural monuments, spiritual heritage of the Turkmen people became the major goals of the state and society.

Turkmenistan by right is considered the country with the richest historical and cultural heritage. Numerous monuments of the past testify to the high level of development of construction, crafts, architecture and decorative and applied arts, existed on this land in the extreme antiquity. Invaluable monuments are under state protection. One of them is the state historical and cultural reserve «Ancient Dehistan», located in the territory of Balkan velayat.

The culture of the archaic period of Dehistan existing from the beginning of II millennium B.C. to the middle of I millennium B.C., was extended in Caspian steppes of the southwest of Turkmenistan. The term "archaic" means "ancient" and is used in the scientific literature devoted by Dehistan, for designation of the historical period preceded the epoch, known as "antiquity" and begun in IV century B.C.

The complex of the hills formed by cultural layers and archaeological finds, and the rests of systems of artificial irrigation allow recreating a picture of life of people of the epoch of a late Bronze Age when the humanity only started to master iron processing. The territory of distribution of ancient culture of Dehistan was stretched from slopes of the Balkan Mountains in the north to valleys of the rivers Etrek and Gorgan in the south, and as its western border on the coast of the Caspian Sea.

Participants of the creative forum noted a great significance of archaeological science in study of history of our fatherland by means of historical and cultural monuments, having emphasised the words of scientist Arkadag that archaeology is one of the most perspective areas of development of science and opens for future generations and keen researchers ample opportunities for creativity and discoveries.

Within this large-scale work as the state creates all possibilities for study and popularisation of the national cultural heritage of international significance. In this area, the historical and cultural reserves operating in the country under the National Department of Turkmenistan for the Protection, Study and Restoration of Historical and Cultural Monuments also conduct important scientific-archaeological researches.

The wide public regularly is acquainted with results of scientific works through television and the press. For exchange of the experience and discussions of new scientific achievements, forums are organized.

As an example the scientific-methodical seminar «Modern methods of study and restoration of historical and cultural monuments», organised in field conditions in the territory of the state historical and cultural reserve «Ancient Dehistan» within the Week of the culture held during the current year in Balkan velayat serves. During the forum, scientists exchanged scientific opinions on researches of Turkmen specialists in the archaeology of the ancient land of Balkan at archaeological and architectural monuments, and also discussed forthcoming problems.

Conduction of the scientific-methodical seminar in field conditions gave the action a special atmosphere. Participants of the forum expressed warm gratitude to President Serdar Berdimuhamedov and the National Leader of the Turkmen people for the organisation of the present event.

Within the fourth day of the Week of culture, in the Balkan velayat library the presentation of new printing editions, audiobooks and the site of electronic books took place. The gathered placed a special emphasis on the importance of books.

As was marked, the book takes an important place in enrichment of the inner world of society. At all times it was considered as the main means for cultural and intellectual development. High-quality publishing production raises the culture of reading of books and promotes population familiarising, especially the youth, with national and world cultural heritage.

The book’s role in human life is extremely great. It promotes the moral education of the individual, expands, forms its outlook, and helps disclosing of its creative potential. In realisation of the high purposes of the year «Independent neutral Turkmenistan - the homeland of purposeful winged racers» a special place belongs to books and activity of library workers.

Application of modern methods of work and digital technologies in libraries and bookshops of our country allows raising the quality of service of readers considerably. Funds of libraries and bookshops thanks to the edition masterpieces of the classical literature rich with wisdom and the educational maintenance, samples of national creativity, including interesting fairy tales and legends, and products of writers and poets with a high polygraphic level have essentially extended today.

It was pointed out that according to the principles based on high technologies and the best world experts, audiobooks and the new site of electronic books became accessible to the country’s population. During the presentation, participants of the event in detail familiarised themselves with new solutions, which open ample opportunities for effective utilisation of modern information technology based on the digital system.

Besides it, the exchange of opinions on the priorities connected with innovative and design development of book funds, popularisation of electronic editions, and with maintenance of long-term storage of the electronic data, historical documents and books took place.

Actions of the program of the fourth day of the Week of culture proceeded in the Palace of culture of oil industry workers named after Saparmyrat Turkmenbashi in the city of Balkanabat. The concert of the song and music and creative groups of Balkan velayat specialized art school took place there.

Young talents displayed their love to the national art and aspiration to creative development. The music programs filled with inspired songs, music and incendiary dances, became an evidence of a great interest of the growing generation in the given sphere. It grows out of constant care of the state to reveal and support the talented youth.

The festive children's concert, which united the cultural-entertaining program, demonstrated that the magic art is a link between the epoch and generations. Performances of young talents of Balkan velayat differed with modernity and left with spectators pleasant impressions. The love of children to music in combination with the magic force of art gave the event the atmosphere of true holiday.

In the second half of the day, in the Balkan velayat library, the briefing with participation of representatives of the Turkmen and foreign mass media accredited in our country took place.

Before the start of the briefing, on the big screen the video clip for the first time created with use of artificial intelligence, accompanied by music and sound effects was shown. The video data is devoted to achievements of Turkmenistan. The video clip corresponded to the goals of the meeting.

At the briefing «New possibilities in the media sphere in the conditions of artificial intelligence development», held in the hybrid format, speakers underlined that in our fatherland innovations consistently and successfully take root into the Era of Revival of the new epoch of the powerful state thanks to successful continuation of initiatives of Hero-Arkadag by Arkadagly Hero Serdar in the life of our people.

Representatives of foreign mass media congratulated Turkmen colleagues on the success of the Week of culture of Turkmenistan and underlined the importance of actions held in its frameworks.

In that regard, it was noticed that today, in the country, a large scale work is carried out to introduce modern information-communication technologies and possibilities of artificial intelligence and maintenance of information security in various branches of economy and public life.

Active introduction of technological innovations based on the latest achievements of science in all spheres creates possibilities for acceleration of rates of economic development, and transformation and further perfection of the way of life of the population. Methods as much as possible active and effective utilisation of possibilities of technologies of artificial intelligence are constantly studied.

Within the reforms proceeding in the country under the leadership of President Serdar Berdimuhamedov, the great attention is given to issues of introduction of technologies of artificial intelligence. Considering the fact that artificial intelligence is based on "smart" technologies, the special accent was made on the city of Arkadag - the first one in our fatherland and the region a modern "smart" city where the newest digital technological solutions are concentrated. During the briefing, particular attention was given on that topic.

As representatives of mass media marked, including the foreign mass-media working in our country, the Internet which has got today a global character, became one of the key factors of prompt technological transformations. With the advent of the Internet and the numerous communication possibilities based on its various tools, in journalism, as well as in other spheres, basic changes have taken place.

As a whole, the briefing was held in the business-like and constructive atmosphere, becoming a significant event in the program of the events organised within the Week of culture.

Events of the fourth day of the large-scale creative forum were over in the cultural-sports complex of the Turkmenbashi oil refineries complex of "Türkmennebit" State Concern. The meeting with masters of motion picture arts and display of the film, which was made by «Türkmenfilm» Association named after Oguz khan took place there.

In the Era of Revival of the new epoch of the powerful state, thanks to undertakings of Hero Arkadag and consecutive efforts of Arkadagly Hero Serdar, activities in the culture and art sphere as well as in other branches of the country, confidently develops according to present requirements.

Participants of the meeting expressed their warm gratitude to President Serdar Berdimuhamedov and Hero-Arkadag for constant attention to perfection of art and culture, including the film industry, and advancement of national art at the international level.

Then, the display of the film prepared by «Türkmenfilm» Association named after Oguz khan of the State Committee of Turkmenistan for television, broadcasting and cinematography took place there. The display of the film added to the meeting a special atmosphere and importance.
